The Facility Committee
recommended the City Council authorize the bidding and construction of a new government center to be
located on the property known as Colts Academy. The Committee reviewed and recommended
constructing the same facility, with minor alternations, that was designed in 2013, utilizing the
architectural fees that had already been expended.
PREVIOUS COUNCIL ACTION:
In January 2016 the City Council accepted the recommendation
of the facility committee and authorized the completed Government Center plans to be distributed for
bidding and construction in early 2016.
BACKGROUND INFORMATION:
RA Morton acting as the City Construction Manager solicited and
accepted bids for the 2016 Government Center. At the time of bidding it was projected the project would
have a cost of $ 5M. Bidding a project utilizing a construction manager includes separate bid packages
for the different components. Therefore, the City will not have a general contractor, RA Morton serves
that roll. They will manage all the separate contracts and recommend payment when applications are
submitted.
Bids were opened on March 10, 2016 and when all the bid packages were totaled, the project came in
under budget, just short of $ 4.8M. Between the bid opening and the meeting, RA Morton has been
conducting audits of the bids checking for irregularities verifying that they The project is anticipated to
start on April 4, 2016 with completion in early 2017. Included in the information is information from RA
Morton as well as the tabulation of bids.

REQUESTED COUNCIL ACTION:
Two separate actions are needed:
1. Appoint RA Morton to service as construction manager for the construction of the Government
Center and authorize the Mayor and Administrator to execute the contract for said services.
2. Accept the bid packages as recommended by RA Morton, authorizing execution of the contracts
as recommended.

Dear Ms. Weyrens and City Council Members,
Bids for the St. Joseph Government Center were due and opened on Thursday March 10, 2016 at
2:00 pm. This was a public opening attended by many local and regional contractors.
The planning, design, estimating and bid process for this bid package was a collaborative effort
between City Staff, Administration, HMA Architects, SEH Engineering, Design Tree Engineering
and R.A. Morton Construction Managers.
The results of this aggressive Bid Package process were favorable and include the following
highlights:
36 independent sections were established and bid.
189 local and regional contractors were directly contacted to inform them of the project
and request bids for the project.
14 independent builder’s exchanges were informed of the project.
197 contractors expressed interest in bidding the project.
138 separate bids were collected and opened at bid opening.
5 Alternates were bid to identify specific costs of value engineering ideas.
Favorable bid results have resulted in the projected project cost to be less than the
established budget..
Please see the attached handouts for the bid package results and overall project detail.
By utilizing a Construction Management bid process, exact costs by bid section have been
obtained to verify the true cost of work as specified. We are very pleased with the level of local
contractor interest and in the quality of the contractors who submitted low bids. The timing of
this project has favorable and the City is getting a great value.
The next step in the process is to review and ACCEPT or REJECT the bid alternates then pre-
award interview the apparent low bid contractors to confirm their bid amount and construction
schedule. We anticipate there will be some contracts awarded to the second low contractors
due to the selection of alternates or confirmation of bid completeness.
REQUESTED BOARD ACTION
MOTION to ACCEPT or REJECT the following Alternates:
Alternate No. 1 - Building Exterior Wainscot:
Change architectural precast concrete wainscot to brick with architectural precast concrete
wainscot cap. Provide control joints in brick veneer at 16' 0" on center maximum.

Alternate No. 2 - Operable Partition, Room 119:
Omit operable partitions and pass doors. (Pocket doors, supporting track to remain).

Omit translucent skylight. Provide roof joists and metal deck, roof insulation and membrane
roofing, infill framing and gypsum board and interior finishes as indicated on Drawings. Paint

Alternate No. 4 – Barrier One concrete admixture:
Provide Barrier One www.barrierone.com moisture vapor reduction admixture to all concrete floor
slabs that will receive floor covering like carpet, carpet tile , vinyl flooring and rubber flooring etc.
Do not include Barrier One in floor slabs that are scheduled for sealed concrete, paint or ceramic
tile.

BID PACKAGES WITH CLARIFICATION
Alternate #2. If alternate #2 is accepted, the recommended contractor for bid
section 10C Operable Panel Partitions would change from Acoustics Associates,
Inc. to Hufcor, Inc.
MOTION to approve the lowest qualified and responsible bidder for each bid section as
recommended on the Bid Recap document presented by R.A. Morton & Associates, Inc. for the
base bid amount plus the approved alternate amount, contingent upon a successful pre-award
interview with each prime contractor.
