HomeMy WebLinkAbout[03a] Metro Bus Amendment Revised eff. 5-12-2016 MEMORANDUM DATE: May 6, 2016 TO: APO Executive Board FROM: Dorothy Sweet, Administrative Assistant SUBJECT: Amendment to the 2016 – 2021 APO Transportation Improvement Program (TIP): Metro Bus project: TRS-0048-16, TRF-0048-16J, TRF-0048-16K This 2016 amendment is requested by Metro Bus due to a change in federal funding source as well as additional funding through MNDOT to use federal funds for the expansion and replacement of their paratransit fleet. The following three changes to the 2016 STIP are requested: 1. Project TRS-0048-16 shown in year 2016 of the TIP is being amended to add one additional replacement bus to the project description. The new description should read, “ST CLOUD METRO BUS PURCHASE 3 SMALL CNG BUSES.” The new estimated cost for the project is $600,000. MnDOT Office of Transit has agreed to provide additional federal Surface Transportation Program (STP) in the amount of $212,400 to supplement the $267,600 currently programmed so the project can be eligible for 80% federal funds. Metro Bus will provide 20% local match in the amount of $120,000. Metro Bus’s need for an additional replacement bus is due to its aging paratransit fleet. Attached is a letter from the MnDOT Office of Transit demonstrating its commitment to the additional federal STP funding and the purchase of the vehicles.” 2. A new 2016 TIP Project, TRF-0048-16J, is for two (2) expansion paratransit buses, for a total of $400,000. This request was originally intended to be funded through state funds. MNDOT Office of Transit has informed Metro Bus that it is their intention to use $320,000 in federal Section 5310 funds for this purchase, thus it needs to be added to the 2016 STIP request. Requested Action: Motion to approve the 2016 TIP amendment requested by Metro Bus. Attachment: MnDOT Office of Transit Endorsement Minnesota Department of Transportation 395 John Ireland Boulevard April 29, 2016 Ryan Daniel, Executive Director St. Cloud Metro Bus 665 Franklin Ave NE St. Cloud, MN 56304 Dear Mr. Daniel, MnDOT Office of Transit has decided to allocate a portion of District C STP funds, reference SP# TRS- 9100-16T ($1,000,000) to St. Cloud Metro Bus for 2016 the amount of $212,400 to complete the full funding of Project SP# TRS-0048-16 and add third replacement bus. The 2016 TIP/STIP will need to be amended as follows: Seq # 413 TRS-0048-16 TO Seq # 413 TRS-0048-16, as amended Total: $400,000 Total: $600,000 FHWA: $267,600 FHWA: $267,600 (ATP, STP) Other: $132,400 FHWA: $212,400 (OT, STP) FHWA: $480,000 (FHWA Total) Other: $120,000 (Local) There is a change to the Project Description, should be revised to “ST CLOUD METRO BUS PURCHASE 3 SMALL CNG BUSES”. The STIP is fiscally constraint as the additional $212,400 of District C STP funds covers this change. These funds are only available to St. Cloud Metro Bus after the TIP/STIP amendment is completed, please work with APO and MnDOT District 3 to process the TIP amendment and PPMS update. Once the TIP/STIP amendment is approved (FHWA and FTA), then St. Cloud Metro Bus may submit a FTA Capital Grant request for processing to flex the total of $480,000 of STP funds for this project. The TIP/STIP amendment submittal and federal approval and FTA Grant Request will need to be done before June 30th, to meet the federal requirements.
