BACKGROUND INFORMATION: Stearns County Environmental Services has received a request to
complete an administrative subdivision as requested by Melrose Associates Inc/Rothfork Associates Inc.
The proposed subdivision request would swap 3.85 acres between two parcels. The subdivision will not
change the land area for the lots and all setbacks are conforming. The Administrative Subdivision does
not grant any land use approvals or allow the extension of the existing business.

land swap as requested with the contingency that the reconfiguration of lots does not grant or infer

NOTICE IS HEREBY GIVEN that the Joint Planning Board of St. Joseph Township and the City of St.
Joseph will be conducting a public hearing on Tuesday, July 12, 2016 at 7:00 PM in the St. Joseph City
Hall, 25 College Ave N. The purpose of the hearing is to consider an administrative subdivision request
submitted by Melrose Associates Inc. and Rothfork Associates Inc, Melrose, MN.
The request for administrative subdivision is in accordance with Stearns County Subdivision Ordinance
9230 and according to the Memorandum of Understanding between the City of St. Joseph, Township of
St. Joseph and Stearns County. The property is zoned Urban Expansion. The request is to attach 3.85
acres to parcel 31.20633.0000 and attach 3.85 acres to parcel 31.20636.0000. The property under
consideration is part of the NWI/4 of the SWI/4 lying westerly of County Road 2 in Section 3, St. Joseph
Township (127-29).

�ESCRIPTION OF PROPOSAL
The applicant is requesting administrative subdivision approval to swap land between the two
parcels listed above. The plan is to attach 3.85 acres to parcel 31.20633.0000 and attach 3.85
acres to parcei 31.20636.0000. The request is in accordance with Section 4.1 of Stearns County
Subdivision Ordinance#230 and according to the Memorandum of Understanding between the
City of St.Joseph,Township of St.Joseph and Stearns County.
SITE INFORMATION
Location of Property: The property under consideration is part of the NW1/4 of the SWl/4 lying
westerly of County Road 2 in Section 3,St.Joseph Township(124/29).
Zoning:Urban Expansion
Areas of Concern: The property is within the City of St.Joseph drinking water suppiy management
area(DWSMA).
Access: Access is from County Road 2.
Feedlot: There is a registered feedlot on parcel 31.20636.0000, part of which is located in the
trees that are being spiit off. This area was an old manure stockpile area. The applicant has
modified the feedlot registration to remove this area frnm the feedlot. Once the administrative
subdivision is complete,the entire feedlot will remain on parcel 31.20636.0000.
Setbacks: Ali setbacks are met to the new proposed property lines.
ADDITIONAI.INFORMATION
All of parcel 31.20633.0000 is subject to a Declaration of Restriction for Conveyance for Non-
building Purposes. Therefore, no structures are allowed on this parcel until it complies with
Section 4.2 of County Subdivision Ordinance#230.
If approved,the applicant pians to sell the land to St.Joseph Sand and Gravel, LLC. An application
for interim use permit for a mining ope�ation on this property will be submitted in the future.
