HomeMy WebLinkAbout2002 [04] Apr 10 I I I I I April 1 0, 2002 Page 1 of 2 I I Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session on Wednesday, April 10, 2002 at 4:00 PM in the St. Joseph City Hall.! I Members Present: Mayor Larry Hosch. Councilors Bob Loso, Cory Ehlert, AI Rassier, Kyle Schneider' Administrator I Clerk Judy Weyrens, City Representatives Present: City Engineer Joe Bettendorf, Public Works Director Dick Taufen. Others Present: S. Paula Revier, S. Phylis Plantenberg, Jim Fredricks, 2002 East Baker Street Lift Station City Engineer Joe Bettendorf requested authorization to advertise tor bids for the replacement of the East Baker Street Lift Station. Bettendorf stated that his office has completed the plans and specifications and the estimate to replace the Lift Station is $ 160,000. The project will be funded through hookup fees and user rates. Rassier made a motion authorizing the City Engineer to advertise for bids for the replacement of the 2002 East Baker Street Lift Station as recommended by the City Engineer, The motion was seconded by Schneider and passed unanimously, I 2002 Business Park Improvements: Bettendorf requested authorization to advertise for bids fpr the 2002 Business Park Improvements. The proposed improvement includes the construction of 15th Avenue NE and Elm Street and the installation of utilities. The project is being driven by the proposed building project of Vie West Steel. The St. Joseph Economic Development Authority has recommended the Council order the improvements as requested by the City Engineer. Bettendorf stated that the cost of the project will be reimbursed through special assessments and will financed through the 2002 Improvement Bond, The project is scheduled to begin June 1, 2002 with completion August 1, 2002, Loso made a motion adopting resolution 2002-_, approving plans and specifications and ordering advertisement for bids for the 2002 Business Park Improvement. The motion was seconded by Schnedier and passed unanimously. Resolution 2002-_ Approving Plans and Specifications and Ordering Advertisement for Bids 2002 Business Park Improvements , WHEREAS, pursuant to a resolution passed by the Council on February 7, 2002, the City Engineer has prepared plans and specifications for the improvement of 15th Avenue NE between County Road 13~ and Elm Street East by the improvement of water, sewer, street, curb and ~utter and the making of an I improvement to Elm Street East between County Road 133 east to 19 Avenue SE by the improvement of street, curb and gutter, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST, JOSEPH MINNESOTA: 1, Such plans and specifications are hereby approved. 2, The City Clerk/Administrator shall prepare and cause to be inserted into the official paper an, advertisement for bids upon the making of such improvement under such approved plans arid specifications. The advertisement shall be published for 10 days, shall specify the work to be done, shall state that bids will be opened and that the responsibility of the bidders will be I considered by the Council on May 16, 2002 at 7:00 PM in the council chambers of the City liall, St. Joseph Minnesota. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, I cashier's check, bid bond or certified check payable to the Clerk for five percent of the amount of such bid, . April 10, 2002 Page 2 of 2 Street Beautification: Ehlert and Rassier reported they have been meeting wilth a committee to extend the Street Beautification Project south on College AvenuelCounty Road 121. The proposed project I consists of installing decorative lighting from County Road 75 to 295"' Street along College Avenue. The light posts will be placed approximately 85 feet apart, As it will be cost prohibitive to construct the sidewalk of paving stones, the sidewalk will be concrete with a decorative block of paving stones around each light post. In order to achieve this design, the sidewalk needs to be constructed with a minimum width of ten (10) feet. Rassier stated extending the width of the sidewalk will also provide for efficiency when removing snow, Bettendorf clarified the plans and specifications include the sidewalk and base material for a six foot sidewalk. The cost of the additional width will be the responsibility of the City. Ehlert and Rassier stated the committee working on the project will begin the fund raising stage shortly. The total project cost is estimated at $ 150,000, It is anticipated that the majority of the funding will be provided through the local service clubs, St. Benedict's Monastery and the Colllege of St. Benedict. Rassier stated that the City may need to fund a portion of the project. Hosch stated that he supports the project, but is unwilling to commit City funds until the fund raising stage has been completed. It is his opinion that the adjoining property owners should fund a proportionate share of the project. Loso concurred with Hosch and requested the sub committee approach the Council after the fund raising has been completed, Ehlert made a motion authorizing the construction of a ten (10) foot sidewalk on the west side of College AvenuelCounty Road 121, south from Minnesota Street to 295'" Street. The motion was seconded by Loso and passed unanimously. Bettendorf stated that if the Street Beautification Project is extended north of Minnesota Street to County Road 75, College Avenue should be narrowed by one foot on each side. The proposed project includes the placement of decorative lights staggered on both sides of College Avenue to County Road 75. To assist the maintenance staff with snow removal, the Council should consider narrowing the pavement from the current 46' to 44', Bettendorf stated it is his opinion that narrowing the road will have no impact to the City and 44' is considered a wide roadway and will be sufficient for business traffic. I Ehlert made a motion to reduce the paved roadbed on College Avenue Nlorth between Minnesota Street and County Road 75 from ·46' to 44' to accommodate the Street Beautification Project. The motion was seconded by Loso and passed unanimously. 2002 Interior Street Proiect: Bettendorf requested the Council re-consider the width of Ash Street East between College Avenue North and 1 st Avenue NE. Bettendorf stated the residents have requested that Ash Street remain residential in character, This can be accomplished by narrowing the road to that of a neighborhood road, The roadbed is currently paved a width of 40 feet. Reducing the roadbed to 36 feet would not have an impact to the City as it would still be constructed as a nine ton road. Bettendorf questioned if sidewalk should be constructed with the project on the north side of Ash Street East. The Council agreed to poll the residents to determine the need/înterest in sidewalk. Ehlert made a motion to construct Ash Street with a 38 foot paved surface and to poll the residents to determine the interest for the construction of a six foot sidewalk on the north side of Ash Street East. The motion was seconded by Loso and passed unanimously. Capital Improvement Plan: Bettendorf presented the Council with a revised Calpitallmprovement Plan. The Council agreed to review the material presented and discuss at a future meeting. Adiourn: Loso made a motion to .adjourn at 4:00 pm; seconded by Schneider and passed unanimously, 7f¡.{ð,a~ I
