PREVIOUS COUNCIL ACTION: The City Council has annually approved the outdoor liquor events for
the St.Joseph Parish 4t"of July Celebration
BACKGROUND INFORMATION:
St.Joseph Parish,July 3,2016 Outdoor Concert: The St.Joseph Parish is again planning on the outdoor
concert held in conjunction with the 4t"of July. The event will be the same as in the past with the
concert beginning at 6:00 PM and ending at midnight. Part of the site plan is to close College Avenue
from Minnesota Street to East Baker. Property detour signs will be displayed. The packet of information
includes an application to the County for street closure. The City must act on this as well.The Police
Chief is working with the Parish and committee members to assure that adequate staff and training is
included. The Parish will be responsible for paying the additional public safety cost.
July 4,2016 Parish Festival: Like previous years the St.Joseph Lions are planning the 4t"of July Parade
which will run down Minnesota Street. College Avenue between Minnesota Street and Baker Street will
be closed between 10:00 AM and 6:00 PM and they are also proposing to close Minnesota Street
between 1St Avenue NE and College Avenue.
BUDGET/FISCAL IMPACT: Overtime, some of which will be reimbursed by the Parish

Re: Parish Festival July 3,2016 Concert
The Saint Joseph Parish will again sponsor a frce outdoor concert for the community on the eveming of July 3 as
part of our annual pazish festival.The concert witl be held in the parish's east parking Iot. Co�Iege t�venue will
be closed between the east parking lot and the church and school�rounds. The concert will start at 6:00 pm and
end at 12:00 midnight. A fireworks display will take place during one of the intermissions and be visible from
the festival grounds. Along with the concert,the parish will offer for sale food and bevezage concessions,bingo
and games for those who attend. The parish will obtain the nec�ssary liquor license,gambling and other
pernuts, and insurance requirements�or the event.
We realize that an outdoor concert will have an impact on the local residents,especially those who live in close
proximity to where the concert is held. To minimize any disruption of locai resident's daily rouiine caused by
the noise generated during the concert,the parish plans to do the following:
1. Position the stage and sound amplification equipment on the east side of the church's pazking 1ot so the
music is directed toward the church and church grounds.
2. Advise all residents living adjacent to the church pazking lot of the concert,the time of the concert(6:00
pm to midnight),and thst alternative lodging arrangements will be provided them if they choose not to
attend the concert. Residents will be pffezed a room at a local motel at the parish's ex�ense.
The parish is working closely with the Chief of Police regarding securiry for the concert. The concert and
festival$rounds will be fenced and security officers will be at all entrances as well as patrolling the grounds. For
any concerns during the concert, I will be the parish contact persan. My cell phone number is 291-7097 and ttus
number will also be given to Chief Klein.

support as we celebrate with the community during our parish festival.
