HomeMy WebLinkAbout[02] STP Formula Funda MEMORANDUM TO: APO Executive Board FROM: Dorothy Sweet, Administrative Assistant RE: Additional 2017 Federal Surface Transportation Program (STP) Formula Funds DATE: May 12, 2016 Additional Surface Transportation Program Block Grant (STPBG), formerly STP, funding has become available to the APO specifically for Federal Fiscal Year 2017. In total the Central Minnesota Area Transportation Partnership (ATP) received $1,008,462. For the APO, after the ATP distribution formula, could receive an additional $207,147 from two sources. The first source is an increase in the target from the ATP Managed Program and the second is from additional funds from the newest Federal Transportation Bill known as the FAST Act. The ATP is considering how to best spend these additional resources. No time table has been established for a decision but all additional funding must be assigned by the ATP by early June. Of the many options the ATP is currently considering, two are established upon previous precedent. The two options are to: 1. Program the additional funds on existing projects in the FY 2017 program that are not currently funded at 80% federal in order to make them whole; or 2. To advance (unidentified) projects in the program to FY 2017 to create an opportunity to add new (or further fund) project(s) to the FY 2020 program. The Technical Advisory Committee met on May 5, 2016 and voted to use option #1 (Programming the additional funds on existing FY 2017 projects that are not currently funded at 80% federal in order to make them whole). The TAC voted unanimously to distribute the funds as follows to the two 2017 projects: Sartell will receive an additional $118,073.79 for a total of FHWA funding of $665,673.79 or 42.8% federal funding. St. Joseph will receive an additional $89,073.21 for a total of FHWA funding of $572,585.21 or 48.4%. See chart on attached page. Requested Action Approval of TAC’s recommendation.
