ST.JOSEPH PARK BOARD

Minutes of ineeting held 28 March 2000
Meeting called to order by Lonnie Abbott at 7:05 pm.

Approval of Agenda: Motion by Wirz, seconded by Walz
Approval of Minutes from 25 January 2000: Motion by Walz, seconded by Berghorst
Liaison Report: Cory talked about the request made to St.Wendell Township for the 41
surnmer recreation program participants who reside in the Pleasant Acres
area. The St. Wendell Town.ship board felt that it may be difficult to come to an
agreement about this, as they do not wish ta create conflict with other
neighboring communities. It was requested that Che Park Board seek
reimbursement from St. Wendell Recreation Association for each (Pleasant
Acres area) child enrolled in our program. The St. Wendell Township Board
agreed to "back up" the Recreation Association. We need to confirm this
arrangement before Summer Rec. �ets underway. Cory will cont3�iue the
dialo�.
Cory ha.s taken a few calls from residents regarding a skateboard ramp that is
missing from the park. They are concesned and want us o look into it.
Parking lot at the baseball field is slated to b by Bauerly Brothers.
Cory offered to coordinate labor to re-do the skating rink. Granite City RediMix
will honor their quote from last year. Park board will take action on this in
April. (Lonnie will check on final bids for next meeting.)
Briefly, we discussed Northland trail plans and how our budget mighC chan�e
if we work the trail in conjun�tion with Wobegon Trail.
Chair Report: Jeff Illies is the new Recreation Director. Lonnie spoke with Jerry
from Kidstop about their registration. The Board needs to decide how to do aur
registration. Judy had suggested taking names at Kidstop and mailing
registrations to them. Along wirh Newsleader ads and access channel
bulletins, flyers will probably be disCributed through the schools. Jeff is
looking into ideas for marketing, as well as program ideas for summes.
After discussion about the affordability of the program, it was decided that a
vote was needed to establish costs. Mot�on by Berghorst and seconded by Walz
to keep registration fee at a flat $35 per child. Mouon passed, with discussion
that children are not turned away for lack of financial means.
The dates were set: June 12 - August 4. There was much discussion about
activitfes, details, and how individual sessions are evaluated (to continue or to
discontinue). Jeff will work tbis out and give us an update next meeting.

Old Business: The accessible parking spaee at Northland was discussed. The Park
Board wishes to comply with code, but we are unsure of the deadline. (It would
be nice to use the donation from Bauerly Brothers.)
Cory has been working with the developer of Pond View Ri.dge. They have
been discussing where the City might be able to get access to the Klinefelter
Park off 12 avenue. We discussed the pros and cons of two oprions (one done in
the lst phase, one done in the very SE corner). After much discussion, a
motion was made by Berghorst and seconded by Walz to recommend that access
to the park be made in the SE corner, and that in the interim, there will be
access at the end of 4th lot (phase 1) for vehicles and maintenance. Morion
carried.
New Business: The "big toy" with swing has been ordered for Klinefelter Park. The
City Council has approved the expendituxe.
Bruce asked Cory about the expected date for the completion of the Frisbee Golf
Course. Cary thought it would be ready in a month or so.
The brat sale for Fishing Opener was mentioned.
Lonnie thanked Cory for his work with St. Wendell.
Berghorst motioned to adjourn (seconded by Walz) at 9:14.
