Pursuant to due call and notice thereof, the City Council met as the Board of Review on Tuesday,
April 10, 2001 at 6:30 PM in the St. Joseph City Hall.
Members Present: Mayor Larry J. Hosch. Councilors Bob Loso, Kyle Schneider, AI Rassier.
Clerk/Administrator Judy Weyrens.

City Reoresentatives Present: City Assessor Ollie Lesnick, County Assessor Bob Lindvall
Mayor Hosch opened the meeting at 6:30 PM and stated the purpose of the meeting was to allow
residents to comment on their individual property valuation for the tax year 2001, collectible in
2002. City Assessor Ollie Lesnick stated that the real estate market is in an upward trend,
increasing home values approximately 12%. Lesnick further clarified that an increase in valuation
does not mean that taxes will increase. Taxes only increase when spending increases, which is
controlled by the City Council. At this time Lesnick opened the floor for comments from the
public.
. Albert Mohs, 343 Pond View Lane, 84-53790-057
Mohs stated that his valuation has increased by $ 14,000 and he did not improve the
property over the past year. Lesnick responded that he discussed with the County
Assessor the fact that there are some homes in Pond View Lane that are over built for
the development. In such cases the County has allowed the assessor to depreciate the
homes. However, Lesnick stated that if the property in question were listed for sale in his
opinion it would not sell for less than the proposed valuation.
. Gary Schroeder, 84-53444-000
Schroeder stated that he owns and operates Schroeder Sports on County Road 75. The
proposed valuation for 2001 represents an increase of over 10%. He expressed concern
that his building from the beginning was valued at the full cost of construction. Schroeder
questioned whether he could receive the full value if the property were placed on the
market.

· Bernadette Powers, 84-53734-007
Powers stated that she moved into her house in Northland in 1993. Since that time she
stated that she has not improved her property yet her value has increased from $ 82,000
to $ 90,200. Powers stated that her house is a two bedroom, one bathroom and an
unfinished basement.
· Alan Pfannenstein, 344 Pond View Lane, 84-53790-064
Pfannenstein stated that the proposed valuation for 2001 is $ 205,100 an increase of $
16,000. Pfannenstein presented the Board with a market valuation completed by Century
21 Reality. The market value assigned by Century 21 was $ 185,000. Lesnick stated
that Pfannenstein is in the same situation as Mohs. The home is overbuilt for the
development.
· Elizabeth Doyle, 84-53475-079 ,
Doyle stated that her property valuation was increased $ 4,900 for an improvement that
was valued at $ 3,950. Lesnick stated that the valuation was assessed in error and will
be corrected.
· Kathy Doyle, 17'h Avenue SE, 84-53945-044
Doyle questioned the impact of removing of shed from your property and if that would
result in a decrease in valuation. Lesnick stated that the removing of a small accessory
building would not have an impact.
· Mary Kay Moening, 84-53475-049, Cloverdale Estates .
Moening stated that over the past years her valuation has increased from $ 52,000 to
67,000. She stated that she has not improved her property and in her opinion her

property is deteriorating. Lesnick stated that her property seems to valued low and she
needs to keep in mind the increase in property values and housing market.
. Leon Hoffmann, 84-83417-000
Hoffmann questioned the increase in valuation and if he can expect the increase to
continue each year. Lesnick stated that as long as the real estate market continues to
raise, valuations will rise.
Clerk/Administrator Weyrens presented the Council with the following let!ers:
1. Clarence Fischer - Requesting re-evaluation of his property in Clinton Village.
2. Art Novak - Requested the City Assessor review his property located on Cedar
Street, paying particular attention to the common area.
3. Rudy Zimmer - Requested the City review the property located along Cedar
Street
4. Bee Line Marine - Questioned the increase in property taxes and requested
justification. '
Weyrens clarified that the tax statement for 2001 was the first City tax statement received
by Bee Line. Some errors prevented the property from being annexed. The tax capacity
rates between 81. Joseph Township and the City is significant differently. Lesnick agreed
to contact the property owners.
5. Howard Pierskalla - Representative from Cloverdale Townhomes, requested the
Council review the value assigned for the residing, windows and decks. The
increase in valuation was greater than the cost of the project.
Loso made a motion to recess the Board of Review meeting until April 15, 2001, allowing the City
and County Assessor time to review the properties discussed at this meeting. Lesnick will
present a final report to the Council on April 15, 2001. The motion was seconded by Hosch and
passed unanimously.
The meeting was adjourned by consensus at 8:10 PM
