HomeMy WebLinkAbout[02] May 06 Minutes May 6, 2015 Page 1 of 2 Pursuant to due call and notice thereof, the Fire Board for the City of St. Joseph and Townships of St. Joseph and St. Wendel met in regular session on Wednesday, May 6, 2015 at 6:00 PM in the St. Joseph Fire Hall. Members Present: Fire Chief Jeff Taufen, City of St. Joseph Representative Bob Loso, St. Joseph Township Representative Jeff Janssen, St. Wendel Township Representative Greg Salk. City Administrator Judy Weyrens. Others Present: Assistant Fire Chief Justin Honer. Janssen made a motion to approve the minutes from February 4, 2015 as presented; Minutes: seconded by Loso and passed unanimously. st Financial Report: Weyrens presented the 1 Quarter Financial Summary: Revenues $ 70,936.10 Expenditures $ ( 38,710.09) Fund Balance $ 497,912.16 Weyrens stated that the report as presented represents the year end unaudited balances, with final balances anticipated in shortly. Weyrens stated that the operational fund balance shows a deficit balance of $49,862.95 as of March 31, 2015. The deficit reflects the Fire Boards decision to buy down the reserve balance in the amount of $ 10,000 to supplement the budget. In addition, the Fire Fund has typically received a contribution from the College/Monastery of St. Benedict in the amount of $ 15,000 which did not occur in 2014. As reported at the last meeting the College/Monastery has changed their position on providing an annual contribution and review the potential and amount each year. The Fire Fund revenue represents 24% of the budgeted revenue for year, which does include a contribution from the College/Monastery of St. Benedict. The expenditures represent spending Loso made a motion to accept the 1st Quarter approximately 24% of the expenditure budget. NEW BUSINESS DNR Grant: Taufen reported that each year the DNR accepts funding requests for fire equipment through the Rural Fire Department Matching Grant Program. Last year the Fire Department applied for funding assistance to purchase four pump cans and were unsuccessful. This year the Department would like to apply for funding in the amount of $ 1,200 for the purchase of two pagers ($ 1,200), two dip torches (201.09 each); and five lengths of 2 ½ fire hose at $ 154.11 each). Since it is a matching grant, the total purchase would be $ 2,400. LDH Fire Hose: Taufen requested authorization to purchase two (2) one hundred foot length sections of LDH Hose for Ladder Truck #2, replacing sections that are defective. Taufen stated that two of the current hose sections have holes and were purchased with the truck in 2001. Without replacing the hose sections, the Fire Department may not be able to get close enough to a structure to be effective and safe. Salk made a motion authorizing the purchase of two (2) sets of hundred foot LDH hose sections at at cost of $ 605.88 per section for a total cost of $ 1,211.76. The motion was seconded by Janssen and passed unanimously. Parking Lot: Taufen reported that the parking lot is starting to show wear as it was originally constructed in 1997. Preventive maintenance has occurred, but there are sections that are starting to breakup. The May 6, 2015 Page 2 of 2 Fire Board discussed options of replacing sections, patching or complete replacement. As it is only the southern portion of the parking lot that is showing distress, it was determined that it would be prudent to repair the failing section. Other – Fire Contract: Weyrens reported that the Fire Contract between the City of St. Joseph, Township of St. Joseph and St. Wendel Township expires in May 2016. Due to the changing boundaries Weyrens questioned the Board how they would like to proceed with the discussions for renewal. The Board agreed to start the discussion and suggested that Weyrens send a copy of the contract to each member for future discussions. Membership: Taufen reported that the City has received six applications have been received for the two open fire fighter positions, with one candidate dropping prior to the interview. The candidate withdrew as after realizing the required commitment he did not feel he would have adequate time to devote to the Fire Department. The Fire Departments investigating committee has completed the interview and agility Salk testing and has recommended the Fire Board authorize the hiring of Justin Hunt and Dan Voight. made a motion to recommend the City Council hire Justin Hunt and Dan Voight as recommended by the Fire Investigating Committee as pay per response Fire Fighters effective July 1, 2015.
