A new Police Officer has been hired.
A new layout for the Government Center is being studied.

Park season is winding down. Oct. 1 will be the date for the closing of the campground..
Old Business•
A. Tabulation of Metrics
The rating for the sites for a dog park,using the metrics,resulted in the following ra.nkings:

B. Foot Golf
More donations have been made for the development of the Foot Golf course. More
businesses include: C&L and McDonalds. Scheels has been approached as well.
Flags will be purchased with the cement work completed next.
C. Klinefelter Natural Flora Preservation
Steve Heymans will spray the area and then complete the burn this fall.
D. Other Old Business
Ter�y is waiting to hear$ figure from SEH for the Master Plan for Millstream

I. Introductions of Park Board Members
11. John Anderson explained reason for the meeting, including that there wilt be no
decision made tonight- it will be discussed again at our October meeting
111. John reads letters received:
a. Paula Eich (2061St Street)—letter received Sept. 9(not in favor)
b. Jolene D.—letter received Sept 23 (not in favor)
c. Mark Iverson—letter received Sept 25 (not in favor)
d. Mike McDona(d—letter received Sept 24(in favor, inc(uded screen-shot)
IV. Open Forum:
a. Elizabeth Holmquist(410 Minnesota Street} lives on Minnesota Street in an
apartment.She has no place to exercise dog, and cannot afford to drive to St.
Cloud.She is happy to know a dog park is being considered.She feels city
property should be availabie to more peopie.
b. Kelli Halek(10110th Ave SE) says that "St.Joe is a family community" and thinks
a dog park would be a great place for dog owners to get together and act like a
community.
c. Roxane Habiger(600 Z"d Ave. NE)agrees that a dog park is needed.She asked if
anyone has walked along the Wobegon Traii area being considered.She is
worried about losing trees, as we need that sound barrier.She wants a dog park,
but not at the location being considered.
d. leremy Strait(300 Fir Street) is a resident of the area being proposed. He stated
that other dog parks are located in flat areas or noisy areas.This iocation is close
Lo homes. He concerned about dog figh#s. He is not against the idea of a dog
park, but not in that area or near homes. He stated that some dog parks
decrease the value of homes in the area.
e. Spencer Sawyer(440 Pond View Ln) had a question about funding and
wondered about the costs of materials. He is in favor on one condition-if this

happens-dogs shauld not be ailowed in other parks. He lives near Kiinefelter,
and people do not clean up after their dogs.
f. Brian L. (512 Elena Lane)would like a place to take his dog off a leash. He thinks
a dog park wouid be a great addition. If we are looking for money f�om private
funds-we should not let that deter the decision.
g. Isaac Fromm (29437 Kaie Ct.) is a Boy Scout working towards becoming an Eagle
Scout. He said he could be a volunteer and work for this project, including
getting donations, and help with labor.
h. Joyce Ablen (52015t Ave. NE) said that parking would 6e limited. Cauld Wobegon
parking be utilized, as avaitable street parking is very limited?She is concerned
that a Iot of work wouid have to be done in leveling the ground.
i. Becky Staneart(312"d Ave SE}owns a dog. She walks her dog twice a day.She
uses the St. Cloud dog parks and would appreciate a park here in St.Joe- a safe
place for dogs to roam.
j. Mary Streit(300 Fir Streetj lives near the proposed site, and has planted flowers
and wild gardens on this property. She has been working hard to increase
nature, and is upset that nothing had been told to residents beyond letters
received from the city. She is worried about barking, and people who just drop
off their pets.
k. Mary Beth Munden (317 12th Ave. SE)spoke to the Park Board in June.She
agrees that information has not been out there, because a decision hasn't been
made. She obtained tentative pricing information on a fence to surround the dog
park. She agrees that the ground is rough, and work would have to be done to
make it safe and level. She said that dogs love trees and hills, and she has
vofunteers who have offered donatians-she feels this could be a great space.
I. Paula Eich(2061St Street) appreciates our reading her letter. She has questions
about"Board assignment" and where we were to study other possible locations.
If a dog park had been there when she bought her home-she wouldn't have
purchased it.

m. Pat Ditterson (120 Iverson Street W) has been a 2 year resident of St.1oe.When
they were looking for a home,they wanted a town with a dog park. Has never
seen a dog unattended, and has had many experiences in dog parks in other
communities.
n. Amy Streit (300 Fir Street NE) lives near the area where the possible location is.
She asked about other areas that are not in residential areas.
V. John closed the meeting for public input, and spoke of the process that the Park
Board is using: (High numbers indicate most favorable for this location)

V!. John encouraged people to Google "dog parks"to find information. Most are about
1 acre.Terry expiained the map displayed-showing contours of the property. He
recommends if this site is chosen-that the fence wouid be lower on the property,
and homeowners shou(d not see the dogs.The fence has to go behind the storm
drain.That site is first and foremost a drain easement.
