HomeMy WebLinkAbout[06] HMA Presentation - Government Facility Council Agenda Item 6 MEETING DATE: September 21, 2015 AGENDA ITEM: HMA—Government Facility SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: After the decision to purchase the ISD 742 Colts Academy Property,the City Council discussed the current needs for the City Facility and appointed Rick Schultz and Renee Symanietz to be part of a facility committee to review the needs for a Government Center. Based on the recommendation of the Facility Committee the City has retained Ron Zitzow of Granite Appraisal to complete an appraisal for the purposes of listing and selling the existing City Hall. The process has been initiated with report due in approximately 60 days. BACKGROUND INFORMATION: The Facility Committee has meet three times to discuss the needs for remodeling, adding on to the existing facility or building a new facility on the Colts property. After consideration the committee indicated that it would be most cost effective to build the structure that was designed in 2013/14 and place it on the Colts site, facing College Avenue. The facility is a long term solution for space needs and creates a campus for government operations and community center. The planning process is not complete, as the site survey is still in process and until HMA knows the exact boundaries,the placement cannot be finalized. Based on the preferred orientation of the building, there are some building modifications that will be needed, ie: sally port,garage, minor interior. HMA will bring the exhibits to the meeting illustrating the placement of the building on the property. If decision of the Council to move forward with the building,the best time to bid the project is January/February and the Council would need to motion to move forward with the project. If the Council moves forward with the project then the additional modifications will be completed so that the bid documents can be prepared and the City can take advantage of the prime bidding season. If the project is bid in early Jan/Feb construction would commence in Spring. Based on discussions at the last meeting, the intent of this meeting is address programmatic changes to the current building design, including: City Hall: a. Consider eliminating the shared break room (between City and PD), and have staff utilize the current kitchen and adjoining meeting rooms for lunch, etc. Police: a. Provide one additional vehicle sallyport stall. The extra stall could be used for evidence storage of vehicles or other larger equipment. The sallyport does not need to be a drive-thru configuration. b. Provide three more garage stalls for vehicles. One stall can become temporary parking (eventually full time parking)for an ambulance. C. For long-term planning, a total of 10 stalls should be considered. Common: a. The Community Room can be relabeled as Multi-Purpose. b. In addition to the storage room for multi-purpose room, an additional 100sf storage room should be provided for storage of seasonal items. 2. A purchase agreement has been made to the school district for the current Colts Academy building, with contingencies for hazardous material abatement. Acceptance of the PA is pending. 3. Reviewed four options for fitting/reconfiguring the current Government Center design on the Colts property. Each option includes space for 6 police parking stalls, 2 vehicle sallyport stalls, and a connecting pedestrian link to Colts. Where possible, each option indicates limited public parking adjacent to the Government Center, while the balance of required parking will need to be provided to the East and SE of Colts. 4. After review and discussion of each option, it was concluded Option 4 would be the preferred layout with the following modifications: a. Expand the PD garage to six stalls. Consider shifting the sallyport to the end of the garages. b. Delete the drive-thru sallyport. C. Develop entrance element off the west side of the gym to accommodate 700 W. St.Germain Street pedestrian traffic from the north and south/southeast (where the majority of off- Suite 200 street parking will be located). St.Cloud, MN 56301-3507 5. The City's preference is to re-use the original Government Center design (at current T 320.251.9155 City Hall location)on the Colt's site and limit A-E fees to $20K. One of the challenges in determining "fit"of the current building design on the Colt's site is the actual location of property lines and setbacks. Until a survey can be completed, the actual property line locations and their bearings are assumed. 7. The next meeting is scheduled for September 9 at 7:30AM for review by the committee prior to the next Council meeting on Monday, September 21. Noted negotiations for the purchase of Colts Academy is progressing. 2. A site and topographic survey will be completed on the Colts site, with anticipated completion of late September 2015. 3. A group of select City staff met several weeks ago to determine preferred adjustments to the current design. For each area, these adjustments include a. City Hall: i. Eliminate the shared break room (between City and PD), and have staff utilize the current kitchen and adjoining meeting rooms for lunch, etc. b. Police: i. Provide one additional vehicle sallyport stall. The sallyport does not need to be a drive-thru configuration. Up to 10 garage stalls may be needed in 10 to 20 years. ii. Provide two additional garage stalls for vehicles. C. Common: i. A 100sf storage room should be provided for storage of seasonal items. 4. The City intends to continue to lease space to Colts Academy, so parent/student/staff circulation will need to be considered. 5. Reviewed two options for fitting/reconfiguring the current Government Center design on the Colts property. Each option includes space for 6 police garage stalls, 2 vehicle sallyport stalls, and a connecting pedestrian link to Colts. Both options orient the Chambers and Multi-purpose to north, and PD garages to south. The sallyport shifts around to the side of the building, and the garage expands in line with minor adjustment to the adjacent mechanical room. A small public parking lot is provided on the west, off College Avenue. New shared primary entrance to the Government Center and Community Center is provided between the two buildings, allowing for north and south access, and new pedestrian walkways connecting the primary entrance to each building. The current west entrance and SW loading entrance to Colts will be minimized. The current Colts entrance, in the NW side of the building will remain. Option 1: a. Provides current Government Center design and space relationship (Chambers to northeast, PD to southeast, PD garage to south, City to west, and Multi-purpose to northwest. 700 W. St.Germain Street b. With PD garage to east, there is limited space to expand unless the building is shifted further west. 6. The location of the stand-by generator and transformer will need to be coordinated with future potential building expansion and parking lot configuration. 7. With limited parking available at the "front" of the building, additional parking will need to be provided to the east of Colts. Assuming the current design is 20,OOOsf in floor area, 80 parking stalls will be required, with 25 at the "front" and the balance to the east/southeast of Colts. With the assumptions all buildings/spaced could be occupied concurrently, additional parking will be required for the Community Center component. 8. Discussed preference for facing the garages to north, and offices/Chambers to the south to take advantage of solar orientation and views. This orientation would also allow for developing a single, south facing, primary shared entrance be developed. This option will push all PD traffic to Baker. While there will be conflicts with the current Colts drop-off along Baker and 1st Avenue, once the Community Center is developed, the conflict will disappear. 9. With re-orientation of the building, and if site constraints will allow, discussed potential of skewing the building to Callaway so it parallels the angle of the existing gym. 10. Steve P noted costs included in the original project, such as topography challenges, exterior finishes extending below the finish floor, and accessibility will be reduced or eliminated with this site. 11. Steve P noted the cost of this project, assuming an inflationary factor is applied to the bids received on the original government center, should fit within the original project's costs. 12. If budget allows, the shared primary entrance could be included as a part of this project. 13. HMA to work on refining the reoriented building for review at the next meeting. 14. The next meeting is scheduled for September 16 at 7:30AM for review by the committee prior to the next Council meeting on Monday, September 21.
