SunShare is building two community solar gardens in one in Stearns County and the other in Pope County. They are looking for both commercial and residential subscribers for their 89 megawatt Minnesota community solar gardens. SunShare will build the solar gardens,partner with Xcel Energy to add to the energy grid for solar energy credits, and contract with subscribers to earn energy credits. The program has been available in Colorado for several years. Minnesota Legislators recently passed similar legislation in 2013 to begin building the solar gardens. A history of SunShare and the solar gardens is included in the attached proposal. SunShare is offering St. Joseph to become a 525 kilowatt subscriber for a 25 year period with an estimated energy savings for the City of$782,150-$829,000. The savings will come in the form of energy credits paid by Xcel Energy and locking in electricity rates over the 25 years. History has shown Xcel Energy rate increases averaged 4.86% over the past 10 years. The minimal risk to the City is that Xcel Energy would reduce their rates. This hasn't happened in recent history and not expected to occur in the future. Besides the energy credits and savings, the City will realize an environmental impact of reducing pollutants into the air. SunShare only has a small amount of commercial capacity remaining in the Stearns County and Pope County community solar gardens. Future community solar gardens will likely not have the same savings as the attached proposal as the community solar gardens develop more in Minnesota. Subscribing now may generate $10,000 energy savings for 2016 budget.
