I I Members Present: Mayor Larry Hosch. Councilors Bob Loso, Cory Ehlert, AI Rassier, Kyle Schneider. Administrator I Clerk Judy Weyrens. I Hosch stated the purpose of the meeting is to begin the review process for the 2002 Budget. Once again the City is constrained with levy limits with the maximum levy increase an average of 3%. In addition to the levy increase the local government aid formula was changed and the City of St. Joseph benefited. . i Weyrens stated that the proposed budget IS not balanced as the Department Head budgets are greater than the funds available. Weyrens stated that since the City will receive additional local government aid all the categories in the budget were reviewed and adjusted to make the budget realistic. Over the past years some of the categories have been cut and they are consistently over budget. Some of the budgeting shortfalls are a result of the increased growth the City is experiencing. The Council spent considerable time reviewing the budget and requested the budget be returned to Department Heads and request that a new budget be submitted that will fall within the guidelines available to the City. ¡ Police Car Graohics: Sergeant Young submitted a request to place the graphicS on the new leased vehicle. The Council questioned the graphic that was placed on the first leased car and if the graphic, could be removed. Ehlert questioned who approved the new graphic and if those decisions should not come before the City Council. Hosch responded that he discussed the matter with Chief Will and he stated that the graphics did not turn out the same as the picture. The Council was in general agreement that all the squad cars should contain the same graphics. Currently the City has three different graphips. , , In order to uniformity between squad cars, Rassier made a motion to remove the graphics from the first leased car and place the same graphics on both leased vehicles. The graphics to be used; is the one presented at this meeting. Further when the Lumina is replaced the graphic on the squad will the same as the one approved at this time. The motion was seconded by Loso and carried unanimously.
