A medium priority indicates implementation would occur between 2014- 2019 if funds are available. Millstream Park will need a Master Park Plan. Public Works and the City Engineer budgeted funds over a 5-year period to build a retaining wall,pond dredging, storm sewer repairs and paving the driveway and parking area in Millstream Park. The detail of this budgeted item can be found in the General City CIP budget. The City Council approved using$7,500 from the half cent sales tax funds to complete architect drawings to replace the park shelter. The study will be done in 2015, construction planned for 2016. The St. Joseph Lion's agreed to partner with the City to build the shelter. A park plan may be considered for Millstream Park. Movies in the Park added in 2014/2015. Local Rugby team used soccer fields in 2015. Softball leagues down to one night per week in 2015. The Park Board identified Klinefelter Park as the next park for upgrades. The 2014 budget includes $4,000 for prep work and design for a bathroom shelter at the park. Construction of the bathroom is scheduled for 2015 at an estimated cost of$150,000 using half cent sales tax funds. The Park Board agreed to use interest earnings to fund a portable toilet at Klinefelter Park until a facility can be built. The Park Board determined half cent sales tax could not be used on the bathrooms in Klinefelter Park. The park is not considered regional. The Park Board is exploring adding wild flowers to the park. Public was invited for a visioning session in July 2015. Little Library donated to park in 2015. The City is included on planning for trail or trailhead extensions/modifications. The Park Board did not allocate any funding to the Wobegon Trail or Trailhead facility in the 5-year CIP. The Parks and Trails System Plan listed Wobegon Trail connections from low to high priority; however,no funds were allocated directly to the Wobegon Trail. The City Engineer budgeted funds for paving the South Parking Lot at the Wobegon Welcome Center. More detail is available under the City Engineer's CIP. Stearns County has been working with the St. Cloud APO and State Legislators to fund the Wobegon Trail extension from St. Joseph to St. Cloud. The project was put on the APO priority list and in the State bonding bill. The City used 1/2 cent sales tax funds to add a heater and insulation to the building in 2013. City Council approved using $200,000 half cent sales tax funding to pay for the City portion to extend the Wobegon Trail to St. Cloud. Little Library added to park in 2015. The St. Joseph Saints Baseball Team has identified future improvements that would be funded by outside sources. In 2015,the Team would like to replace the shed. The Team will work with Public Works and the Park Board on the project. The projects are not included in the Park Board CIP. The St. Joseph Lion's agreed to donate up to $8,000 to replace the warming house at the park. The old warming house will be converted to shed storage for the baseball field. The project started in 2015. The Park Board is researching available grants and quotes to make needed repairs for the park through the local, state and national historical societies. The repairs to the monument are estimated to be $30,000. The City was not awarded a grant in 2012 or 2013,but can reapply for the Legacy Grant. The Park Board will request the City's help to fund the repairs through other means if a grant is not received in 2015. The Park Board budgeted$25,000 in 2013 and$10,000 in 2014 to implement the improvements to the park according to the park plan. Cloverdale improvements include landscaping, gazebo and quiet meditation areas. City staff is assisting with the improvements to save money. The St. Joseph Lion's donated$8,250 to cover the gazebo costs. Other organizations and businesses donated money or in-kind labor to develop the park. Little Library donated to park in 2015. Each segment of potential future trails was given a low, medium or high priority. A high priority is identified as a trail segment that would be constructed between 2009 and 2013 if funding exists. The potential trail segments listed as high priority in the Parks and Trails System. Phase II/III CR2 trail extension is in the preliminary planning stages. In 2013 the St. Cloud APO moved $130,000 unused legacy funding from a St. Cloud project to the phase II construction with a match from St. Joseph's half cent sales tax fund. Construction is expected in 2016-2018. CR2 phase III trail funding is being requested in the APO plan for construction in 2017/2018. City Council added a priority to look at a pedestrian crossing over CSAR 75. MN Bonding request submitted. Half cent sales tax may help fund this project. The Park Board is considering an internal trail for Northland Park with the $10,000 of trail budget. The internal trail could be completed with the Northland Drive improvements in 2016-2017. The students indicated they would like to continue to help with planting in future years. The Park Board requests setting aside $1500 per year for new trees. In 2014 and 2015, the Mayor donated several seedlings for the park. JOSEPH CAPITAL IMPROVEMENT PLAN 2016 - 2020 PROJECT TITLE: Dog Park TOTAL COST: $0.00 PROJECT NUMBER: PTR-14 PROJECT CATEGORY:Parks, Trails, and Recreation JUSTIFICATION: The St. Joseph Dog Park group approached the Park Board to dedicated parkland to build a dog park. Over 50 volunteers agreed to clear brush, assist with setting up the fencing and adding amenities. The park area should be connected to a water source. The City has old chain link fence (500') that could be used on the project. The Master Park Plan identified an area in the West Park for a dog park in the future. It is not known if/when the West Park will be developed. The Group is interested in a dog park now versus waiting.
