HomeMy WebLinkAbout[04e] Police Officer Hire Council Agenda Item 4(e) MEETING DATE: August 31, 2015 AGENDA ITEM: Police Officer Hire—Requested Action: Accept the recommendation of the Personnel Committee hiring Jason Luethmers as FT patrol officer, starting at step 3 and hire Celeste Walz and Dan Pfannenstein as PT Officers, hiring Celeste FT if the COPS Grant is awarded. SUBMITTED BY: Personnel Committee/Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The Personnel Committee is recommending hiring Jason Luethmers as a Full Time Patrol Officer,replacing Shane Vernier who resigned. PREVIOUS COUNCIL ACTION: BACKGROUND INFORMATION: The City website was used to advertise for the position and five applications were received. The Personnel Committee is recommending hiring Jason Luethmers to replace Shane Vernier and start him at step three. Jason is a 10 year experienced officer from Avon and placing him at step three would allow him to make a lateral move. All of his other benefit accumulations would be for a one year employee. The budget impact would be the same as if Shane Vernier were working for the City as he was at step three. At the same time the Personnel Committee has recommended hiring the second candidate, Celeste Walz, as a part time officer,replacing Eric Brutger who was recently hired full time. It is the policy of the City that when a part time officer is hired, that person is responsible for paying the medical and psychological testing and if they stay for one year, they are reimbursed the cost. The Personnel Committee is also recommending hiring Daniel Pfannenstein as a Part Time Officer to help fill vacancies. Pfannenstein is currently a member of the reserve department recently receiving his POST license. He will have the same requirements to pay for his physical and psychological. The part time position in St. Joseph is not one of guaranteed hours,rather as needed to cover shifts and help with large events. The City should be notified in September if are awarded funding through the COPS program and if the position is funded the Committee is recommending hiring Celeste Walz to be promoted to Full Time Officer at step one.
