Members present: Lonnie Abbott, John Walz, Bruce Berghorst, Marge Lesnick, Cory Ehlert, Jennifer Wirz Approval of Agenda: Motion by Lesnick, seconded by Walz Approval of Minutes from 25 September 2000: Motion by Lesnick, seconded by Walz to approve with changes: *Changed St. Wendelin to St. Wendel *Changed names Snide to Schneider and Klint to Clint *Changed gift certificate or plaque to gift certif'icate and plaque *Changed mayer to mayor *Changed 20001 to 2001 *Changed familys to families Liaison Report: A 24x48 2-sided sign for Northland should be done by the end of the week. It will be blue and white. We discussed placement of the sign. Cory ordered the plaques for Mr. Schneider and Mr. Bogard. They will be presented at the November 2, 2000 City Council meeting. (Bruce will represent the Park Board. Thanks, Bruce, for doing this!) No word from the Summer Recreation Director about the attendance of students in St. Wendel township. Chair Report: Chief Gary Will joined us to discuss city bike rules. He presented a lot of helpful information, including: *Bikes are only prohibited on sidewalk of the block along MN Street between College Avenue and lst Avenue NW (business side only). Otherwise, there are no restrictions about riding on city sidewalks. *Bikes must always yield to pedestrians *We discussed parking vs. "bike route" designations. Chief Will gave us several ideas for options along city streets. Michael Doyle, committee chair for a MNDOT committee on bicycling, joined our conversation to share ideas for funding and support of the trail. He provided grant information and offered to connect us to more resources. Michael can be reached at 363-1311. We also spoke with the Chief about issues regarding the safety and security at the ice rink. Chief Will clarified the difference between legal/criminal issues and community guidelines. The Park Board (with Council approval) can propose guidelines for use, with consequences for violations. An example: violation of park guidelines could result in loss of the privilege of using a park. Violators could be asked to appear before the Park Board to have their privileges reinstated. r Old Business: The Board needs to work on community guidelines (rules) for park use. At our January 2001 meeting, we will decide what we would like to post and how we would like to handle violations. We may do some extra advertising of this meeting so that residents can submit their ideas for keeping the parks safe and enjoyable for the community. New Business: We discussed the BMX track in Millstream. Lonnie has requested that the mayor place an ad for an additional Park Board member. (We currently have 1 unfilled position.) Family Fun Day will be January 13. Some of the places that we will approach for support are listed below. We have some money to spend, and plan to spend it in businesses that have supported us in past endeavors. Donations sought: Scheels, Gander Mountain, Dunhams Sports (Lonnie); St. Joseph area businesses and the Rod and Gun Club (Marge); Cashwise, Petter's, and Archery Country (John); Hockey Zone, Play It Again Sports, SCSU (mascot), Centennial Sports (Bruce); Target, Shopko, Kxnart, Media Play, Big Lots, and Barnes and Noble (Jennifer). We will discuss the City-wide Trail layout at the next meeting. (Please bring your maps.) We have money for the light on the sledding hill. We still need to decide exactly what we want and who we want to contact to install it.
