' Also present: Cynthia Smith-Strack of Municipal Oevelbpment Group. Chair Rieke called the regular meeting of the St. Joseph EDA to order at 3:03 p.m. Agenda. Chairperson Rieke introduced the agenda. agenda as presented. Motion carried $0. Approval of Minutes. i EDA Chair Rieke noted the minutes from the February ~eeting were included in the packet. i Motion Gohman, seconded by Skahen to approve the February 16, 2005 Regular EDA minutes as presented. Motion approved $0. 1 i , Moved by Gohman seconded by Carlbom to approve the . 1 I i Strack provided an overvi~w of the accounts payable for February 2005 in the I , I Motion by Carlbom, second by Rieke to approve EDA accounts payable. The Board noted accounts payable included dues to the St. Cloud Area Economic Development Partnership. Discussion followed regarding the EDA's involvement in the Partnership âs approved by the City Council. Strack noted the Council, not the EDA, sets the budget and therefor~ needed to approve the City's participation in the SCAEDP. Motion carried 5--(). i I Financial Report. 1 Rieke introduced the agenda item. Strack provided an 'overview of the financial reports for February. , EDA Accounts Payable. Rieke introduced the topic. amount of $9,552.94. Motion by Carlbom, second by Gohman to approve Ja~uary financial reports. Motion carried 5--(). 2004 Business Subsidy Report. , Chairperson Rieke introduced the item. Strack noted ,MDG, Inc. completed the annual business subsidy report for fiscal year 2004 and referenced a copy of ,the report distributed with. the packet. The report details the progress of the beneficiary (in this case VicWest Steel/Jenysis) toward job creation and wage goals upon which the business subsidy was conditioned. Strack reported the Vice President of Finance for Jenysis certified to the City that the wageljob goals' had not only been met but exceeded. As itemized in the report to DEED a total of 12 new employment positions paying not less than $10.00/hour were created and 31 positions were retained. The joblwage goals were met prior to the two-year deadline specified in the TIF agreement. Update: Southern Collector Corridor Study i Rieke introduced the agenda item. Strack provided an overview of her participation/interaction. in a technical advisory committee (TAC) which was established in conjunction with a corridor study bein~ facilitated by the engineering firm WSB. Strack stated the latest TAC meeting occurred on March 9 when the T AC discussed a mission/purpose statement. considerations for the project and the impact of future land use on the roadway. The next meeting will be held on Tuesday, April 13"'. Meeting topics will include the development of standardized criteria for evaluating alternatives presented in the study and the convening of an open house to receive public input on ihe proposed alternatives. . EOA Minutes - Marth 16,2005 Page 1 ;;; .J Comprehensive Plan Update for Proposed Expanded Joint Annexation Area. Rieke introduced the topic. Strack noted that at the February EDA meeting the Board discussed priorities for 2005. A prloñty selected related to proactively encouraging/participating in the expansion of the joint annexation agreement with St. Joseph Township. Strack stated that a public hearing on the expanded annexation area had not yet been convened by the Township and therefore discussion by the EDA was preliminary and conceptual. Strack reported the Township was expected to mail individual notices to all owners of property in the proposed expanded annexation area prior to a public hearing but that those notices may not yet have been mailed. Strack noted the proposed annexation area expansion requires a Comprehensive Plan amendment and that the EDA could recommend items to be included in the Comprehensive Plan amendment relating to future development. Board members received copies of a reference map and spreadsheet containing property owner information, a topographic map, a future land use map and an aerial photo of the annexation area. . The EDA reviewed the handouts and discussed future land uses and staging of growth within the proposed expanded annexation area. Gohman stated extension of the urban services area adjacent to CSAH 75 appeared to be a better fit for industrial development initially than acreage abutting Interstate 94 which was not contiguous to existing growth at this time or presumably within the near future. Strack noted municipal services were not extended to the westem corporate limits in the vicinity of Watab Creek at this time which may be án issue. The EDA discussed the impact the extension of CSAH 3 to CSAH 2 would have on the development of the expanded joint annexation arèa and the timing of any/all future development. Board members acknowtedged the importance of the future cotlector and the impact it would have on the expanded annexation area depending on the route it followed. Strack noted the precise corridor for the projected extension would coincide with a study of a northern easttwest collector which was set to begin later this year, Board member Rieke noted the project was included in the Steams County capital improvement plan for around year 2007. . The EDA discussed the utility service provider in the joint annexation area in terms of participation in industrial development. Strack produced a map which indicated Xcel Energy was the designated electric utility provider for the entire expanded annexation area. Gohman suggested the EDA look at promoting parcel number 17 on the key map included in the packet (Puerlnger property) as a prloñty location for industrial development iflwhen the expanded annexation area was approved. Rieke inquired about the substation west of Watab Creek and how it related to the substation near Kay's Kitchen. Carlbom noted he understood the substation near Kay's Kitchen would eventually be phased out. City Administrator Weyrens briefly joined the meeting. Weyrens stated the substation by Kay's Kitchen may have been planned to be phased out but was now expected to remain a permanent part of the electric grid. . Gohman asked Weyrens if looking for industrial expansion adjacent to CSAH 75 sooner than that adjacent to 1-94 made sense to her. Weyrens indicated the EDA seemed to be on the right track. Weyrens departed the meeting. Strack reiterated that the township had not held a hearing on the expansion. of the joint annexation area and the discussion thus far had been preliminary and conceptual. EDA Board members agreed. Gohman stated that he thought it was some of the most productive discussion the EDA had had in a while. Director's Report. JOSEP~ www.cityofstjoseph.com Date: April 13, 2005 Memo To: EDA Board Members Memo From: Joanne Foust and Cynthia ,Smith-Strack, Municipal Development Group Downtown Market Study RE: Background I , MDG, Inc. contacted a development company it is working with in another community regarding potential interest in downtown redevelopment project on April 6th. MDG met with representatives from the development group on Friday, April 8th to tour the downtown and discuss an updated development summary, future land use and potential synergies' with other partners in the Downtown. The development group representatives questioned whether or not a market analysis for dowillown had been conducted which would detail the demand for mixed use facilities (retail ~treet level, professional office space, housing component) along with the types of retail venues which may be preferable. The development group representatives indicated they usually require such analysis prior to investigating redevelopment possibilities. iMDG works with other communities who have' provided such market analysis as a means' of supporting redevelopment efforts. , In addition, as you are aware, Mayor Carlbom is appointing a downtown committeè. to investigate redevelopment, image enhancement and design standards in the downtown. Such market analysis may provide beneficial Information for the downtown committee as well. MDG estimates the cost of such a study typically completed by an specialized consulting firm (e.g. Maxfield Research, AdMark, etc.) to be $10,000 to $15,000. ' Proiect 01-F: This project has been inactive for the past several moi1ths but involves a national commercial enterprise. MDG continues to occasionally follow up on the lead, including most recently on April 13'h. ¡ Proiect 01-1: This business originally contacted the City in 2001. In 2002 they noted their project was on-hold. The company contacted MDG again in June of last year requesting information on available commercial sites in the City. MDG has forwarded additional information ,and remained in contact with this prospect, most recently on April 6'". Proiect 02-L: , This prospect owns industrial incubator lease space in the City of St. Joseph. MDG contacted the project representative on March 23"' re: Project 05-6's interest in industrial lease space. MDG and the project rep. spoke/exchanged emails several times on the March 23'dl' 28" and 30'h. Latest contact occurred on AprllS'h and 13'h. Proiect 02-R: . This contact owns a business in the area and is currently leasing space. In 2004 the developer entered an agreement to purchase an 8+ acre industrial site In the City. The developer is not prepared to undertake development on the parcel at this time. MDG èontinues to remain in contact with the prospect most recently on March 30'h via email. 1 I , Proiect 03-A: I. These developers are interested In a large highway commercial development in an area not yet annexed into the City. MDG has been working with them over the past few years. Proiect 03-S: This project involves the potential development of additional platted industrial acreage with a full compliment of municipal services. Issues affecting this project were be discussed at the St. Joseph staff meeting in March. At this time the City Administrator is attempting to coordinate the scheduling of a meeting with the property owner. Proiect 03-U: Inquiry forwarded to MDG in October 2003 regarding a commercial development in St. Joseph. MDG, Inc. remains in contact with the prospect regarding the project. Most recent contact occurred via email on April 6"'. Proiect 04-F: This prospect contacted MDG in May of 2004 regarding commercial lease space in the downtown area. MDG remains in contact with this prospect with the latest follow up occurring by email on April 6"'. MDG provided Project 05-A with this prospect's contact information on March 25"'. Proiect 04-H: This project involves an historic building in the downtown which recently changed owners. MDG met with the new properiy owner's representative to discuss how potential rehabilitation related to image/ambiance in the downtown corridor and financial incentives potentially available to the project. MDG spoke to the contact on March 23"' and March 25"'. Information re: contact information for Project 04-F and Project 04-0 were forwarded to this project's representative on March 25"'. MDG emailed the developer on April 6'" and spoke to the prospect on April 13"'. . Proiect 04-M: This business is currently located in another community and has committed to relocating to St. Joseph. Staff follows up with the contact on a weeklyibi-weekly basis as needed. MDG spoke with project contact on April 13th and met with the prospect on March 30th. A purchase agreement has been drafted and presented to property owners, execution of the agreement is expected shortly. Proiect 04-N: This business owner contacted the City in September 2004 regarding available industrial acreage. MDG representatives have met with the prospect on a few occasions and remains in contact with the prospect andlor the associated project (i.e. 04-D) on a regular basis, including by mail on March 16'" and April 13"'. Proiect 04-0: This prospect contacted MDG in November 2004 requesting Information on existing commercial lease space and vacant acreage available for purchase. This prospect has indicated he has been contacted by Project 01-1 re: potential lease deal. MDG provided Project 05-A with this prospect's contact information on March 25th. Proiect 05-A: This prospect contacted the City in March 2005 regarding a possible redevelopment project. MDG mailed general information to the prospect on March 17"', met with the prospect on March 23"' and mailed additional information to the prospect on March 25th. MDG spoke to the prospect on March 30'" and met briefly with the individual later in the day. MDG met with the prospect for an extended period on April 6"'. Proiect 05-B: This lead was forwarded to the Mayor by the SCAEDP on March 22"'. MDG followed up with the Mayor on March 23" and contacted Project 02-L on the same day re: the request. Spoke to DEED, Region 5 and West Central EDC representatives. Timeline is extremely tight. After speaking with reps from DEED, Region 5 and West Central EDC it appears JOBZ assistance for this project is not warranted/feasible.
