St. Joseph Park Board

Minutes of ineeting held July 24, 2000
Meeting called to order by Lonnie Abbott at 7:05 P.M
Members present: Lonnie Abbott,Marge Lesnick,John Wa1z, Cory Ehlert,and Bruce
Berghorst
Members absent: Jennifer Wirz
Approval of minutes for June 26,2000 meeting: Motion by Bruce to approve minutes
with time change for the next meeting. Seconded by Marge. Motion approved.
Liaison Report
Cory is still working on gettin�samples for signage for the parks. Cory is working with
the Loin's Club to help off set cost of the signs. The board agreed that signage for
Northland Park needs to get done before this fa11. Marge agreed to work with Cory to
line up samples of signs, and obtain pricing. Cory stated that he is working on G&K Sign
Co. to send samples via e-mail, so the board can get a better look at the different options
available.
Cory talked about getting a job description from the St. Joseph Rec. Assoc.,John
Higgins, for looking into a possible Park and Rec. Coordinator.
Cory confirmed the dates for cementing the hockey rink, set for 7uly 27, 28,&29.
Chairman Comments
Lonnie had Jeff Innis, Summer Rec. Director, come in and give an upda.te on the Summer
Rec. progam. Jeff stated that he has had a great turn out this year, and that he has
received a lot of positive feedback and comments from parents about the program. The
program concludes August 3 with the Summer Rec. picnic. The only issue or problem,
according to Jeff,was with the busing provided by the College of St. Benedicts. Jeff is
going;to follow up with the College at the end of this years program to resolve the issues
for ne�year. Lonnie and the board asked 7effto attend the August meeting to give a
final re-cap.
Bob Loso was asked to attend the me,eting to discuss the soccer fields located at
Millstream Park. The board has tentatively budgeted$400 for striping of the field. Bob
stated that it cost approximately twice that amoum for striping of the field. Lonnie stated
that the Pazk Boazd main function is for park development and up-keep, not to help run a
necreaxion lea�uue whether it is soccer, softball, or touch football. Striping of the field
should be done through the Rec. Association. After much discussion by the board, it was
agreed to leave the$400 in the budget until the Council bud�et meeting. There,the board
would ask that the money to stripe the soccer field be moved to the Park Maintenance
portion of the city budget for the appropriate amount.
Ben Anderson approached the board about using the parking lot down at Memorial park
for skateboarding. Lonnie and the board informed Ben that we would be cementing the
hockey rink down at Memorial park in the upcoming days, and once that has set,the rink
will be open to skateboard and rollerbladers only.No bicycles. Ben was pleased to hear
this, and drew up a tentative sketch of the rink with ramps and jumps that he and his
friends would supply. Marge is going to check with John Anderson for the St. Cloud
Parks Dept. about liability and signage for a Tier I Skate Park. Marge is going to work
with maintenance to get signage up on rules and regulations.
Old Business
Northland Park—The playground equipment is in, and maintenance will install the items
when they can. Lonnie is going to work with maintenance on laying out the volleyball
court. Cory and Marge are going to work on getting the part entrance signed as soon as
possible.
Bruce turned in everyone's synopsis of the parks to the Newleader. Dennis at the
Newleader said he was going to run one article per paper for the next few weeks.
Bruce gave an update about doing a video of the parks. He and Dennis Nahan from the
Cable Commission have been in touch, but were going to wait until Seren Innovations
submitted their proposal to the City Council about being a cable provider in St. 7oseph,
before proceeding.
New Business
The board reviewed the draft for ne�rt years Park Board Budget. Marge made the motion
to submit the final draft to the City Council. John seconded the motion. Motion
approved. Lonnie and Bruce will attend the City Council bud�et meeting on Wednesday,
August 9,to present the budget, and answer any questions.
