Council hired Carl Brown Consulting to conduct a comprehensive rate analysis for water and sewer. BACKGROUND INFORMATION: A public hearing is required under State Statutes prior to changing the fee schedule. Staff published a public hearing notice in the November 20, 2015 St. Joseph Newsleader. The proposed fee schedule was placed on the City website for public viewing. Fees proposed to change are highlighted in yellow. Most changes represent an increase in fees. The City Council adopted a three-year schedule for the utility rates listed Appendix C in December 2014 (for 2015, 2016 and 2017). Staff recommends reducing the 2017 increase for refuse fees based on the current rate analysis. Water and Sewer rates will be reviewed separately with Carl Brown Consulting. Items highlighted in gold are recommendations from Carl Brown. Development fees under the regular fee schedule for water access and water meters are proposed to change. The water access (WAC) fee is scheduled to increase $100/year until the fee reaches $5,000 per unit. Council approved this scale when the second water treatment facility was constructed. The water meter fees are based on cost quotes we receive from the supplier. Part of the public hearing is to review the liquor license fees. Per State Statute a separate hearing notice was published and license holders were notified of the proposed license fee changes and hearing date. State Statute limits the liquor license fees based on class of city. The proposed fees are at or below the established maximum for St. Joseph. The liquor license fees have not increased since 2002; the last review was 2011. Staff time to administer the licensing process, inspections, investigations, compliance review/checks and police patrol have significantly increased since 2002. Staff is recommending a three- year tiered increase to ease the increase to affected license holders. The three-year increase along with comparisons to the area cities are attached. Note, the City of St. Cloud is proposing increases in their fees also (not shown). St. Cloud will conduct a public hearing on Dec. 7, 2015. Some of the other fee changes include a conduit debt fee,park and fire hall rental fees, rental license fees and building permit fees. The conduit debt fee is a new fee. Staff will be presenting an ordinance soon. Conduit debt allows non-profit organizations to issue debt using the City's General Obligation backing to lower their interest rates. The City is not liable for the debt; however, the debt does count against the amount of debt the City can issue in a year. The City also must disclose the debt in the footnotes of the financial statements. Based on the obligations for the City, a fee to issue conduit debt is appropriate. Currently, the City has one conduit debt outstanding. The park and fire hall rental fees are proposed to increase to cover staff time and equipment to administer registration and follow up inspections. The fire hall spent 513,510 on tables and chairs for the community room in 2015. The increased fee helps to maintain the current equipment and replace equipment when needed. The fee also assists in paying for upgrades proposed in the parks. To date for 2015, the city rented the fire hall 40 days and parks 63 days (park rentals only available May 1 —Sept 30). The rental permit fees are proposed to increase. The rental permit fees were last increased in 2013 by $10. The previous fee of$75 per unit was in effect since 2008. The rental permitting process is very time consuming from administration to inspections. Several sites require follow up inspections to correct deficiencies. The proposed increase merely covers staff time and overhead costs to comply with the rental ordinance. Below is a quick summary of the comparison to area cities. Each city administers their fees a little differently. These are the base fees to represent a comparison. The cities of St. Cloud and Sauk Rapids are currently reviewing their rental permit fees also. Finally, the building permit fees for particular projects are proposed to increase to cover the time it takes to complete inspections for the items. There are administrative and overhead costs also associated with the fees. As an example, a single family residential dwelling re-shingling permit requires two inspections. There is time to review plans,process permit, scheduling inspections and conducting inspections. The proposed fee just covers these costs. The fees are comparable to area cities and cities around the State and are in compliance with the Minnesota building code and Statutes.
