HomeMy WebLinkAbout[06a] Mapping Project 11 6a EDA Agenda Item (Try OF S'll JOSE."1011 MEETING DATE: September 21, 2016 AGENDA ITEM: Mapping Project SUBMITTED BY: EDA Director BACKGROUND INFORMATION: At the last meeting the EDA discussed re-creating the cartoon illustrated map that was commissioned by the Chamber a number of years ago. Staff did reach out to two vendors, Mustang Mapping and mapfomation. Mustang Mapping did not immediately respond and needed some more information to create such a map, as this is not their typical map. Mapifomation was very interested and they do create such maps as a business. Attached to the packet is correspondence to and from the company as well as some cost projections. The email includes some links to the different kind of maps they can produce. We did reach out to the Chamber via the President to gauge interest. Thanks for your message. I have spoken at-length about the potential illustration work with the two illustrators who I think would be involved in the project, depending upon which style of map you prefer (a more-realistic depiction of the community as a "31) Raster" map, or something a little more casual in a cartoon style). Either way, we'd be looking at hundreds of hours to produce the illustration. But developing the map as a cartoon- style piece would involve fewer hours for our cartoonist (Terry Sirrell). Approximately 35-40% fewer illustration hours, which would translate into a roughly 35-40% lower cost to produce. I will attach a basic written estimate to this reply for you to review. A cartoon-style map illustration would end up looking somewhat similar to a piece we created for Ohio State University a few years ago: http://www.mapformation.com/our-work/cartoon-style-map-illustration-of-the-ohio-state- university/ ...while a 3D Raster approach would have its buildings and landscapes appearing much more realistic, similar to a piece we created in Savannah, Georgia: http://www.mapformation.com/our- work/savannah-georgia-tourism-map/ Regardless of the style of map illustration we produce, it should work well in print, on signage, and on- screen. For the on-screen portion, so long as you're using a "zoom" enabled tool to show the map illustration (like we use in our website portfolio), it should work well on almost any phone, tablet, or desktop/laptop computer. If, however, by "mobile-friendly" you are referring to more of an interactive product...where people can click on buildings or logos/icons and have media or other content launch? That is actually a separate (additional)product. Something we could offer, via our partnerships with either nuCloud (www.nucloud.com) or CampusTours (www.campustours.com). But something that would likely cost you an additional $4,000- $5,000/year to utilize. I hope that initial information helps! If you have any questions related to the attached estimate, or you would like to discuss any aspects of the potential project in greater detail, please let me know. Thanks! Have a wonderful afternoon. However,we would like to proceed with an estimate and planning so we can bring forward to our Economic Development Authority. Are we able toget an estimate for both of the styles that you shared below. If we need to make the map a bit bigger due to the growth that may be an option. Your suggestions are welcome too! We would also like the ability to have both printed maps and place on our website. Plus, maybe the ability to have a mobile friendly version...though we are not certain on that. Thank you for your inquiry! My wife and I actually have a number of ties to St. Joseph, and we would be honored to have our company have a role in creating a new map of your community. Becky is a St. Ben's alum, and we got married in St. Joseph in 1997. My brother-in-law (Scott Bunkers) also manages the Gary's Pizza in town. We're traveling through your community fairly often as a result. Related to the steps associated with potential project timelines and costs, we would first look to determine: 1. The geographic boundary (North, South, East and West) for the illustration, as well as what direction will need to be depicted at the "top" of the map. North is most common in the Northern Hemisphere, though that doesn't always result in the best, most-functional map illustration. 2. The amount of structural, street, and landscape detail that needs to be depicted within said geographic boundary. The more homes, institutions and businesses that need to be depicted accurately in the map? The more hours (costs) that will be associated with the project. Depicting CSB and SJU in detail(as was done on the previous map) would also add time/cost to the project. Though that might also be a potential opportunity to get the institutions to commit some financial resources toward the project. (?) 3. The style of map that most interests you. People developing more-artistic (illustrated) maps of their communities tend to prefer one of two illustration styles: - 3D Vector or 3D Raster maps. An example of this style would be a map one of our illustrators created of Savannah, Georgia(http://www.mapformation.com/our-work/savannah-georgia-tourism-maw/). More accuracy/realism related to building facades, trees, et al. Less casual, a bit more "formal" in appearance. - Cartoon-Style maps. An example of this illustration style would be a map we developed for Ohio State University (http://www.mapformation.com/our-work/cartoon-style-map-illustration-of-the-ohio-state- university/). You'll see a lot of people, animals, vehicles, etc. in the illustration. Lots of loose/casual/fun renderings of various areas of the campus. 3 4. Your deadline (if you have one) for receiving end deliverables from the project. Maps such as these tend to take—75-90 days to develop, if they are roughly the same size/detail as the PDF example you had attached to your initial email. If you needed to receive finished artwork in less time, I might need to quote a little more to cover all the "extra" evening/weekend hours our illustrator would need to invest. Whereas if you're not in a hurry to receive final artwork? I might be able to charge a little less, as our illustrator could work on the project in the midst of other ongoing projects. Once we have a bit more information related to the items above, we should have a good idea of the price we would need to quote in order to cover all of our hours. I hope that initial information helps! I will look forward to speaking with you again soon. The map will be designed to allow for ease of use in print, signage and electronic formats (Web and e-mail). Options: 1. Development of a 3D perspective "raster" (Adobe Photoshop) map of the community in four-color format, highlighting numerous building features and community landmarks. 2. Development of a cartoon-style map of the community in four-color format using Adobe Photoshop software, highlighting numerous building features and community landmarks. 3. Final legend and labeling work as additional layers on top of the main map illustration, to be completed in either Adobe Photoshop or Adobe InDesign. 4. Assignment of copyright privileges for the maps to City of St. Joseph, Minnesota, with mapformation retaining the right to use the artwork for self-promotional purposes. Editable copies of the maps would be provided to City of St. Joseph, Minnesota (.psd, .indd, etc.). ITEM TIMELINES ** PROJECTED COSTS 1. 3D Perspective Raster Map 90 days $17,500.00 USD 2. Cartoon-Style Map 90 days $11,000.00 USD 3. Legend and Labeling Work 5 days $500.00 USD 4. Copyright Assignment N/A $0.00 USD ** -Assumes mapformation has been provided with formal approval and proper paperwork (purchase order, signed contract, other) and all necessary reference materials needed to complete the design. Note: Map illustrations would include the following statement in/near the legend: "Produced and Last Updated by mapformation for City of St. Joseph, Minnesota, <date>." Other Conditions: 1. Payment options. Option 1: Pay 0% down on a project, with 100% of the design/project fees being billed 90 days following the receipt of a purchase requisition and/or signed contractual agreement for the job, provided that any delays in us having a project extend past 90 days is outside of our control. Option 2: Receive a 5% discount off our standard (quoted) fees for projects listed above. Pay 50% down on a project (payable within 15 days of start-date), with the remaining 50% of the design/project fees being billed 90 days following the receipt of a purchase requisition and/or signed contractual agreement for the job, provided that any delays in us having a project extend past 90 days is outside of our control. 2. The proofing and approval process: City of St. Joseph, Minnesota would have final authority in determining the "look"of the work completed by mapformation, as well as control over determining the sequence in which all projects would be developed. City of St. Joseph, Minnesota would also be provided with periodic .pdf proofs in-progress via email from the illustrator on our team who is producing the design(s). 3. Provisions. A high-resolution (300-600+ dpi) oblique aerial photograph depicting the community from the desired direction and elevation for any 3D perspective map would be required in order to accurately design the map. mapformation would also wish to receive any recent examples of maps developed for the community, as well as artist's renderings of any buildings not yet constructed (that need to be included on the map), and supporting still digital photographs of buildings from ground- level, if available. 4. Travel. Travel to/from the community would not be required, provided that City of St. Joseph, Minnesota works with mapformation to insure accuracy of the finished maps during the proofing process. If City of St. Joseph, Minnesota wished to have mapformation staff visit the community as part of the project, we would need to bill expenses such as travel, lodging and a meals allowance, as well as an increase in our overall estimate of billable hours (due to our additional meetings and/or walk-throughs through their community). Roughly 95 percent of mapformation clients have not required us to physically visit their community.
