JOSEPH ECONOMIC DEVELOPMENT AUTHORITY Meeting Minutes - Wednesday, April 21, 2004 Present: EDA Board Chairperson Ross Rieke, Board Members Mike Deutz, Bruce Gohman and Tom Skahen. Absent: EDA Board Member Larry Hosch. Also present: Cynthia Smith-Strack of Municipal Development Group. Chairperson Rieke called the regular meeting of the St. Joseph EDA to order at 3:17 p.m. Agenda. Moved by Skahen seconded by Deutz to approve the agenda as presented. Motion carried 4-0. Minutes. The minutes from the February 18, 2004 Regular EDA meeting were discussed. Moved by Gohman seconded by Hosch to approve the minutes from the regular EDA meeting held February 18, 2004. Motion carried 4-0. EDA Accounts Payable. Strack provided an overview of accounts payable. . Motion by Gohman, second by Skahen to approve EDA accounts payable in the amount of $2,282.64. Motion carried 4-0. Financial Report Strack distributed EDA Revenue and Fund Balance reports for the months of February and March; copies of the Expenditure Report and the Check Register were distributed with the packet. The EDA financial report was briefly reviewed. Moved by Deutz, seconded by Skahen to approve the financial report. Motion carried 4-0. Future Industrial Park. Strack provided an overview of the contact that has been on-going with representatives from the Feld property and information more recently received regarding estimates for utility extension and public purchase of a portion of the property for industrial development. Strack also reviewed public financing options available including a TIF Bond which requires 90% of the property to be sold prior to bond issuance, a contract for deed option (requested by Feld representatives) and a general obligation bond. Strack also presented new information regarding discussions/meetings with representatives of the Borgert Property. Strack indicated MDG, Inc. was seeking for input from the EDA Board on how they wished to approach the development of a future industrial park since it appeared a public park was not feasible. Likely remaining options included: development of a future park by a private individual or the pursuit of a public/private partnership to develop a portion of the property into an industrial park. The EDA will further discuss industrial park development incentives available to assist in a public/private partnership at a special joint session with the City Council on May 28th. In the meantime, the EDA requested MDG continue to encourage the development of additional industrial acreage with both the Feld and Borgert . Representatives. EDA Minutes - April 21, 2004 Page 1 3 · Joint Meeting with City CouncillEDA Strack provided an overview a memo contained in the EDA packet regarding the benefits of a joint City Council/EDA meeting to review major projects which are anticipated to occur in 2004-2005. These projects include but are not limited to the proposed industrial park, transportation studies and a potential highway commercial development. Some EDA Board Members questioned the intent of the meeting relative to previous communication complexities between the Council and EDA. Chairperson Rieke underscored the purpose of the meeting was to discuss possible future roadway corridors and making additional improved industrial acreage available within the community. Prospect List/Activity Report. A report outlining communication with various contacts was included in the EDA's packet. Board Member Announcements. Skahen reported the Wobegon Trail Center construction was completed and noted the St. Cloud Times article highlighting the facility and Board Member Deutz's contribution to the project. Skahen invited all EDA Board Members to an open house scheduled for April 30th. Board Member Gohman requested MDG contact Mr. Jerry Hettwer of Hettwer Real Estate Services regarding the sign at the Buettner Business Park which has fallen into a state of disrepair. Board Members Gohman and Deutz noted a need to expedite the building permit process in the interest of economic development. Board Member Gohman requested the EDA seriously reconsider participation in the St. Cloud Area Economic Development Partnership. · Adjournment Motion by Skahen, seconded by Gohman to adjourn. Hosch Background Feld Property: Councilors The Economic Development Authority has been researching the development of an additional industrial park in St. Joseph. MDG, Inc. has been in contact with representatives of the "Feld AI Rdssier Property" for the past several months. The entire property includes six parcels and Ross Rieke approximately 320 acres. At the April 21, 2004 EDA meeting Board Members reviewed cost Gdry Utsch estimates and funding options for the development of a public industrial park. High costs and minimal financing opportunities make the development of a public park appear essentially non- Odle Wick feasible. The EDA wishes to continue to work with representatives from the Feld Trust to encourage the facilitation of the production of improved industrial lots within the City on either a private or public/private partnership basis. · On May 28th the City Council and EDA met in joint session to discuss, among other issues, the extent of which to participate in a public/private partnership. Among participation possibilities addressed at the meeting were: (1) an offer to consider the issuance of an improvement (assessment) bond in conjunction with installation of improvements and (2) the consideration of allowing developers of improved property to assume the assessments. On May 30th MDG met with a developer interested in purchasing a portion of the property for the development of an industrial park. The developer indicated a need to market the industrial property at $3.00/sq. ft. throughout the next five-years. MDG staff noted existing sales prices in St. Joseph are in the range of $1.00 to $1.50/sJ. Representatives from the Feld Trust contacted the City Administrator regarding a "Star City" video produced several years ago and highlighting the City of St. Joseph for use in a mass mailing to perspective developers. The Feld representatives have since indicated copying of the video cassette for a mass mailing is cost prohibitive. Several copies of the City brochure were disseminated to Feld representatives for distribution to prospective developers. On May 12, 2004 MDG representatives contacted a developer they've worked with in a Twin Cities community regarding interest in an industrial park development in St. Joseph. MDG representatives also contacted the City Engineer regarding phasing of industrial development. The City Engineer indicated a portion of the southwestern-most parcel could be serviced from Joseph Street provided an easement was obtained from the property owner of the former VicWest site. The City Engineer indicated the southeastern portion of the property could also be serviced by bringing both water and sewer from the south, however, that method seemed ineffective in terms of cost at this juncture. · Borgert Industrial Property: The Borgert development representative contacted MDG on May 10th regarding marketing of existing industrial parcels. Hosch Councilors Background: AI Rassier EDA Board Member Deutz has requested the EDA reconsider marketing of an industrial park in Ross Rieke the township in light of its efforts to provide or make available additional improved industrial lots. Gary Utsch Mr. Deutz is one of the fee owners of record for the subject property. The EDA reviewed this Oale Wick request initially in the fall of 2003 and moved to assist the property owners in pursuing annexation, but declined to actively market the property since it was not urban or about to become urban in nature. . This unified sense of place that Mayor reflects atmosphere and ambiance associated specifically with St. Joseph can contribute to Ldrry J. Hosch the economic vitality of the community. Councilors To those ends, one such method to define the look/feel of the community is to promote specific design elements, types or themes in designated areas (e.g. historic downtown in AI Rassier New Ulm & St. Peter; river theme in Northfield). In years past, much time and effort has Ross Rieke been devoted to creating a vision for what the downtown could look like, however, Gary Utsch implementation of á plan has not been achieved. Odle Wick Another method of contributing to a sense of place operates within a larger context and is focused on communicating a message rather than prescribing design elements or pursuing redevelopment. Communicating a shared identify helps to create grassroots support for, lasting support of and consistent messaging about the community's identity relatively · inexpensively. Following are a few short, relatively simple exercises which can promote a sense of place: 1. Work with businesses and community organizations to create inexpensive novelty items that reinforce St. Joseph's identity (i.e. water tower skyline, Wobegon Trail Center, etc.): a. Encourage businesses and community organizations (e.g. Chamber) to personalize glasses, cups, beer mugs, pens and other novelty items with a consistent design, color scheme and representation of the river. b. Print t-shirts with logo and fun facts about City. c. Customize a deck of St. Joseph playing cards. 2. Promote sophisticated public art, art fairs, murals, etc. centered around St. Joseph's history for display in the downtown, at educational institutions and at public locations such as City Hall and the trail center. Public art and murals may help to enhance St. Joseph's sense of place and the ambiance downtown, and may also make area more welcoming and create a sense of energy. It may be possible to work with retired artist or educational institution to facilitate such projects. 3. Sponsor holiday lighting and landscaping contests which reflect the historic interdependence of the City of St. Joseph and the College. Request: The City and the EDA have in the past identified a desire to further promote a sense of identity in St. Joseph, and the downtown in particular as a means of contributing to the economic vitality of the area. MDG has been keeping in touch with the project contact over the past two years. Interest in various sites has increased over the past two months. The latest correspondence occurred on April ih and April 26th. · Project 01-F: This company has been in contact with the EDA regarding potential sites for a commercial business since August, 2001. MDG has forwarded the contact information on a number of sites. MDG exchanged email correspondence with the company on March 29th and April ih, regarding commercial sites. The latest contact occurred via phone on April 28, 2004. Project 02-E: This company is looking for approximately 1 acre of land for an industrial use for an expansion. MDG followed up with the company representative on April 14 and May 5,2004. Project 02-Y: This prospect contacted MDG on October 7,2002 regarding new construction in the Buettner Business Park. MDG has had numerous follow-up conversations with the company and supplied information requested on other sites. MDG followed-up on April 14th and via phone on April 28, 2004. Project 02-AA: This business purchased land in Buettner Business Park earlier this year. They are starting building and site plans for proposed construction in the spring of 2004. MDG followed-up with the contact on April ih. On May 3rd the contact phoned MDG regarding construction plans, the review process and possible financial assistance. MDG met with the developer on May 5th. Construction plans have been distributed to several area contractors and estimates are expected within the next few weeks. Possible site plan review in June. Project 02-FF: This prospect contacted MDG about a year ago regarding available acreage within the Buettner Business Park. The development prospect visited St. Joseph in mid-April to tour the remaining lots in Buettner Business Park as well as the potential future industrial park area. MDG followed up on May 5th with the · contact indicating he was going to take a wait & see approach for the time being. Project 02-R: EDA Monthly Project Report - Mid-April through Mid-May, 2004 Page 1 tLf . This business originally contacted the city in June, 2002. They have been researching an expansion project and industrial site to accommodate their long-range needs. The company has purchased a lot in Buettner Business Park and is researching financial assistance programs. Most recent interaction with this prospect was a brief meeting on April 14, 2004. Project 03-A: These developers are interested in a large highway commercial development in an area not yet annexed into the City. MDG has been working with them over the past few years. MDG and city staff met with the developers on April th to discuss the project, infrastructure to serve the area and a project timeline. Additional follow up occurred on April 26th and 28th and May 6th. The developers intend to request plat approval in 2004 with construction in 2005. Project 03-1: This contact phoned the City last spring regarding 5,000 s.f. of retail lease space. MDG has been following up routinely with the contact. Contact occurred most recently on April 14th. The contact is interested in finding a franchise owner locally. Project 03-R: This prospect contacted the City in the summer of 2003 inquiring about vacant industrial acreage. MDG forwarded information and continues to remain in contact with the prospect. MDG, Inc. last followed up on April 14, 2004. Project 03-5: This project involves the possible expansion of the industrial acreage in the community. MDG has been working with the property owners on the project since August of 2003. MDG has been in contact with the property owners and City Engineer. Project correspondence occurred on March 22nd, 24th and 29th and April 215 and 28th. A private development company has expressed an interest in participating in the development . and has scheduled a meeting with MDG on April 30th. Project 03-T: This prospect contacted the City in the in the fall of 2003 regarding commercial acreage in the downtown. MDG last followed up via email May 5th. Project 03-U: Inquiry forwarded to MDG on October 1, 2003 regarding a potential commercial development in St. Joseph. MDG followed up last occurred on April 14, 2004 and May 1ih. Project 04-B: This builder contacted the city on March 16th regarding availability of industrial lots in the city and financial programs to assist with a project. MDG corresponded with the builder on March 16th, 1 th, 22nd and 24th. A follow-up letter was sent on April 7, 2004. On April 28, 2004 MDG was informed of the developer's purchase of Lot 1, Block 1 Buettner Business Park 3. MDG mailed information to the contact regarding EDA review and Planning Commission site plan review on the 28th. Project 04-C: The Stearns Co. HRA forwarded this solicitation to the city for a potential large scale commercial development. MDG submitted information relatin~ to the City of St. Joseph on March 22nd. MDG followed- up on the potential project April 14th and May 5t. The large scale commercial development is subject to legislative approval and currently proposed for a site in the Twin Cities Metro Area and not Greater Minnesota. Project 04-D: MDG contacted the owner of industrial acreage within the corporate limits regarding interest in re-subdividing and marketing acreage. MDG met with the property owner on April 14th. The property owner expressed an . interest in possibly re-subdividing. MDG met with the City Engineer and the Developers representative re~arding the project on April 21st. The latest follow up occurred with the Developer's representative on April 28 h and May 10tti and the City Engineer on May 1ih. The prospect is considering a leasing commercial retail space in the community. Information was forwarded on April 22nd and follow up occurred on April 28th and May 5th. Project 04-F: This prospect contacted MDG on May 3rd regarding commercial lease space in the downtown area. MDG met with the prospect on May 5th, forwarded information to the contact on Ma~ 6th and corresponded via phone with the contact on May ]'h. A second meeting was scheduled for May 1 i . Other: Staff has added a synopsis of the monthly EDA meeting to the monthly EDA report to the City Council, per the EDA's request. Staff followed up with Jerry Hettwér of Hettwer Real Estate Services regarding the sign at the Buettner Business Park which has fallen into a state of disrepair. Following discussion of the sign Mr. Hettwer indicated prices for remaining two industrial parcels were to increase May 1st from $1/sf to $1.25/sf and from $1.25/s.f. to $1.50/s.f.
