Members Present: John Anderson(Chairman), Marguerite Fogarty(Secretary), Andrew Deuhs,
Sharon Rennie, Troy Goracke, Matt Killam(Councilor Liaison), Terry Thene (Staff Liaison),

Call to Order: 6:00 p.m.

Matt Killam:
The Quick Trip Plot has been approved for Old El Paso location with the new business set to
begin sometime this spring.
The Dog Park site recommendation was voted down 2-3. Matt recommended when we choose
another site, costs and specs be included.
Terry Thene:
CSB is building athletic fields possibly this spring. Terry is going to talk to them about
connecting their trails with ours.
Terry suggested that the existing ballfield behind old Kennedy school be refurbished to
accommodate youth baseball. This could be done with minimal cost.
There is nothing new from the architect of the Millstream Shelter.
Little Libraries have been taken down for the winter.
Lions have donated $8,000 for the Warming House.
Regarding Foot Golf. Holes have been cut. Fund raising is complete. Matt may have a resource
for flags. This "family friendly" course will be ready for use in the spring.
Discussion of Master Planning Millstream Park:
a. Campground
John provided an incident report from the years 2014 and 2015. Before any decision is
made, John will invite the Police Chief to join our meeting to discuss issues there.
b. Sand Volleyball
Discussion was held regarding the need to have two fields for softball. Based on current
usage, it seems one field would be sufficient. Jodi made a motion to keep the lease with
the Rec. Association for one year for one field(to be reviewed at the end of the season)
and to eliminate the West Field for softball and convert this to a sand volleyball field.
Troy seconded the motion. Terry suggested we invite several members from the Rec.
Assoc. to our Jan. meeting to discuss this. Andrew made a motion to table this until our
Jan. meeting. Troy seconded.
c. Aquatic Feature
John made a motion that we include the Water Feature in the Master Plan for Millstream
Park. Marguerite seconded. The Motion carried unanimously.
d. Trails
No new discussion.
e. Shelter
Based on ideas of the Water Feature and athletic fields, the shelter would likely be
located where the campground currently exists.

j. Other Amenities
Matt said that the Rugby Association has approached him about using Millstream for
Rugby. They would like this to be considered in the Master Plan. John said
consideration for space for this purpose should be examined.
Other items on the agenda were tabled for further discussion. John will put together a
list for us to think about before the January Meeting.
