. Pursuant to due call and notice thereof, the Economic Development Authority for the City of St. Joseph
met in regular session on Monday, March~1998 at 8:00 a.m. in the St. Joseph City Hall.
Members Present: Chair Kenneth Hiemenz. Board Members Ken Twit, Ross Rieke, Bruce Gohman,
Mike Deutz. EDA Director Chad Carlson. Recording Secretary Judy Weyrens.
Others Present: Ellen Wahlstrom
Approve Minutes: Gohman made a motion to approve the minutes of February 11, 1998; seconded by
Rieke and passed unanimously by those present.
Announcementftems
Economic Profile: Carlson reported that he purchased from the S1. Cloud Area Economic Development
Partnership an Economic Profile of St. Cloud. The Profile was developed with the assistance of the
Small Business Center at St. Cloud State University. The Profile is available to any Board Member who
wishes to review the information.
TIF Seminar: Carlson reported that David Drownes through the MN Association of Small Cities is
sponsoring a TIF Seminar if any Board Member is interested.
Meetina Material: Any Board Member wishing to place an item on the agenda or include material in the
agenda packets need to have the information to Carlson the Wednesday before the Board Meeting.
St. Joseph EDA Strategic Plan
. Carlson presented a draft Strategic Plan for the EDA to review. The purpose of the plan is to provide
direction to the EDA. This plan will become important as the EDA begins to pursue grant funding.
Discussion included:
· Creating a zoning cia . lcation for Downtown Development
· Is there a parkin . owntown~ roblem or a perceived problem?
· The Design Team illustrations and recommendations need to be reviewed and a
determination needs to be made if the recommendations are feasible and in the best interest
of the City.
· Business expansion and retention is crucial to economic development
· A plan will be established for the Implementation of a Redevelopment District.
Carlson will make necessary corrections to the Strategic Plan and present to the EDA Board for adoption
in April.
Public Comments
Ellen Wahlstrom encouraged the Board to seek citizen input. It is her opinion that the people are left out
of the decision making process. In an effort to solicit public opinion, Wahlstrom stated the St. Joseph
Newsleader should be used as a communication tool.
Adiourn: Twit made a motion to adjourn at 9:20 a.m.; seconded by Gohman and passed unanimously by
those present.
