JOSEPH ECONOMIC DEVELOPMENT AUTHORITY Meeting Minutes - Wednesday, February 18, 2004 Present: EDA Board Members Mike Deutz, Larry Hosch, and Ross Rieke. Absent: EDA Board Members Bruce Gohman and Tom Skahen. Also present: Cynthia Smith-Strack of Municipal Development Group. Chairperson Rieke called the regular meeting of the St. Joseph EDA to order at 3:05 p.m. Agenda. Moved by Deutz seconded by Hosch to approve the agenda as presented. Motion carried 3-0. Minutes. The minutes from the January 21,2004 Regular EDA meeting were discussed. Moved by Hosch seconded by Deutz to approve the minutes from the regular EDA meeting held January 21,2004. Motion carried 3-0. EDA Accounts Payable. Strack provided an overview of accounts payable. Motion by Deutz, second by Hosch to approve EDA accounts payable in the amount of $2,061.01. Motion carried 3-0. . Financial Report The EDA financial report was briefly reviewed. Moved by Hosch seconded by Deutz to approve the financial report. Motion carried 3-0. Future Industrial Park. Strack provided an overview of the contact that has been on-going with representatives of the Feld property adjacent to current developed industrial lots. The property includes six parcels and approximately 320 acres. The entire area is guided for industrial use in the comprehensive plan, however several acres include large massings of old growth trees, wetlands and rolling topography more conducive to alternate land uses. Strack indicated MDG, Inc. was looking for input from the EDA Board on how they wished to approach the development of a future industrial park. Options included: development of a future park by a private individual; the pursuit of a public/private partnership to develop a portion of the property into an industrial park; or, purchase and development of a portion of the property by the EDAlCity. The EDA indicated they wished to pursue further investigation of costs/issues associated with the purchase of a portion of the property for development as an industrial park. Extenuating circumstances include: land price, cost of utility installation, future roadway corridors due to intersect the area and funding options. MDG will research cost of utility installation, placement of future roadway corridors and land price for the next meeting. Greater Minnesota Business Development Infrastructure Program Strack provided an overview of this competitive grant program to the EDA which assists cities by matching up to 50% of the cost of utility/infrastructure installation in industrial parks. Strack also noted . approximately $1 million in program funding remained and it was unclear whether or not the fund would receive an additional allocation from the legislature this year. Strack further noted the application could EDA Minutes - February 18, 2004 Page 1 3 . be submitted in conjunction with a proposed industrial development (excluding relocation from another community) and for infrastructure placement in new industrial parks expected to be vacant for over 12 months. MDG will continue to monitor the progress of proposed legislation for fund reallocation and update the EDA as warranted. Prospect List/Activity Report. A report outlining communication with various contacts was included in the EDA's packet. Director's Report. Strack noted a staff/Council retreat was held earlier in the day. Topics included examination of 2003 project and 2004 goals. A brief discussion regarding Capital Improvement Planning occurred. Board Member Reports. None. Hosch Background Discussions: Councilors The Economic Development Authority has been researching the development of an additional industrial park in St. Joseph. MDG, Inc. has been in contact with representatives of the "Feld AI Rdssier Property" for the past several months. The entire property includes six parcels and Ross Rieke approximately 320 acres. At the February 18, 2004 EDA meeting Board Members indicated Gdry Utsch they wished to pursue further investigation of costs/issues associated with the purchase of a portion of the property for development as an industrial park. Extenuating circumstances Odle Wick include: land price, cost of utility installation, future roadway corridors due to intersect the area and funding options. MDG was asked to research cost of utility installation, placement of future roadway corridors and land price for the next meeting. . MDG, Inc. representatives met with representatives of the trust on March 3, 2004 to discuss the availability of acreage for sale to the City/EDA, sales price and timeline for sale of the property. Representatives of the trust indicated an interest in selling the property to the City as well as a need to research sales pricing structure with other members of the trust. They have since indicated a verv preliminarv price of $25,000 per acre, but are currently refining the price. Improvements: MDG also met with the City Engineer to discuss utility and right-of-way installation to the westernmost parcel adjacent to CSAH 133, or the westernmost % to % of said 80-acre parcel. The City Engineer illustrated a preferred route for the extension of a northern collector through the property and the eventual need for the extension of 88th Avenue to the north. Additional information regarding utility installation costs is enclosed. The City Council on March 22nd authorized $10,000 for the completion of a feasibility study for the industrial park. This is from the general fund (not EDA fund). S.E.H has examined a project area which includes approximately 120 acres. Cost of improvements is estimated at $2.614 million, excluding site grading or approximately $22,000 per improved acre. A copy of the report is attached for your information. If requested, the project area could be further refined to include only the first phase which would include the area directly adjacent to the proposed extension of 88th Street (proposed to be renamed 20th Avenue) and exclude the wooded area to the north. If the wooded area was preserved and an east-west roadway not included it is estimated cost per acre may be within the $18,000 - $20,000 range. Financing: Representatives from the trust also indicated a desire to investigate a contract for deed versus . conventional sale. According to the City Attorney the City/EDA is able to enter into a contract for deed providing the maximum term is for five years. If the contracted amount exceeds .24177% of the City's assessed market value (in this case $237,185.46) special rules apply 2.) College Avenue North· PO Box 668 . Sdint. Joseph. MDG phoned the City Financial Consultant to determine whether or not improvement bonds could be issued for a project that includes land subject to a contract for deed and to discuss other financing options for the purchase of property. The Financial Consultant suggested discussing improvement bond/contract for deed issue with bond counsel. The City Financial Consultant also indicated that if a TIF bond was to be issued for the purchase of real estate a maximum of ten pèrcent of the property within an economic development district could be owned by the Authority issuing said TIF bonds. Transportation Access: SEH Engineering has developed four alternative road alignments for the County Road 2, County Road 3, Field Street and North extension to County Road 133. The City Council will be reviewing the layouts at their April 22, 2004 meeting and providing the City Engineer with input on their proposed alignment. Additional information regarding this subject is expected to be distributed at the EDA meeting in preparation for a joint EDAlCC meeting on April 28th. School Site Search: A St. Cloud School District 742 committee is researching various sites in the community for a new high school. One of the possible sites includes a portion of the Feld Property. The School District has expressed concerned about high voltage transmission lines in the vicinity as well as adjacent industrial uses. Public vs Private Industrial Park: Given the aforementioned information it appears the EDA would likely be unable to develop a public industrial park independently and/or without grant assistance. In addition, it appears the . provision of services (Le. water from north, sanitary sewer from south) makes phasing of the project difficult. Therefore, it would appear the most realistic approach is probably either a private development or some form of a public/private partnership. The property owners have indicated they have been contacted by a perspective developer who indicated a level of interest in developing the property provided assessments could be limited to around $15,000 per acre. In addition, on April 7, 2004 a private development group expressed an interest in working with the EDAlCity on the development of additional commercial/industrial plats. They have indicated they would be interested in researching the feasibility of purchasing land and developing an industrial park. A third individual contacted the City Administrator regarding the development of an industrial park. The City Administrator encouraged the individual to meet with staff on April 14,2004. At the time the drafting of this memo the individual had not contacted EDA staff. Interim Plan: Given the likely scope of project it would appear the actual development of salable lots at the Feld site is probably not achievable in a condensed timeframe. As of the date of this memo it is estimated only two three-acre lot remains available within Buettner Business Park. As you may be aware SKN/Borgert Properties owns approximately 11 .36 acres of industrial property south of Elm Street adjacent to 19th Avenue. MDG met with Ms. Sue Borgert on April 14,2004 to discuss the status of the property, re-subdivision and possible interest in marketing the property. . lL{ . 1.35 acre lots Several issues pertaining to the possible re-subdivision were addressed including: future extension of Elm Street and/or what in previous plats was referred to as "305th Street"; status of utilities for the three southeasterly lots; and, facilitation of the platting process. MDG will meet with the City Engineer prior to the EDA meeting to discuss the status of "305th Street" and utility extension to the southeasterly lots. An update will be provided. . Request for EDA input: The EDA has indicated the development of additional industrial lots is a top priority for 2004. Input from the EDA on how the Board wishes to proceed is requested. As noted at the February meeting, the state currently has a Business Development Infrastructure Program with funds to assist with 50% of the costs of new industrial park infrastructure. MDG will monitor pending legislation to see if this program is funded again in 2004. If the EDA would like to have a private developer work with the Prom family, MDG will put attempt to put the two groups in contact. Hosch The City Council and Economic Development Authority are both working on major projects which are anticipated to occur in 2004-2005. Ross Rieke The Enabling Resolution establishing theEDA requires the EDA to submit an annual report of Gdry Utsch activities to the City Council. In the past this has occurred with an annual written report and Odle Wick also monthly reports in the council packet, without direct communication between EDA and Council. Due to the large nature of pending projects, it is suggested a joint meeting be conducted to allow the EDA and Council to jointly discuss pending projects and 2004 Council and EDA goals. · The City Council lias conducted its annual retreat earlier this year with city staff and found the open communication and updating process to be very beneficial. This process with committees, such as the EDA, is anticipated to be mutually beneficial as well. Potential dates and times for a joint meeting have been researched. A project number has been assigned to protect the confidentiality of the businesses prospects. Project 01-E: This project involves the expansion of a service within the community. MDG has been keeping in touch with the project contact over the past two years. Interest in various sites has increased over the past two months with email and phone correspondence with the business occurring on February 11 th, 1 th, 18th and 25th and . March 3'd, 1 th, 18th, 22nd and 29th. The latest correspondence occurred on April tho Project 01-F: This company has been in contact with the EDA regarding potential sites for a commercial business since August, 2001. MDG has forwarded the contact information on a number of sites. MDG exchanged email correspondence with the company on March 10th and 29th and April th, regarding commercial sites. Project 01-J: This developer owns a commercial subdivision in St. Joseph and has constructed a commercial building. MDG has been working with the developer and has forwarded potential business leads. MDG met with developer on February 11, 2004 and had follow-up discussions on March 10th and 1 tho Project 02-E: This company is looking for approximately 1 acre of land for an industrial use for an expansion. MDG followed up with the company representative on February 25th, March 22nd and April 14, 2004. Project 02-L: This business is in the process of constructing a new industrial facility in Buettner Business Park. MDG was in contact with the owner on February 25th and March 9th and 22nd regarding tenants for the building, builidng permits, etc. Project 02-Y: This prospect contacted MDG on October 7,2002 regarding new construction in the Buettner Business Park. MDG has had numerous follow-up conversations with the company and supplied information requested on other sites. MDG followed-up on March 3'd, 29th, and April 14, 2004. . They are starting building and site plans for proposed construction in the spring of 2004. MDG followed-up with the contact on February 25th and March 10th, 22nd and April ih. Project 02-FF: This prospect contacted MDG about a year ago regarding available acreage within the Buettner Business Park. MDG followed-up most recently with the Developer on April ih. He plans to visit St. Joseph April 10-11 and tour the remaining lots in Buettner Business Park as well as the potential future industrial park area. Project 02-R: This business originally contacted the city in June, 2002. They have been researching an expansion project and industrial site to accommodate their long-range needs. MDG, Inc. corresponded with the business on February 24th and 29th and April 7, 2004. The company is considering purchasing a lot in Buettner Business Park and is researching financial assistance programs. Most recent interaction with this prospect was a brief meeting on April 14, 2004. Project 03-A: These developers are interested in a large highway commercial development in an area not yet annexed into the City. MDG has been working with them over the past several months. Additional contact with the developers occurred on February 4th, 8th, 11th 25th and March 10th, 1 ih, 20th, 22nd and 29th. MDG and city staff met with the developers on April ih to discuss the project, infrastructure to serve the area and a project timeline. The developers intend to request plat approval in 2004 with construction in 2005. Project 03-1: This contact phoned the City last spring regarding 5,000 s.f. of retail lease space. MDG has been following up routinely with the contact. Contacts occurred on January 14th (phone conversation) and via letters mailed . March 3rd and April 14th. The contact is interested in finding a franchise owner locally. Project 03-R: This prospect contacted the City in the summer of 2003 inquiring about vacant industrial acreage. MDG forwarded information and continues to remain in contact with the prospect. MDG, Inc. last followed up on March 1ihand April 14, 2004. Project 03-5: This project involves the possible expansion of the industrial acreage in the community. MDG has been working with the property owners on the project since August of 2003. MDG has been in contact with the property owners and City Engineer. Project correspondence occurred on February 18th, 19th, 23rd, 25th, march 3rd, 10th 1 ih, 22nd, 24th and 29th. Property owners are finalizing a sales price. The City Engineer is finalizing a feasibility report with the estimated cost of streets and utilities. A private development company has expressed an interest in participating in the development. Project 03-T: This prospect contacted the City in the in the fall of 2003 regarding commercial acreage in the downtown. MDG last followed up via phone on March 9th and email on April 7, 2004. Project 03-U: Inquiry forwarded to MDG on October 1, 2003 regarding a potential commercial development in St. Joseph. MDG followed up occurred on February 11th and 25th, March 1ih and April 14, 2004. Project 04-A: This industry was researching the potential relocation/expansion of their current facility. They received offers from three other communities (Milaca, Foley & Big Lake). MDG sent the company information relating to Buettner Business Park and the City of St. Joseph. Correspondence occurred on February 5th, 10th, 11 th and . 25th as well as March 3rd, 9th, 11th and 1ih. The company has decided to remain and expand in the city in which they are currently located. Project 04-8: This builder contacted the city on March 16th regarding availability of industrial lots in the city and financial programs to assist with a project. MDG corresponded with the builder on March 16th, 1J'h, 22nd and 24th. A follow-up letter was sent on April 7, 2004. Project 04-C: The Stearns Co. HRA forwarded this solicitation to the city for a potential large scale commercial development. MDG submitted information relating to the City of St. Joseph on March 22nd. MDG placed a follow-up call to the HRA on April J'h regarding the status of the project and any additional information needed at this time. Additional follow up on the potential project occurred on April 14, 2004. Other: MDG has been working with the recipient of the MIF loan and TIF to obtain required information for state reports. . .
