Letter from Board Chair and President
Dear Stakeholders,
Large-scale community and economic endeavors are complex and multifaceted. As
such,no one entity,institution or agency alone can achieve large-scale,substantive
positive change. Rather,they require a collective impact approach,engaging partners
across sectors,including those of education,public,private for-profit,and non-profit.
At the Greater St.Cloud Development Corporation we use a collective impact
model in fulfilling our mission: To lead economic development for the benefit of the
Greater St.Cloud community. Upon our inception in 2011 we recognized that cross-
sector partnerships and leader engagement were paramount to our ability to achieve

Retired CEO In reflecting on 2015,the significance of our partnerships is unmistakable. A review

to our initiatives in the past 15 months,a collective contribution of 8,061 volunteer
hours. And,since our inception in 2011,209 companies and organizations in our
greater St.Cloud region have made financial contributions to support the work
of GSDC.
A We have also expanded our geographic reach and influence through new
partnerships,strengthening our business attraction opportunities and global presence.
A few of these partners are the Metropolitan Airports Commission,MN Medical
Manufacturing Partnership and the University of Minnesota Twin Cities.
Throughout this annual report you will see the many things we have accomplished
with five staff and more than 200 executive volunteers. These accomplishments

community where the citizenry,organizations and businesses are generous in their

Benton County:Sartell Paper Mill Redevelopment Site
The GSDC is assisting the City of Sartell in evaluating
possible options for the repurposing and redevelopment
of the former Verso Paper Mill properties(38 acres in
Benton County and 182 acres in Stearns County) to
optimize outcomes for the Sartell community,Benton
and Stearns Counties,and the greater St.Cloud region. [Sherburne County
Prior to the explosion in 2012,which resulted in the Projects Completed: 2
closing of the plant,the Verso Paper Mill was the 5th ects Underway:0
largest employer in Sartell with 260 FTEs and Sartell'slargest individual taxpayer,generating over 81.1 million in ects in the Pipeline:5
annual property taxes.
Sherburne County:Air Transport Optimization Study
GSDC is leading efforts to secure funding to complete a
Stearns County market based study and strategic plan to grow utilization,

Manufacturing Partnership(MMMP). It is a collaboration of manufacturers
partners and stakeholders from a 24 county region anchored by the greater Minneapolis/St.

(IMCP) aims to prioritize the way federal aid is allocated. The designation enables us
to strengthen the medical manufacturing industry of our region and in the state,thereby 70
