HomeMy WebLinkAbout[04c] Municipal State Aid Highways Council Agenda Item 4c urry 01 S-ri MEETING DATE: May 16, 2016 AGENDA ITEM: Municipal State Aid Highways SUBMITTED BY: Randy Sabart, City Engineer BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: The City Council, at its December 7, 2015 meeting, accepted a final monetary offer of$95,000 from Stearns County as compensation for future street improvements associated with the turn back of old CSAH 2 (Minnesota Street W and College Ave N) to the City of St. Joseph. BACKGROUND INFORMATION: Following the construction of the new CSAH 2 alignment around the west side of the City, staff began negotiating terms with Stearns County for the eventual turn back of old CSAH 2 to the City as a local street. The Municipal State Aid System program provides for the addition of County State Aid Highway turn back mileage to the City's designated Municipal State Aid street system. Further, the turn back mileage is not included in the City's statutory 20% system mileage limitation. State Aid staff are allowing the City to process the system revision now so that the new mileage will generate "Needs"that will be included in the City's 2017 State Aid allotment computation. Needs Update Comments: If the City Council resolution is received by the DSAE by June 1, 2016, routes designated can receive Needs and will be used in the calculation of your 2017 allotment. Include the road data with your normal spring 2016 computer Needs update. Certification of Mileage Update Comments: If the City Council resolution is received by the DSAE by June 1, 2016 include these revisions on the 2016 Annual Certification of Mileage that is due in January 2017. RESOLUTION For the Revocation of County Road 2 WHEREAS: it appears to the County Board of the County of Stearns that the road hereinafter described should be revoked as a county road under the provisions of Minnesota Law; and WHEREAS: a portion of County Road 2 through the city of St. Joseph no longer serves a county function; and WHEREAS: Minnesota Statute 163.11 provides for the revocation of County Roads to the City in which the road is located; and WHEREAS: the portion of County Road 2 hereinafter described lies entirely within the city of St. Joseph; and WHEREAS: the city of St. Joseph has expressed a willingness to accept County Road 2 right of way. NOW THEREFORE, BE IT RESOLVED: by the County Board of the County of Steams that the road described as follows, to -wit: County Road 2/Minnesota Street from the intersection with CSAH 2 in Section 9, Township 124 North, Range 29 West to the intersection with County Road 121/College Avenue in Section 10, Township 124 North, Range 29 West; and County Road 2/College Avenue from the intersection with County Road 121 in Section 10, Township 124 North, Range 29 West to the intersection with CSAH 75 in Section 10, Township 124 North, Range 29 West be, and hereby is, revoked to the city of St. Joseph effective January 1, 2016. It is the intent of Stearns County to revoke all right of way of County Road 2 between CSAH 2 and CSAH 75 in the city of St. Joseph. BE IT FURTHER RESOLVED: that Stearns County shall make a lump sum payment of $95,000 to the city of St. Joseph on or about January 6, 2016. JOSEPH RESOLUTION 2016-011 RESOLUTION ESTABLISHING MUNICIPAL STATE AID HIGHWAYS RECITALS: WHEREAS, it appears to the City Council of the City of St. Joseph that the street hereinafter described should be designated Municipal State Aid Street under the provision of Minnesota Law. THEREFORE, IT IS HEREBY RESOLVED, by the City Council of the City of St. Joseph that the streets described as follows, to-wit: Minnesota Street West—from CR 2 to College Avenue North(CR121) College Avenue North—from Minnesota Street West to CSAH 75 be, and hereby is established, located, and designated a Municipal State Aid Street of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Administrator is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation of his consideration, and that upon his approval of the designation of said road or portion thereof, that same be constructed, improved and maintained as a Municipal State Aid Street of the City of St. Joseph, to be numbered and known as Municipal State Aid Street.
