HomeMy WebLinkAbout[06a] Feasibility Report - 2016 Street Improvements Council Agenda Item 106a1 crry ori s-n irp. rWn MEETING DATE: March 7, 2016 AGENDA ITEM: Feasibility Report—2016 Street Improvement SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: During the 2016 budget process the Street Maintenance Plan was reviewed identifying the next section of roadway needing improvement. BACKGROUND INFORMATION: The proposed project consists of an overlay and/or reclaim to be determined by study. Since these projects would be partially assessed,the City needs to complete the 429 process. The first step in the process is authorizing the City Engineer to complete the feasibility study. The feasibility study includes survey work and identifying the scope of work,which includes a proposed assessment. At the time of budget preparation the project cost was anticipated at$ 358,000,with assessments estimated at$ 214,000 and city cost estimated at$ 143,200. BUDGET/FISCAL IMPACT: Estimated$ 15,000 to $ 19,000 ATTACHMENTS: Request for Council Action Proposed Resolution Project Area Illustration REQUESTED COUNCIL ACTION: Provide direction as to whether or not to proceed with the feasibility report. JOSEPH Resolution 2016-006 Ordering Preparation of Report on Improvement 2016 Street Improvements WHEREAS, it is proposed to improve the following streets: Old Highway 52 from Birch St W to CSAH 75;4"'Ave SE from MN St to CSAH 75;Baker St E from 12"'Ave SE to 16"'Ave SE; 12"' Ave SE from Baker St E to Callaway St E;Pond View Lane from Baker St E to just south of Callaway St E; Callaway St E from 12"'Ave SE to Pond View Lane; and Parts of 13"'Ave SE including 130 Linear Feet North of Baker St and the cul-de-sac South of Baker St by bituminous overlay and to assess the benefited property for a portion of the cost of the improvement,pursuant to Minnesota Statues, Chapter 429. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: That the proposed improvement be referred to Randy Sabart, SEH, for study and that he is instructed to report to the council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is necessary,cost-effective, and feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
