PREVIOUS COUNCIL ACTION: City Council requested staff to look for options for pedestrian
crossing along CSAH 75.
BACKGROUND INFORMATION: Staff reviewed funding options for planning a pedestrian
friendly crossing along CSAH 75. Staff is submitting requests under the State Bonding Bill and also has
the option to request 80%funding through APOs Transportation planning funds. The study is estimated
to be$40,000 in 2016;$32,000 by APO;$8,000 City match. The APO will review applications on Oct.gtn
They are requesting a formal resolution from the City to accept the 20%cost of the study. Included is a
summary from Randy Sabart that he submitted to the APO for background on the project.

Certifying Local Match for St. Cloud APO Federal Transportation Planning Study Funds
St.Joseph CSAH 75 Pedestrian Crossing Study
WHEREAS,the St. Cloud Area Planning Organization is considering approval of various regionally
significant transportation planning studies within the St. Cloud Metropolitan Area utilizing APO federal
transportation planning funds; and
WHEREAS,the Gity of St.Joseph is applying for$32,000,which is an 80%share of total estimated costs
for the St.Joseph CSAH 75 Pedestrian Crossing; and
WHEREAS,the City of St.Joseph understands that a minimum 20% local match of$8,000 of the total
estimated study cost is required for this proposed study; and
WHEREAS,the City of St.Joseph understands that it is exclusively responsible for any study cost
overruns in addition to this 20%local match,as may be necessary to satisfactorily complete the agreed
upon study scope of work;and
WHEREAS,the City of St.Joseph understands that any study costs incurred outside of the identified APO
federally designated planning area are ineligible for federal funding through this APO grant and will
therefore, be exclusively the responsibility of the City of St.Joseph; and
NOW,THEREFORE,BE IT RESOLVED THAT THE CITY OF ST.IOSEPH,DOES HEREBY assume full financial
responsibility for the proposed study,as outlined above,including all APO Board study procurement
and invoicing procedures outlined in APO application materials provided.

CPG Special Studies: City of St.Joseph CSAH 75 Pedestrian Crossing Study
Obiective and Product:
The purpose of this study is to document existing conditions and to evaluate the feasibility of alternatives to
improve safe pedestrian crossing of CSAH 75 between 2"d Ave NW and 20th Ave SE in St.Joseph.A report will
be prepared documenting findings and recommendations for further study.
Relationship to MAP-21:
The study primarily addresses the planning emphasis areas of Safety and "Ladders of Opportunity" (to
identify transportation connectivity gaps in accessing essential services. Essential services include
employment, health care,schools/education,and recreation.)
Back�round and Potential Maior Work Activities:
CSAH 75 is a Principal Arterial roadway corridor which essentially bisects the City of St.Joseph into a northern
and southern half.As the community and the volume of traffic on CSAH 75 has grown over the years,the
highway has increasingly become a physical barrier for safe pedestrian crossing, particularly to its
recreational opportunities(Wobegon Trail, Millstream Park, Northland Park)and institutions(College of St.
Benedict, Kennedy Elementary, City Hall).While four of the eight streets intersecting CSAH 75 are signalized,
only two intersections have pedestrian facilities on both sides of CSAH 75.
Potential Study Scope:
1. Compile base map/document existing conditions: Existing conditions to be noted include the
presence of existing pedestrian facilities, roadways and traffic signals,traffic volumes, land use and
trip generators, natural resource constraints, utilities, rights of way.
2. Collect pedestrian data and review pedestrian travel patterns.
3. Solicit public input through open house style meeting.
4. Develop conceptual alternatives for pedestrian crossing improvements based on traffic engineering
analysis. Conceptual alternatives, at a minimum,should include an evaluation of a pedestrian-bicycle
bridge and underpass/box culvert.
5. Identify right of way issues:Compile roadway right-of-way and abutting property ownership
information including any easements or restrictions in the vicinity of the crossing improvements
6. Identify utility conflicts: Identify and review public and private underground and overhead utilities
and ownership. Include a preliminary assessment of whether relocation will be required.
7. Develop preliminary opinions of cost: Develop preliminary cost estimates for further planning(if
needed), design/construction professional services,and construction.Opinions of cost should
identify preliminary bid item quantities.
