The Board amended their documents to include the revised area, and the area was left zoned Ag 40. BACKGROUND INFORMATION: When preparing the meeting material for the Ross Huls matter is was discovered that the rezoning of the missed area north of CR 75 was not completed. Since the City and Township already had the MOU in place it was up to the Joint Planning Board to conduct the necessary hearings to rezone the property. I discussed the matter with Jennifer Buckentine and she agreed that it was not completed and encouraged the Joint Planning Board to conduct the necessary hearing. The following pages are the action that was taken by the County along with the exhibits. Melrose, MN according to Sections 4.4, 4.8, 4.14, 6.7, & 9.3 of Stearns County Zoning Ordinance #439. The request is to: 1) Replace a 496' x 76' total confinement turkey barn with a 100' x 80' total confinement swine barn with a 100' x 80' x 8' deep concrete tank; 2) Increase animal units from 540 AU Turkeys and 105 AU of Beef Cattle for a total of 645 AU; to 368 AU of Turkeys, 105 AU Beef Cattle and 300 AU of Swine for a total of 738 animal units. The property is located in NE4 of Section 26, T126N, R33W, Melrose Township. 2. To consider a conditional use permit application submitted by Mackereth Properties LLC, Kimball MN according to Sections 4.8 and 9.10.5R of Stearns County Land Use and Zoning Ordinance #439 to construct a shop and office space for an excavating company in the Commercial zoning district. The property under consideration is in part of the SW1 /4 of the SE1 /4 Section 26, Tying easterly of Highway 15 and northerly of 150 Street, Maine Prairie Township (122/29). 3. To consider a rezoning request submitted by Brockway Township in accordance with Section 4.10 of Stearns County Land Use and Zoning Ordinance #439. Brockway Township has requested the following rezonings: - To rezone approximately 20.81 acres owned by Polar Tank Trailer and Polar Corporation from the Rural Townsite zoning district to the Industrial zoning district. The property under consideration is part of the N1/2 of the NE1 /4 Section 7 and part of the SE1 /4 of the SE1 /4 Section 6 lying northerly and southerly of County Road 17, Brockway Township (126/29). - To rezone approximately 11.86 acres owned by Viking Waterbeds from the Agricultural 40 (A -40) zoning district to the Industrial zoning district. The property under consideration is part of the SW1 /4 SE1 /4 Section 35, lying westerly of County Road 2, Brockway Township (126/29). -To rezone approximately 25 acres owned by Ronald and Laverne Justin from the Transitional 20 (T -20) zoning district to the Residential 5 (R -5) zoning district. The property under consideration is part of the NW1 /4 of the NW1 /4 Section 12, lying southerly of County Road 17, Brockway Township (126/29). -To rezone approximately 112.12 acres owned by Donald Diehl from the Transitional 20 (T -20) zoning district to the Residential 5 (R -5) zoning district. The proposed amendment would modify the Orderly Annexation Area boundary to match the Orderly Annexation Agreement (OAA) between the City of St. Joseph and St. Joseph Township and designate the land within the OAA boundary as Urban Expansion. 5. Recap of tonight's meeting • Agenda Item # REQUEST FOR AMENDMENT TO 4 FUTURE LAND USE MAP File No: 11 - 07 Description of proposal To consider an amendment to Ordinance #393, Stearns County 2030 Comprehensive Plan. The request is to amend the Future Land Use Plan Map, Figures 3.4 and 3.5, as they relate to St. Joseph Township. The proposed amendment would modify the Orderly Annexation Area boundary to match the Orderly Annexation Agreement (OAA) between the City of St. Joseph and St. Joseph Township and designate the land within the OAA boundary as Urban Expansion. Background This area was shown as Urban Expansion upon the adoption of the Comprehensive Plan in 2008. The area was mistakenly amended later that year. This map change will correct the OAA boundary and make all land within the OAA boundary Urban Expansion. Staff Recommendation Recommend approval of the amendment to the Comprehensive Plan Future Land Use Map, Figures 3.4 and 3.5, as they relate to St. Joseph Township.
