HomeMy WebLinkAbout2001 [11] Nov 07 I I I I I November 7, 2001 , Page 1 of 1 Pursuant to d~e call and notice thereof the City Council for the City of St. Joseph met in special sessio~ on Wednesday, November 7, 2001 at 6:00 PM in the St. Joseph City Hall. I Members Present: Mayor Larry Hosch. Councilors Cory Ehlert, Bob Loso, AI Rassier, Kyle Schneider Administrator I Clerk Judy Weyrens Others Present: Joe Bettendorf, Mike Loso, Mike Deutz. Hosch stated the purpose the meeting was to continue discussion of the proposed 2002 Street Improvement Project. Hosch turned the meeting over to City Engineer Joe Bettendorf. Bettendorf stated that he has had the opportunity to review the project and presènted the Council with the following information. I Sanitary Sewer The proposed assessment is based on a per unit basis and only the I sewer line needing replacement has been included in the project area. I The proposed assessment is based on a per unit basis. The water main is recommended to be replaced as most of lines are cast iron pipes and have served their useful life. The pipes being discussed are over 40 years old. Utility lines have a useful life and it is not uncommon to assess residents for new infrastructure when the existing pipes have reached the maximum life. Alley Improvement The alley portion of the project can be eliminated if the Council so I chooses. They have been included in the project as the Council of past requested that alleys be improved when they abut a current street I project. If the project cost is too great for the residents the Council can vary the assessment rate for the alley, giving credit for the long side and only assessing the short side. If the alleys are controversial the Council can always remove them from the project. i I Mike Loso questioned if the alley improvement includes storm sewer as the alley adjacent to his property has sitting water. Bettendorf stated that the proposed project does not include and storm sewer but he can review the project area to see if it should be included. I Water Main , I Sanitarv Sewer Repair: Bettendorf reported that a section of sanitary sewer on Date Street East needs to be repaired. There is a company that can balloon the pipe and repair it without tearing into the street.! The balloon lines the inside of the pipe and actually becomes piping. The process is relatively new but cost effective. The estimated cost to repair the pipe through the ballooning process is $ 17,600. Loso made a motion to authorize the expenditure in the amount of $ 17,600 for the repair of the sanitary sewer on Date Street East as recommended by the City Engineer. The motion was seconded by Schneider and passed unanimously. i ! The Council agreed to move forward with the public Improvement hearing in December.
