BOARD/COMMISSION/COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: The Council reviewed the feasibility study for Field Street which
include two different street sections, one a parkway and the second a traditional roadway.
BACKGROUND INFORMATION: The proposed new collector involves the 429 process and the
first step in the process is a public improvement hearing where the affected property owners are notified
of the proposed improvement and preliminary costs are shared. The focus of the meeting is the road and
not the assessments, but they do go hand in hand. Staff would propose to add to the hearing process those
residents whose property will abut the new road, but not be assessed. Staff is proposing to conduct the
public hearing on January 4 at 6:30 PM. Typically we do not have much business in January so we
propose to add to your regular scheduled meeting. If the Council wishes to move forward, the resolution
has been included for approval.
The second process that should be initiated is authorizing the appraisal process for the needed right of
way. More information will be presented at the meeting. SEH has right of way specialists that would
work with the City Attorney to complete the task.
Finally, the financial impact will be presented to the Council at the meeting. Due to the short turnaround
time it is not ready at the time of preparing the packet.

REQUESTED COUNCIL ACTION: If the Council is ready to move forward with the project,
authorize the Mayor and Administrator to execute resolution 2015-036 Ordering the Public Improvement
Hearing for the proposed construction of Field Street.

RESOLUTION 2015-036
RECEIVING REPORT AND CALLING HEARING ON IMPROVEMENT
2016 Field Street Improvements
WHEREAS,pursuant to approval by the City Council on July 20, 2015, the Council ordered
the preparation of a feasibility report for the proposed collector street entitled Field Street. The
report has been prepared by the City Engineer Randy Sabart of SEH. The project applies to the
area between College Avenue South and 7t'Avenue South: and,
WHEREAS, the report was received by the City Council on December 3, 2015; and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH,
MINNESOTA:
1. The Council will consider the improvement of such street in accordance with the report
and the assessment of abutting property for all or a portion of the cost of the
improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of
the improvement of$2,999,440.
2. A public hearing shall be held on such proposed improvement on the 4th day of
January, 2016, at the St. Joseph City Hall at 6:30 p.m. and the clerk shall give mailed
and published notice of such hearing and improvement as required by law.
