HomeMy WebLinkAbout[04] Minutes, January 11 January 11, 2016 Page 1 of 2 Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular session on Monday, January 11, 2016 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of Allegiance. Members Present: Chair Rick Schultz, Commissioners, Gina Dullinger, Steve Olson, Matt Johnson, Daryl Schaefer, Chad Hausmann, City Administrator Judy Weyrens Others Present: Kevin Johnson, Corey Gerads Approval of the Agenda: Olson made a motion to approve the agenda. The motion was seconded by Dullinger and passed unanimously by those present. Approval of the Minutes: Dullinger made a motion to approve the minutes of December 14, 2015. The motion was seconded by Schaefer and passed unanimously by those present. Public Hearing, Kevin Johnson, Rezoning/Comprehensive Plan Amendment: Schultz opened the public hearing to which Weyrens stated the purpose of the hearing is to consider an amendment to the St. Joseph Comprehensive Plan, Planning District 12. The amendment would change the map guiding the property at 213—20th Ave SE from the current R2/132 to Multiple Family, R3. The hearing will also consider amending the property from the current B2 to R3 to allow a mixed residential development. The request has been submitted by Kevin Johnson, K.J. Development. Kevin Johnson, K.J. Development: Johnson approached the board as the owner of the property. Johnson stated a neighborhood meeting was held on December 22 to gain resident feedback as well as show residents what the proposed development would include. Johnson stated that he has tried to sell and market the property for commercial use, but has been unsuccessful. Therefore, the next best use is multiple family. Since the property will be adjacent to a collector, it would not be conducive for single family homes. It is typical to tier high density resident back to low density when a property abuts a major corridor. As no one else present wished to speak, Schultz closed the public hearing. Weyrens stated that one of the main concerns raised at the neighborhood meeting was the type of housing that is proposed. While they were not opposed to market rate, they were concerned if it would be subsided housing. Weyrens added before a structure can be constructed, the property owner must first secure a special use permit (SUP) as the Ordinance requires a SUP for structures with 12 or more units. The SUP will afford the Planning Commission the opportunity to address the concerns of the residents regarding, lighting, traffic and general impact. With regard to the need for the Comprehensive Plan Amendment, the current Comprehensive Plan clarifies current and future land uses in Chapter 4, Planning District 12. The verbiage in Planning District 12 indicates a mixed use; however, the map illustrating the uses guides the northern half of the lot for commercial and the southern have for high level residential. The amendment would illustrate the entire area as high density residential. Olson questioned how many units will be in the first phase. Johnson stated preliminary plans indicate 56 units could be constructed on the north half of the property. The south half of the property, phase two, has yet to be decided. Johnson reminded the board that 20th street would be the main access point for the development. Olson made a motion recommending the City Council approve the findings of fact to rezone the property located at 213—20th Ave SE from B2 to R3 and to amend the Comprehensive Plan Land Use Map, Planning District 12 based on the following. The motion was seconded by Schaefer and passed unanimously. January 11, 2016 Page 2 of 2 1. The subject property is located adjacent to a collector and the proposed development would provide a transition of housing from R3, Multiple Family back to residential. 2. The proposed rezoning request would be consistent with the surrounding properties as it includes a PUD with mixed density. Council Liaison Report: Schultz reported the Council approved the bidding process for the new Government Center. It will be funded through capital improvement bonds with bids being advertised in mid-February. Schultz is hopeful that local bidders will bid the project this time around as well. The Council also approved moving forward with the construction of Field Street. Other construction taking place in 2016 include the Kwik Trip store on the old EI Paso site, and Bayou Blues as letters of intent have been signed from future tenants of the building. CSB is also going to be building their athletic fields. Schultz stated that alternate traffic routes will need to be taken into account during construction. Adjourn: As all agenda items were completed, Schultz adjourned the meeting at 6:17 PM. Judy Weyrens Administrator
