Council Agenda Item 9a t.�r car S•i.jom.."10Ei MEETING DATE: July 18,2016 AGENDA ITEM: Government Center,Cost Addition SUBMITTED BY: Police/Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: None PREVIOUS COUNCIL ACTION: Safety conversations BACKGROUND INFORMATION: Due to the climate of the world today and past violent incidents dealing with government centers,the goal when creating the government center for St.Joseph today was going to provide a safer and more secure working environment for city staff.The face of the city and most city and police business happens in two places:city hall reception and police reception.The most likely place for a violent confrontation is also likely to happen in these two places. Because of this,the city is preparing this area to be equipped with bullet proof glass and below that with bullet proof panels. Should a violent situation occur,the construction of a bullet proof area for front office staff will give them the seconds they need to protect themselves,warn others and get out of harm's way. We have priced a product called shotgard.There are several levels of protection going with the minimum at a level 1 which has a 1/8 inch thickness all the way to level 8 which is 13/8 inch thick. Looking through the specs,it appeared that level 3,which is a thickness of 7/16 inch would be the most feasible and appropriate level of protection needed at this time.A ballistic data sheet is included with this request for your comparison.We wanted the glass at a minimum protect to the level of firearms the police department carries on a regular basis. Based on this,the city requested a proposal for the bullet proof glass.The estimate for the glass installed is $16,560.00. Through the safety committee,the City can apply for a matching safety grant from OSHA. They consider grants every two months and the maximum they will match is$ 10,000. The grants are competitive, but there is the potential to offset the cost. Based on MN Statute the City Council must authorize and grant submittal;therefore if PR-14 is approved staff would like authorization to submit a grant request to OSHA. One of the things that changed from the first PR -14 to the revised PR -14, in the attached email, is window type W7 was changed to W9. There were also some other minor changes if you compare the two. So, use the one with the W9 windows mentioned, not the one with W7 windows. Hope this helps.
