Meeting Minutes - Wednesday, April 20, 2005
Present: EDA Board Members Richard Carlbom, Ken Jacobson, Ross Rieke and Tom Skahen. Absent:
Bruce Gohman.
Also present: Joanne Foust of Municipal Development Group.
Chair Rieke called the regular meeting of the Sl Joseph EDA to order at 3:07 p.m.
Agenda.
Chairperson Rieke introduced the agenda. Moved by Skahen seconded by Jacobson to approve the
agenda with the addition of item 6. c. calling for a special meeting. Motion carried 4-0.
Approval of Minutes.
EDA Chair Rieke noted the minutes from the March meeting were included in the packet.
Motion Skahen, seconded by Jacobson to approve the March 16, 2005 Regular EDA minutes as
presented. Motion approved 4-0. i

EDA Accounts Payable and Financial Report. , :
Rieke introduced the topic. Foust provided an overview of the accounts payable for April 2005 irl the
amount of $2,056.99. .,
Motion by Skahen second by Carlbom to approve EDA accounts payable for April 2005 and the April
financial report. Motion carried 4-0.
Update: Southern Collector Corñdor Study ¡
Rieke introduced the agenda item, Foust referenced a memo included in EDA packets regarding the
technical advisory committee (TAC) meeting held on April 13, 2005. The TAC participates in the corridor
study being facilitated by the engineering finm WSB. Foust noted a public input meeting has been
scheduled for Thursday April 28, 2005 from 5 p.m: to 7 p.m. at the Fire Hall. Various maps illustrating
options will be on display With comment cards available for public input. Foust encouragedEDA
members to attend. Commissioners requested Foust post a notice indicating a quorum of the EDA may
be present, and send notice to Commissioner Gohman of the meeting. '

Market Study for Downtown. 1
Rieke introduced the topic. Foust reported that Strack had met with a development company on April 8,
2005 and toured the downtown to discuss future land uses and potential synergies with other partners in
the downtown. The Development Company questioned if a market analysis had been completed which
detailed the demand for mixed use facilities and types of retail venues which may be preferred.
Commissioners discussed the boundaries of the "downtown". '

Mayor Carlborn noted he has had strong interest in a downtown committee. He also expressed his
support for a market study. Carlbom excused himself from the meeting at 3:25 p.m. 1

Rieke suggested infonmation from the Design Team Visit be included in the May EDA packet, with a
summary of goals identified at that time and updates on whether or not they were accomplished by
design, e.g. creation of an EDA, or by chance or not yet accomplished.: I

It was the consensuses of EDA Commissioners to let the future Downtown Committee coordinate the
Market Study.

Dale ~ck The facility is proposed for the 32-acre Lahr property just east of 20'" Avenue. In addition to
being the home of the SI. Cloud River Bats the venue is also proposed to be the site for other
events of interest which will enhance recreational opportunities and quality of life on a regional
basis.

Mr. Sutherland has entered into a purchase agreement for the proposed site. EDAlCity
staff/consulting staff are currently working to address ordinance issues which may need tq be
resolved relating to a commercial recreation use in the B-2 Highway District, signage,. special
events and parking. MDG has been in contact with the manager of Warner Field in Madison,
Knute Nelson field in Alexandria and the Moon Dogs stadium in Mankato. 1

Sutherland has invited City residents/leaders/officials to attend a Northwoods League game in
Madison, WI to take in the ambiance/events associated with a Madison Mallards game at
Warner Field. Madison is approximately 350 miles from St. Joseph.

Design Team Visit Follow"Up
Background
At the previous EDA meeting, the Board discussed a development group's inquiry
regarding a market study for downtown. 1 The market study would detail the demand for
mixed use facilities (retail street level, professional office space, housing component)
along with the types of retail venues which may be preferable for the downtown. The EDA
concurred the concept of a market study should be discussed by the newly formed
downtown committee.
While discussing a market study the Board questioned the results of a visit by the
Minnesota Design Team in April of 1995. The Board requested EDA staff review historic
files and report on goals identified during the downtown visit and resulting progress made
toward said goals.
MDG has pulled laminated sketches/plans created by the Design Team and will have
them for review at the EDA meeting. The Design Team visit was over one decade ago
and shows signs of being well implemented in certain aspects but somewhat outdated in
other aspects.
Pertaining to the downtown the site visit encouraged:

· Promotion of senior housing and mixed uses in the downtown core as a
means of promoting a sense of community. '
· Organizing shared community parking in areas behind the stores/buildings
along Minnesota Street.
· Definition of the EastlWest alley accesses with plantings to 'soften the edge'
and create a visually more pleasant view to occupants of surrounding
buildings.
· Make existing alleys that öpen onto Minnesota Street into 'pedestrian
collectors' from the parking lots to stores, the school and the church.
Incorporate paving materials that differ from the sidewalks, street lamps,
benches and tables for gathering.
· 'Complete' the comer of the intersection of College/Minnesota. Consider,the
construction of a 'Gateway House' that can incorporate activities that
complement the retail sector and college such as a college information
station, a bakery and a small suite hotel.
· 'Soften' the edge of the church and give it a more respectful setting by
extending the greenspace around the west side of the structure.

· Create a new public plaza to bring a focus to the City. Align the plaza on axis
with pedestrian alley across Minnesota Street. Plaza should include
decorative concrete/paving, lighting, low level shrubbery and seating.
· Make the 'center' more pedestrian friendly. Create designated pedestrian
crossings in the streets by changing the paving material to match the material
used in the plaza and pedestrian alley. Extend curb at pedestrian crossing to
slow traffic and reinfonce the point where pedestrians should cross. Flank
each side of the crossing with street lights that match existing decorative
lights.
· Convert school yard into greenspace/yard to match street front on front of
parish church and the convent's yard. Consider using a more visually
appealing safety fence for school children playground activities such as
wrought iron. Confine paved surface area along the Lab School from
projecting beyond the schools front wall.
It is noted the aforementioned infonmation may be more appropriate for use by the
downtown committee.

several years, Following is a summary of activities that have transpired. If you have any questions on any

This project involves the expansion of a service within the community. MDG has been keeping in touch, with
the project contact over the past three and a half years. The latest contacts with the prospect occurred on
April 20"' and May 11"'. I

This project has been inactive for the past several months but involves a national commercial enterprise.
MDG continues to occasionally follow up on the lead, including most recently on May 4"'. i

Proiect 01-1: 1
This business originally contacted the City in 2001. ¡In 2002 they noted their project was on-hold. ¡The
company contacted MDG again in June of last year requesting information on available commercial sit~s in
the City. MDG has forwarded additional information and remained in contact with this prospect, most

This contact owns a business in the area and is currently leasing space. In 2004 the developer entered an
agreement to purchase an 8+ acre industrial site in the City. The developer is not prepared to undertake i
development on the parcel at this time. MDG continues to remain in contact with the prospect most recently
on April 20"' by phone. 1

These developers are interested in a large highway commercial development in an area not yet annexed into
the City. MDG has been working with them over the past few years. Follow up and discussion continues on
a routine basis. MDG followed up with this lead via email on April 6"' and 27'" and met with the prospeCt on

This project involves the potential development of additional platted industrial acreage with a full compliment
of municipal services. ÆDA representatives remain in contact with the potential developers including most

individual later in the day. MDG met with the prospeCt for an extended period on April 6th, spoke with the
devetoper on April 20th and met with the developer on the 27th. Spoke with building official re: removal of

This lead was forwarded to the Mayor by the SCAEDp on March 2200. MDG followed up with the Mayor on
March 23'" and contacted Project 02-L on the same day re: the request. MOO followed up again on March
29th and phoned the project representative directly on March 30th. Follow up calls were placed on April 6th,

This lead was forwarded to the Mayor by the SCAEDP on March 29th. MOO folloWed up on the lead on
March 29th. The prospect is looking for tax advantages in conjunction with the desire to lease industrial
space. MDG performed additiOnal information on March 30th re: JOBZ acreage. Spoke to DEED, Region 5
and West Central EDC representatives. Timeline is extremely tight. After speaking with reps from DEED,
Region 5 and West Central EDC it appears JOBZ assistance for this project is not warranted/feasible.

as an information conduit between those facilitating the study and the EDA !

MDG has been asked to provide active leadership in the formation and facilitation of a downtown
redevelopment committee. The following were recently named to the downtown committee: i

Dr. Michael Contardo, Jim Krebsbach, Mary Niedenfuer, Molly Renslow, a representative from the Historical
Society, a representative from the SI. Benedict Monastery, Cynthia Smith-Strack and Mayor Richard
Carlbom. The recent appointees are joined by Maureen Forsythe and Kurt Schneider who were appdinted
earlier this year.
