Pursuant to due call and notice thereof, the City Council for the City of SI. Joseph met in special session
September 12, 2002 at the SI. Joseph City Hall. i
Members Present: Mayor Larry Hosch. Councilors Cory Ehlert, Bob Loso, AI Rassier, Kyle Schneider.

2003 Preliminary Budoet: Weyrens presented the Council with the final draft of the 2003 budget. The¡
budget includes a general fund levy in the amount of $ 372,703, the maximum levy allowed. Loso I
clarified that even though the Council is establishing the maximum levy, the Council has the authority to
reduce it before the final levy is adopted in December. Loso encouraged the Council to continue
reviewing the budget with a end goal of reduction.
Loso made a motion to adopt the following resolution establishing the maximum levy for
collection in 2003. The motion was seconded by Hosch and passed unanimously.
ADOPTING PROPOSED TAX LEVY
APPROVING 2002 TAX LEVY, COLLECTIBLE IN 2003
BE IT RESOLVED by the City Council of the City of 81. Joseph, Stearns County, Minnesota, that the
following sums of money be levied for the current year, collectible in 2003, upon taxable property in the
City of SI. Joseph" for the following purposes:

Be it further resolved that these levies will support a general fund budget of $ 1,537,298.38 for the year
2001.
The City Administrator/Clerk is hereby instructed to transmit a certified copy of this resolution to the
County Auditor of Stearns County Minnesota.
2002 Sales Tax Referendum: Hosch reported that if the City is to participate in the regionai sales tax, the
Council must pass an enabling resolution. The list of projects included in the Resolution are a result of
many community input meetings. Hosch encouraged members of the Council and community to support
the regional sales tax. Loso made a motion adopting the following resolution authorizing a I
referendum question for the 2002 General Election Ballot and authorizing the City St. Joseph to
enact a one-half pèrcent sales tax. The motion was seconded by Hosch and passed unanimou'sly.

Authorizing the City of St. Joseph to enact a one-half percent sales tax
WHEREAS, the Minnesota Legislature approved, and the Governor signed, HF 2498 which includes
provisions authorizing the City of SI. Joseph to enact a one-half percent sales local sales tax for specified

regional projects if said projects are approved by the voters of SI. Joseph through a referendum question
presented at a general election, and;

WHEREAS, the 81. Joseph seeks to present a referendum question regarding the imposition of a one-half
percent local sales tax to the voters of the City at the November 5, 2002 General Election; and
WHEREAS, the City Council sought input from the residents of SI. Joseph by distributing a survey to all
residents and conducting two public input meetings to gather information as to what projects the residents
would support through the additional one-half percent sales tax.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ST. JOSEPH,
STEARNS COUNTY, MINNESOTA that the following questions shall be included on the ballot for
November 5, 2002General Election.
A ONE-HALF PERCENT LOCAL OPTION SALES TAX
The 2002 Minnesota State Legislature passed a law allowing the City of SI. Joseph, and other area cities,
to adopt a one-half percent ( 11. %) sales and use tax on a temporary basis to fund improvements to the
SI. Cloud Regional Airport and other local improvements as authorized by the voters. The cities of SI.
Cloud and Sartell have already approved the additional sales tax. The sales tax will be enacted in SI.
Joseph only if it is approved by the voters of SI. Joseph. Approval of the tax shall also be approved for
the City of SI. Joseph to share sales tax revenues with other area cities which have also passed a sales
tax. The following ballot questions ask if you approve the one-half percent ( % %) sales and use tax, and
the local projects to be funded by the tax:
Question One
Shall the City of SI. Joseph impose a local sales and use tax of one-half one percent (1/2%) during the
period of January 1, 2003 through December 31, 2005, to partialiy pay for the local projects described
below that are authorized by the SI. Joseph voters and the Regional Airport main runway improvements. I

Question Two
If a local sales and use tax is authorized, which local projects should be funded with the proceeds of the
tax?
Project One - Add bathroom facilities to Klinefelter and Northland Parks, upgrade the bathrooms at
Centennial and assist with the welcoming center for the Wobegon Trail at a total cost of
$ 150,000.

cost of $ 150,000.
