St. Joseph City Hall
Members Present: John Anderson(Chairman), Marguerite Fogarty(Secretary), Andrew Deuhs,
Sharon Rennie, Troy Goracke, Matt Killam(Councilor Liaison), Terry Thene (Staff Liaison)
Call to Order: 6:00 p.m.
Approval of Minutes: Approved
Approval of Agenda: Approved with addition of Millstream Master Planning added to New
Business
Liaison Reports:
Matt Killam:
"Bad Habit"has received liquor license. It will be opening soon. City Council is working on 2016
budget. Appraisal on City Hall will take place.
Terry Thene:
The Parks have been busy!
Old Business:
A. Public Input for Parks
B. Millstream Shelter Update:
$250,000-$350,000 is the rough estimate for the building, not including the septic system.
C. Doe Park Public Meeting Prep:
The City Council asked the Board to re-visit all park sites and name why we excluded
any.
Terry suggested we list sites at the meeting and rate them. Matt added that we could
create a metric and rate each. Ideas include:
1. Currently being used for a Park.
2. Accessibility; location, availability of restrooms,parking, handicap/pedestrian
accessibility
3. Safety
4. Size
5. Potential conflict with neighbors
6. Potential for expansion
Board Members should visit suggested sites and rate them 1-5. (1=worst, 5=best)
Judy will send out a mailing inviting residents.
D. Foot Golf
Matt has secured 5 donations: MN Credit Union, Lions, J.C.'s, Brenny Trucking, Scherer
Trucking. He is looking for 1 more.
Piping has been obtained. Still need flags and holes.
John made a motion to proceed with installation of Foot Golf facility. Andrew seconded.
The motion passed unanimously.
E. Eagle Scout Proiect
John accompanied Ben Luder along the trail and suggested some locations for signage:
Trailhead, Co. Rd. 3, etc. The signs could point toward the city with brief statements
including, "Good Eats!", "Hot Coffee", etc.
F. Other Old Business:
Troy recommended that we keep the Klinefelter Bathrooms in the budget. This will be
added to budget recommendations in New Business.
New Business:
A. 2016 Budget:
1. $350,000 included in budget for 2016 for Millstream Shelter(with understanding
that the money should come from �/z cent sales tax money)
John suggested we include a provision in the plan for potential construction of a band
shell.
2. Klinefelter bathroom S moved to 2017
3. Legacy Grant for Monument Park-pending.
4. Potential trail around Northland-2018
5. 2017 Community Center staffing-$40,000
6. Millstream Master Planning; the Board needs to figure out the cost of master
planning.
B. Klinefelter Prairie Restoration:
Marguerite made a motion to begin Prairie Restoration this fall. Andrew seconded.
Andrew made a motion to obtain a price from SHE for Master Planning of
Millstream. Sharon seconded.
