Meeting Minutes - Wednesday, June 16, 2004
Present: Board Members Mike Deutz, Larry Hosch, Tom Skahen, Bruce Gohman (arrived at 3:11) and
Chairperson Ross Reike (arrived at 3:13).
Absent: None.
Also present: Cynthia Smith-Strack of Municipal Development Group.
Vice Chairperson Hosch called the regular meeting of the St. Joseph EDA to order at 3:09 p.m.
Agenda.
Moved by Skahen seconded by Deutz to approve the agenda as presented. Motion carried 3-0.
Minutes.
Board Member Gohman arrived. Approval of the minutes from the April 28, 2004 Special City
Council/EDA joint session was introduced.
Motion Deutz, seconded by Skahen to approve the April 28, 2004 special session minutes.
Following the motion/second Deutz inquired as to whether or not a schedule for future meetings between
the City Council and EDA as discussed at the April 28th meeting were to filed by the EDA or the City
Council. Hosch indicated he would bring the matter to the Council for its action. The Board then
discussed how often such joint information meetings should be held. Board members suggested two
. times per year, possibly in the Spring and Fall.
Motion carried 4-0.
Chairperson Reike arrived and assumed his duty as Chair. Approval of the minutes from the May 19,
2004 Regular EDA meeting were introduced.
Motion Deutz, seconded by Skahen to approve May 19, 2004 Regular EDA minutes as presented.
Motion approved 3-0 with Hosch and Gohman abstaining.
EDA Accounts Payable.
Strack provided an overview of accounts payable and noted banked hours owed to the City by MDG.
Motion by Hosch, second by Deutz to approve EDA accounts payable in the amount of $2,155.70.
Motion carried 5-0.
Financial Report
Strack provided an overview of the EDA Fund Balance (year-to-date), Revenue, Expenditure and Check
Ledger reports for the month of May and indicated first half property tax payment to City from County had
not yet been received as depicted in the reports. Strack indicated payment expected shortly with
settlement statement to follow. Expect July EDA AlP to include TIF 1-3 & 1-4 payments. Strack also
presented the change in fund balance report from 2003 Audit which depicts a balance of $4,455.00 in
Fund 150 as of December 31,2003.
Moved by Hosch, seconded by Gohman to approve the financial report. Motion carried 5-0.

Future Industrial Park.
. Strack provided an overview of th'e contact that has been on-going with representatives from the Feld
property and the Borgert property visa vie making additional industrial property available within the City.
Strack indicated the City had received a request for information regarding the availability of a large
amount of industrial property (e.g. 50 - 100 acres) for the location of a re-distribution facility. Strack
reported information regarding the Feld property was forwarded and one of approximately 40 parcels
being considered.
Gohman indicated a need to be able to offer industrial acreage in competitive locations (i.e. close to 1-94)
to be able to present viable options to such business leads. Other Board Members concurred that this
could be a catalyst for initial discussions with St. Joseph Township regarding opening the triangle
between 1-94, CSAH 75 and CSAH 2/3 for development. The EDA concurred time is of the essence and
the development possibilities are quite expansive. Deutz suggested the EDA make a motion to the City
Council to put the project on its task list. EDA Board Members agreed a motion may facilitate the process
in the immediate future.
Motion Deutz, second Skahen to recommend the City Council proactively authorize and initiate a dialogue
with St. Joseph Township regarding the expeditious processing of requests for future development
adjacent to arterial roadways. Motion passed 5-0.
Strack provided an update on the discussions with representatives of SKN/Borgert surrounding the
possibility of splitting and/or re-subdividing industrial acreage.
Referral of Industrial Leads to Township Industrial Park.
Deutz recused himself from the EDA Board.
Chairperson Reike introduced the agenda item and indicated those present at the previous EDA meeting
. did not constitute a quorum following the recusal of Deutz. Therefore, this agenda item was carried over
from the previous meeting. Skahen clarified his desire to refer to the issue as the 'referral of leads'
versus the 'marketing of the industrial park'.
The EDA previously received a request that staff initiate the transfer of information regarding the industrial
park when suitable developers contact the City. At the present time, pursuant to a discussion at an EDA
meeting in November of 2003, staff acknowledge the presence of the park if a perspective developer
broaches the subject. In addition, upon receiving a lead the EDA currently makes every possible effort to
exhaust all development possibilities within the City. If all efforts are exhausted the EDA forwards the
lead to the St. Cloud Area Economic Development Partnership for regional distribution. The township
industrial park is registered with the Partnership.
The EDA Board discussed: the benefit of regional economic development on the local economy; the
benefits of exhausting every possible alternative for location/expansion within the City of St. Joseph prior
to referring leads to other areas; the City's role in information distribution and 'customer' relations; and the
pros/cons of referring leads directly to other industrial park owners versus to the St. Cloud Area Economic
Development Partnership.
Deutz departed the meeting at 4:03 p.m.
Consensus of the EDA Board is to not deviate from the current policy.
Legislative Update
Strack provided an update on legislative action/non-action potentially impacting economic development
locally, including but not limited to: inclusion of a $14 million allocation in the State bonding bill for the
Greater Minnesota Business Development Infrastructure Program (not acted upon); inclusion of a $1
million allocation in the State bonding bill for a new program entitled the "Broadband Infrastructure Grant
. Program" (not acted upon); changes in TIF statutes primarily affecting Housing TIF which was included in
the omnibus bill (not acted upon); and, extension of tax abatement eligibility period which was included in
EDA Minutes - June 16, 2004 Page 2
· the omnibus bill (not acted upon). Whether or not a special session will be convened to consider the
bonding or omnibus bills is uncertain at this time.
Prospect List/Activity Report.
A report outlining communication with various contacts was included in the EDA's packet.
Board Member Announcements.
Chairperson Reike noted he had visited the Credit Union facility and met the seven persons employed at
the facility and was duly impressed. Reike noted the building remodeling was a notable contribution to
the City. Reike also questioned the long-term highest and best use of the property north of the
intersection of CSAH 75 and 2nd Avenue and whether or not the EDA was overlooking the potential of that
property. Other EDA members expressed a concern for wetlands and hydric soils in the area making it
potentially not as attractive for development.

Councilors The City of St. Joseph has received a letter of resignation from Economic Development
Authority Board Member Michael Deutz. Deutz served as an EDA Board Member since the its
AI Rdssier establishment in 1997. Deutz was an at-large representative to the EDA whose term was due
Ross Rieke to expire in 2005. A copy of the letter of resignation is attached.
Gdry Utsch The EDA/staff wish to express gratitude to Mr. Deutz for his years of service to the EDA.

RE: Economic Development Activity Report - June, 2004
Municipal Development Group, Inc. has been interacting with a number of prospects throughout the past two
months. Following is a summary of activities that have transpired. If you have any questions on any of
these or other projects, please do not hesitate to contact us at 952-758-7399. A project number has been
assigned to protect the confidentiality of the businesses prospects.
Project 01-E:
This project involves the expansion of a service within the community. MDG has been keeping in touch with
the project contact over the past two years. Interest in various sites has increased over the past few months.
. Most recent correspondence occurred on June 23, 2004 and June 28, 2004.
Project 01-F:
This company has been in contact with the EDA regarding potential sites for a commercial business since
August, 2001. MDG has forwarded the contact information on a number of commercial sites. MDG last
followed up with the contact on June 23, 2004.
Project 01-1:
This business originally contacted the City in 2001. In 2002 they noted their project was on-hold. The
company most recently contacted MDG on June 18, 2004 requesting information on available commercial
sites in the City. MDG forwarded the info. The company is researching sites in St. Joseph and area cities. A
follow-up call was placed on June 23,2004 and an email sent on July 14th,
Project 02-E:
In 2002 this company expressed interest in approximately 1 acre of land for an industrial use for an
expansion from another community. The project was put on hold in 2003. MDG most recently followed up
with the company representative on June 23, 2004.
Project 02-L:
This business constructed a facility in Buettner Business Park for their operations, along with lease space for
other tenants. They secured a new tenant in a 4,000 square foot portion.of the building earlier this year and
noted on June 23, 2004 that they have interest in the remaining 4,000 square feet.

EDA Monthly Project Report - June 2004 Page 1
· Project 02-R:
This company recently purchased land in Buettner Business Park for the construction of a facility in 2005.
MDG most recently corresponded with the business contact on June 23 and July 14th.
Project 02-AA:
This business purchased land in Buettner Business Park earlier this year. They are starting building and site
plans for proposed construction in the summer/fall of 2004. MDG followed-up with the contact and/or his
builder most recently on June 23rd and July 14th.
Project 03-A:
These developers are interested in a large highway commercial development in an area not yet annexed into
the City. MDG has been working with them over the past few years. Additional follow up contact occurred on
June 18th, 23rd and 24th. A meeting with the Developers was held on July ]'h. A revised schedule for project
approval and portions of the City's development manual were mailed on July 14th. The developers intend to
request plat approval in 2004 with construction in 2005.
Project 03-R:
This prospect contacted the City in the summer of 2003 inquiring about vacant industrial acreage. MDG
forwarded information and continues to remain in contact with the prospect. In conjunction with this project,
MDG, Inc. last followed up with the owners of industrial property which may be for sale soon on June 30th.
Project 03-8:
This project involves the possible expansion of the industrial acreage in the community. MDG has been
working with the property owners on the project since August of 2003. MDG has been in contact with the
property owners and City Engineer. Project activity occurred on June 16th, 23rd and 30th and July 14th.
Project 03-T:
· This project includes a commercial and residential component. The contact originally inquired about available
sites in October 2003. MDG most recently left a message regarding the status of the project on June 23,
2004.
Project 03-U:
Inquiry forwarded to MDG on October 1, 2003 regarding a potential commercial development in St. Joseph.
MDG followed up last occurred on July 14, 2004.
Project 04-8:
This builder contacted the city in March of 2004 regarding availability of industrial lots in the city and financial
programs to assist with a project. The builder purchased a lot in Buetter Business Park in May of 2004.
MDG last followed up with the contact and left a message on June 23, 2004.
Project 04-D:
MDG contacted the owner of industrial acreage within the corporate limits regarding interest in re-subdividing
and marketing industrial lots. The property owner expressed an interest in possibly re-subdividing. MDG
continues to follow up with the project representative regarding the project, with the latest follow up on June
16th and 23rd. MDG met with project representatives on June 30th. The City Engineer prepared information
on lot sizes which MDG received on July ]'h. MDG followed up via phone on July 14th.
Project 04-E:
This prospect contacted MDG in April of 2004 regarding demographic and economic development data for
St. Joseph. The prospect is considering a leasing commercial retail space in the community. Most recent
correspondence with the contact was via mail on July 14th.
Project 04-F:

MDG met with a representative on May 26,2004 regarding a building in the downtown. Most recent follow-
up occurred on June 9th and June 23. 2004.
Project 04-1:
A representative from a local real estate firm contacted the City on June 23rd to request information on
available commercial parcels. MDG prepared and emailed information. MDG followed up via phone on June
30th to verify receipt of information and update information on a small amount of office rental space.
Project 04-l:
This project involves the possible expansion of a local facility. Discussion with the building owner occurred
on June 9th and June 28th. Most recent contact via phone on July 14th.
Other Projects:
MDG completed capital project/equipment review and submitted it to the City Administrator in conjunction
with capital improvement program planning.
MDG completed TIF reports which are due August 1st.

Present: Chairperson Ross Reike, Board Members Larry Hosch, Tom Skahen and Bruce Gohman.
Absent: None.
Also present: Joanne Foust of Municipal Development Group.
Chairperson Reike called the regular meeting of the St. Joseph EDA to order at 3:03 p.m.
Agenda.
Moved by Gohman seconded by Skahen to approve the agenda with the addition of a special meeting
request in August as a part of the Director's Report. Motion carried 4-0.
Minutes.
Approval of the minutes from the Wednesday, June 16, 2004 EDA meeting was introduced.
Motion Gohman, seconded by Skaken to approve June 16, 2004 Regular EDA minutes as presented.
Motion approved 4-0.
EDA Accounts Payable.
- Foust provided an overview of accounts payable and noted banked hours owed to the City by MDG. She
also noted that the first one-half of 2004 TIF revenues were received from Stearns County for TIF District
- 1-3 (Borgert Products) in the amount of $9,852.93. The development agreement includes a payment of
95% of the TIF to Borgert Products with the City retaining 5%. The total payment is $9,360.28. No
payment was received for TIF 1-4 as the permit was pulled in August 2002 and the building was not
substantially completed by January 1, 2003 for 2004 taxes. The first increment is expected in 2005.
Motion by Gohman, second by Hosch to approve EDA accounts payable in the amount of $11,532.11.
Motion carried 4-0.
Financial Report
Foust provided an overview of the EDA Fund Balance (year-to-date), Revenue, Expenditure and Check
Ledger reports for the month of June and indicated first half property tax payment to City from County had
been received but not yet coded to each fund.
Moved by Hosch, seconded by Skahen to approve the financial report. Motion carried 4-0.
EDA Vacancy.
A letter of resignation from Commissioner Mike Deutz was included in the packet. EDA members
suggested a certificate of appreciation or a plaque in appreciation noting Mike Deutz was a member of
the EDA since its inception. The certificate or plaque should note his years of service. EDA members
asked to be invited EDA to the City Council meeting when it is presented. Hosch offered to follow-up on
the plaque purchase and list some of Mike's accomplishments as a part of the presentation.
Hosch requested input from EDA commissioners on the filling of the vacancy. It was noted the term
. expires in December, 2004. EDA members suggested a few potential individuals. As outlined in the
Enabling Resolution, the Mayor will appoint a new commissioner with the council's approval.

TIF Reports.
Foust referenced a copy of the 2003 TIF Reports which were included in the EDA packet, which are due
August 1, 2004. Foust noted that the annual disclosure has been sent to the newspaper, copies of the
disclosure sent to the School District and County and State Auditor, as required.
The EDA acknowledged receipt of the reports..
Director Report.
A prospect list/activity report outlining communication with various contacts was included in the EDA's
packet.
Foust noted that they had a request for a special meeting to review a site and building plan for the
proposed Safe Shred building in Buettner Business Park.
It was the consensus of the EDA to reschedule the August 18, 2004 regular EDA meeting to Tuesday,
August 10, 2004 at 3p.m.
An Industrial Park update was provided. Foust noted that plans are continuing for two areas as future
industrial lots. Potential commercial development adjacent to Interstate 94 was also briefly discussed.
. Board Member Announcements.
Hosch reported that the City Council has issued a request for proposals for the Field Street realignment
study. A number of firms have requested specifications. The majority of the funding is from federal
transportation dollars.
Hosch also noted that the city is completing studies on a new 1 million to 1.5 million gallon capacity water
treatment facility. The plant would be designed to add capacity to treat 4 million gallons. The project will
be funded through the water utility.

Councilors SafeShred, a company that contracts with clients for collection/shredding of sensitive written
documents, has purchased a 3-acre site in the Buettner Business Park for the construction of a
AI Rðssier facility. The company is currently comprised of the owner (Mr. Jeff Ramler) and two part-time
Ross Rieke employees.
Gdry Utsch SafeShred is proposing the construction of a 12,800 square foot facility on Lot 2, Block 1,
Odle Wick Buettner Business Park 2. The facility will be a used for the industrial shredding of documents
and warehousing/storage (a portion of which may be offered for industrial warehouse/storage
lease prior to its being consumed by SafeShred). The applicant proposes to bring paper
documents collected at remote locations to the facility for shredding and recycling/disposal.
. Following shredding, the recyclable paper will be removed from the facility by a contracted
recycling firm. In addition, the applicant reports receiving inquiries from businesses/individuals
seeking to drop off sensitive documents at his current facility for safe disposal and recycling.
The applicant indicates a possible interest in offering such drop-off service in the future.
The proposed structure includes approximately 750 S.F. of climate-controlled office space with
the remaining space being used for warehousing/storage (i.e. 5,650 S.F. for the industrial
shredding business with 6,400 sf reserved for future expansion of SafeShred/temporary
industrial lease space).

· Warehouse/distribution facilities are permitted uses within the LI - Light Industrial
District. (Section 52.28 Subd. 2, t)
· Minimum Area: 1 acre - Proposed plat is 3 acres.
· Proposed principal building setbacks required are 30 foot front, 25 foot side and 20
foot rear yard.. Proposed setbacks are 30' on west (front yard), 25' north (side
yard), 25' on the south (side yard) and 20' on the east (rear yard.
· The proposed building height of 25 feet conforms with zoning requirements which
limits the height to 55 feet.
· Allowable site coverage per the Zoning Ordinance is a maximum of 50%, all
structures. The proposed building is 12,800 square feet. The proposed parking lot
within the western portion of the lot (front yard) is 18,500 square feet, respectively
. giving a total of 31,300 square feet of impervious surface or 24% of the 3-acre site.

· The plan illustrates 27 parking spaces. The zoning ordinance requires a minimum
of eight parking spaces plus at least one space for every two employees on each
shift or 1 space per 500 sf. Ft. of gross area, whichever is less. The company
reports 3 employees at the facility, therefore, 26 spaces are required by the zoning
ordinance.
· The City Engineer must review required drainage plans.
It is noted the EDA review of the covenants, conditions and restrictions for the St.
Joseph Business Park (a.k.a. Buettner Industrial Park) does not constitute a review of the
requirements of the Zoning Ordinance of the City of St. Joseph.
EDA Action:
The EDA will take action on the approval, conditional approval or denial of the proposed plans
based on its compliance or lack of compliance with the Covenants for the Business Park.
A MOTION is in order from the EDA to approve the site and building plans for SafeShred. Any
- conditions for approval should be listed (e.g. identification of grass seeding/type).

Councilors The City is in the process of reviewing the budget for 2005. The City Council will be conducting
budget workshops on August 16, 2004. The EDA preliminary bUdget is requested prior to the
AI Rdssier Council budget workshops. A preliminary budget will be adopted and certified to the County in
Ross Rieke September and a final budget to be adopted in December, 2004.
Gary Utsch Attached are preliminary budgets for the following funds:
Odle Wick 1. The EDA is a separate entity with a separate Fund (Fund 150).
2. Tax Increment revenues and expenditures for TIF 1-3 (Borgert Products) - Fund 155
3. Tax Increment revenues and expenditures for TIF 1-4 (Vicwest Steel/St. Joe Dev. LLC) Fund

· 4. Revolving Loan Fund - Fund 250
Also attached are spreadsheets which illustrate payment schedules for the TIF districts and revolving
loan fund.
Please note the following changes:
Fund 150: Operating Fund for the EDA: The 2005 budget is proposed to be increased from
$34,500 in 2004 to $44,000 in 2005. The increases are proposed due to the inclusion of $7,500
for membership to the Partnership and inclusion of $4,000 for engineering fees (assistance with
potential industrial park)
Fund 155: TIF Fund for 1-3: The anticipated revenues and expenses were increased to reflect
market value increases and therefore TIF revenue increases in 2004. The City, via development
agreement, is requirèd to reimburse the developer 95% of the increment received.
Fund 156: TIF Fund 1-4: 2005 will be the first year an increment is received. The anticipated
revenues and expenditures are based on estimates. Actual numbers will be received in June or
July, 2005.
Fund 250: Revolving Loan Fund. The projected revenue for the revolving loan fund in 2005 is
based on the amortization schedule for the Vicwest equipment loan. No expenses or loans have
been budgeted as the fund currently (end of July) has a limited balance of $4,648.31. The fund
balance by the end of calendar year 2005 should be over $18,000.
The budget adopted in December may be less than the preliminary budget. It may not be higher.
Action:
· The EDA is asked to recommend a preliminary budget for 2005 for City Council consideration. A
motion is in order.

Municipal Development Group, Inc. has been interacting with a number of prospects throughout the past two
months. Following is a summary of activities that have transpired. If you have any questions on any of
these or other projects, please do not hesitate to contact us at 952-758-7399. A project number has been
assigned to protect the confidentiality of the businesses prospects.
Project 01-B:
This company originally contacted the city in 2001. Plans for expansion were placed on hold in 2002. A
developer working with the company contacted MDG in June, 2004 regarding the potential for expansion
plans in 2005. MDG most recently followed up on July 14th and 21st.
· Project 01-E:
This project involves the expansion of a service within the community. MDG has been keeping in touch with
the project contact over the past two years. Most recent correspondence occurred on July 21, 2004.
Project 01-F:
This company has been in contact with the EDA regarding potential sites for a commercial business since
August, 2001. MDG has forwarded the contact information on a number of commercial sites. MDG last
followed up with the contact on July 21, 2004.
Project 01-1:
This business originally contacted the City in 2001. In 2002 they noted their project was on-hold. The

This business constructed a facility in Buettner Business Park for their operations, along with lease space for
· other tenants. They secured a new tenant in a 4,000 square foot portion of the building earlier this year.

This business purchased land in Buettner Business Park earlier this year. They are starting building and site
plans for proposed construction in the summer/fall of 2004. MDG followed-up with the contact and/or his

Project 02-FF:
This business has expressed an interest in 7 to 9 acres of industrial land since December of 2002. The
contact has toured sites and is waiting for new industrial park development. MDG most recently followed up

These developers are interested in a large highway commercial development in an area not yet annexed into
the City. MDG has been working with them over the past few years. MDG most recently followed up on July

Project 03-1:
This business contacted the City in 2003 regarding available commercial lease space. MDG most recently
followed up with a letter on July 21, 2004.
Project 03-R:
This prospect contacted the City in the summer of 2003 inquiring about vacant industrial acreage. MDG
forwarded information and continues to remain in contact with the prospect. MDG, Inc. last followed up with

Project 03-5:
This project involves the possible expansion of the industrial acreage in the community. MDG has been
working with the property owners on the project since August of 2003. MDG has been in contact with the
property owners and City Engineer. Project activity most recently occurred on July 14 and August 4,2004. It
appears a few potential developers are meeting with the property owners at this time.
Project 03-U:
Inquiry forwarded to MDG on October 1, 2003 regarding a potential commercial development in St. Joseph.
MDG followed up last occurred on July 14, 2004.
Project 04-8:
This builder contacted the city in March of 2004 regarding availability of industrial lots in the city and financial
programs to assist with a project. The builder purchased a lot in Buetter Business Park in May of 2004.
MDG last spoke with the contact on July 21, 2004. There are not immediate plans for construction of a
building.
Project 04-D:
MDG contacted the owner of industrial acreage within the corporate limits regarding interest in re-subdividing
and marketing industrial lots. The property owner expressed an interest in possibly re-subdividing. MDG
continues to follow up with the project representative regarding the project, with the latest follow up via phone
on July 14th and August 4,2004.
Project 04·E:
This prospect contacted MDG in April of 2004 regarding demographic and economic development data for
St. Joseph. The prospect is considering a leasing commercial retail space in the community. Most recent
· correspondence with the contact was via mail on July 14, 2004 and via phone on August 4,2004.

A representative from a local real estate firm contacted the City on June 23rd to request information on
available commercial parcels. MDG prepared and emailed information. MDG followed up most recently on
July 21, 2004. The contact noted the sites under consideration were too expensive for her client.
Project 04-J:
This contact met with MDG on July 21st and requested information for a commercial/service business. MDG
most recently followed up on July 28, 2004.
