HomeMy WebLinkAbout[04] December 14 Minutes December 14, 2015 Page 1 of 1 Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular session on Monday, December 14, 2015 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of Allegiance. Members Present: Chair Rick Schultz, Commissioners, Gina Dullinger, Steve Olson, Matt Johnson, Daryl Schaefer, Chad Hausmann, City Administrator Judy Weyrens Others Present: Kevin Johnson. Approval of the Agenda: Hausmann made a motion to approve the agenda. The motion was seconded by Johnson and passed unanimously by those present. Approval of the Minutes: Schaefer made a motion to approve the minutes of October 10, 2015. The motion was seconded by Hausmann and passed unanimously by those present. Kevin Johnson, Discussion of Land Use 213—20th Ave SE: Weyren stated staff had been approached by Kevin Johnson about the possibility of construction Multiple Family units at the former Del Win Site. The property is currently zoned B2, Highway Business which does not allow for rentals. Weyrens added the Comprehensive Plan shows the property Ruided half for R2 multiple family and half B2 Highway Business. The property is bordered by 20 Avenue which is going to be a Collector Street based on the transportation plan. In order to go forward, the Comprehensive Plan would need to be amended and the property would need to be rezoned. Kevin Johnson, approached the Council as the landowner since 2001. Johnson resides in Sauk Rapids, but has had business in St. Joseph for over 20 years. Johnson stated he has looked at other options including building an assisted living building, but it did not work out. Johnson added it would be a good way to add additional housing to St. Joseph. The schematic presented would account for about 80 residences. Johnson noted those numbers could change. Johnson stated he has tried selling the property for quite some time and has lowered the price as much as he could. Weyrens added that the use would be consistent with neighboring areas. Weyrens stated the process would include two public hearings. A meeting with the property owners will be held early next week with publication of the first hearing shortly thereafter. Hausmann made a motion to initiate the rezoning amendment for the property located at 213—20th Ave SE. The motion was seconded by Dullinger and passed unanimously. Council Liaison Report: Schultz reported that Friday, December 18th, the facility committee will be meeting to finalize drawings presented by Murry Mack. It is anticipated the bidding process will occur in January or February. There will be another open house in Spring to look at Colt's Academy. Schultz added there was an offer made on the current City Hall and an appraisal was completed. The Field Street construction will take place in 2016. Using the MSA funding, the road will go from CR 121 to 7th Ave SE. Schultz stated there will be a lot of construction through 2016 that will hopefully accelerate growth Adjourn: Olson made a motion to adjourn the meeting at 6:28; seconded by Hausmann and passed unanimously.
