EXECUTIVE BOARD MINUTES
March 28, 2016
Special Session
A Special Session of the St. Cloud Area Planning Organization’s Executive Board was
held on Monday, March 28, 2016, at 5:00 p.m. at the St. Cloud APO. Chair Mayor Rick
Schultz presided with the following Members present:

APPROVAL OF AGENDA:
Chair Mayor Schultz motioned to table all items on the agenda except for Personnel
Committee Recommendations for Interim Executive Director and the Annual Lobbying
Trip to Washington DC in April. The items not discussed will be carried over to the
April 14 Executive Board meeting. Councilmember Goerger seconded the motion.
Motion carried.
CONSIDERATION OF PERSONNEL COMMITTEE RECOMMENDATION
FOR INTERIM EXECUTIVE DIRECTOR:
Mayor Schultz reported that he had met with Ms. Stenson a few times before she left the
APO. In the most recent conversation with Ms. Stenson, Mayor Schultz was under the
impression that Mr. Hubbard would be Acting Interim Director with no change in his title
and no increase in pay, but would be assuming the Exec Director responsibilities.
However, since Mr. Hubbard submitted his resignation on March 24, things are unclear
as to where things stand. The former APO Executive Director, Scott Mareck, has
expressed an interest in the position. Commissioner Bromenschenkel has been in touch
with Mr. Mareck. Mr. Mareck expressed a desire to receive the same salary as when he
left the APO, but Commissioner Bromenschenkel said that was not an option. Some
board members recalled controversy over Mr. Mareck’s sick leave payout when he
resigned in December of 2013, and did not wish to repeat that scenario. Other board
members stated that the Sick Leave Payout Policy at that time was not clear and was the

cause of that confusion. Mr. Mareck shared his current salary with Commissioner
Bromenschenkel and that he would need to give two weeks notice should he accept the
Exec Director position. When asked about the requirements for posting the Director
position, Mayor Schultz stated that there is no formal requirement for having to post the
job according to the League of MN cities. Mayor Schultz said the recommendation of the
APO Personnel Committee is to hire Mr. Mareck at a reduced salary from when he left.
In Commissioner Bromenschenkel’s conversation with Mr. Mareck, a salary of $95,000
was mentioned and Mr. Mareck seemed to indicate that he would consider that salary.
Several members expressed their agreement to hire Mr. Mareck as soon as possible. Two
members felt that the board was acting too fast on this. Mr. Mareck also requested two
weeks of vacation time on the books if/when he started and be back at his accrual rate as
when he left. Commissioner Bauerly motioned to hire Mr. Mareck at the salary rate of
$95,000 with two weeks of leave accrual to start. Commissioner Schmiesing seconded
that motion. Commissioner Bauerly offered to modify his motion to accept the
recommendation of the Personnel Committee to rehire Mr. Mareck at the $95,000 salary.
The staff discussed what leave accrual Mr. Mareck should be offered. Commissioner
Bauerly modified his motion to rehire Mr.Mareck at $95,000 with two weeks of vacation
to start and 12 days of vacation next year, and then 17 days after that. It was decided
that Commissioner Bromenschenkel would continue to be the APO liaison with Mr.
Mareck. The motion was carried with 7 members for and 4 against offering the position
to Mr. Mareck.
CONSIDERATION OF ANNUAL LOBBYING TRIP TO WASHINGTON DC
APRIL 18-20, 2016.
Mayor Schultz announced that the Washington DC trip is on hold and may eventually be
cancelled for the year. David Turch and his assistant, Kodiac Hill-Davis, are both aware
of this. Ms. Stenson cancelled her plane reservation and Mayor Schultz will handle his
plane reservation. Ms. Sweet will cancel the hotel reservations.
ADJOURNMENT:
LeSauk Township Chair John Krehbiel motioned to adjourn the meeting, and
Commissioner Bauerly seconded the motion. The meeting was adjourned at 5:30 p.m.
