BACKGROUND INFORMATION: As of July 15t 2016,Greg Koutoupas is no longer a member of the St.
Joseph Fire Department. Greg was on probation the last six months (1-1-2016 to 6-30-2016)due to not
responding to the minimum of 20%of the paged out calls in 2015. He needed to have his percentage at
or above 20%for the next six months and ended at 18.2%. Greg had been with the department since
2009.
I was also notified that on November 3`d of 2016, Mark Winter will be retiring from the department.
Mark will have been on for 23 years.
With that said and with Mike Schmotzer,who stepped down this past spring,we will be down to 27
members as of November 3, 2016.
BUDGET/FISCAL IMPACT:$5000.00 for each new member over a two year period

REQUESTED ACTION: Approval to start the hiring process to replace the 3 vacant positions
