HomeMy WebLinkAbout2016 [07] Jul 07 July 7, 2016 Page 1 of 3 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Thursday, July 7, 2016 at 6:00 PM in the St. Joseph City Hall, opening the meeting with the Pledge of Allegiance. Members Present: Mayor Rick Schultz, Councilors: Dale Wick, Renee Symanietz, Bob Loso. Administrator Judy Weyrens. Members Absent: Matt Killam Citv Representatives: City Engineer Randy Sabart, Finance Director Lori Bartlett, Community Development Director Therese Haffner, Police Chief Joel Klein Public Comments: No one present wished to speak. Aqenda Approval: Symanietz made a motion to approve the agenda; seconded by Wick and passed unanimously. Consent Agenda: Symanietz made a motion to approve the consent agenda.The motion was seconded by Schultz and passed unanimously by those present. a. Minutes—approved the minutes of June 20, 2016. b. Bills Payable—approved payment of check numbers 050669-050762, Payroll EFT #001212-001218. c. TIF Reports—accepted the 2015 TIF reports as presented. d. Bond Reimbursement, Government Center—Authorized the Mayor and Administrator to execute Resolution 2016-034 Allowing the City to Reimburse itself for Costs Associated with the Government Center. e. Draw Request#3—Approved payments for the contractors listed in draw#3 for the Government Center Project as presented. f. Final Plat—Authorized the Mayor and Administrator to execute the final plat and development agreement for Graceview Plat 5 contingent upon Engineer approval. g. Election Judges—Appointed the Election Judges for the 2016 Primary and General Election. Discussion, 4f Graceview Estates 5, Fina/P/at:Schultz questioned if the Final Plat for Gracview Plat 5 has been reviewed by the Planning Commission. Weyrens stated the Planning Commission decided a while back that they do not need to see the final plat if it is consistent with the preliminary plat. Schultz stated that it is his understanding that the original PUD identified the housing pads for all the lots to assure that everyone had a similar view; rather than facing a structure. Weyrens stated that the home are built within the setback areas and the City does not have an Ordinance limiting the pfacement of a structure other than setbacks. Schultz stated it is his opinion that the Planning Commission should have some input in the matter. Wick stated that if the Ordinance does not include that type of authority, the Planni�g Commission cannot consider. Public Hearinq. 2016 Ordinance Codification: Mayor Schultz called the hearing to orde�and to which Weyrens stated the purpose of the hearing is to consider the codification of the St. Joseph Code of Ordinances. The Planning Commission had previously conducted a public hearing on a number of Ordinances and some numbers changed throughout the book. Therefore the best manner in which to authorize the changes is to re-codify the entire Code. Weyrens stated the Council is also being requested to consider amendments to the Zoning Ordinance (502)and the Subdivision Ordinance(504). The Planning Commission conducted a Public Hearing iand July 7, 2016 Page 2 of 3 is recommending approval. However, since the entire Ordinance Book needs to be codified, she requested that after closing the public hearing, the Council consider the Ordinance Amendments first. As no one present wished to speak, Schultz closed the public hearing. Loso questioned the change from City Administrator to Zoning Administrator throughout the Ordinances as the City does not have a designated position with that title. Weyrens stated the City can designate who is responsible for Zoning Administration and it varies from City to City. For administrative purposes the Community Development Director will be the Zoning Administrator and his/her designees allowing for flexibility when administering Ordinances. Wick provided the following feedback: • Ordinance 520.04, Subd. 23:Wick stated the wording is redundant and should include a referral to the Comprehensive Plan.Weyrens stated the language could be changed to"When referred to in this code shall mean..." • 520.06, Subd. 1-c-1: insertion of word day into paragraph. • 520.06, Subd. 1-c-3:Wick questioned what the section means and if additional clarification could be provided. Weyrens stated it can be reviewed for clarification. • 520.06, Subd. 1-c-5:Wick stated the Planning Commission has no role in the appeal process. Weyrens stated this section has been updated since the Planning Commission meeting. • 520.07, Subd. 2-b: Remove word special from paragraph. • 520.66, Subd. 9-d-i: Remove reference to section 502.10 and replace with"this Ordinance". Schultr made a motion authorizing the Mayor and Administrator to execute Resolution 2016-035 Amendment to Ordinance 502 and Resolution 2016-037 Amendment to Ordinance 504.The motion was seconded by Wick and passed unanimously by those present. Loso made a motion authorizing the Mayor and Administrator to execute Resolution 2016-036 Authorizing Summary Publication of Ordinance 502 and Resolution 2016-038 Authorizing Summary Publication of Ordinance 504.The motion was seconded by Symanietz and passed unanimousiy by those present. Wick made a motion the Mayor and Administrator to execute Resolution 2076-033 Revoking and Approving Ordinance 100 Adopting Code and Repealing Prior Ordinance.The motion was seconded by Symanietz and passed unanimously by those present. Engineer Reports Field Street—Desian. Authorization to Bid: City Engineer Randy Sabart stated the plans for Field Street have been finalized and are in the process of review by MnDot since the project is a State Aid Street. When questioned the termini of Field Street, Sabart stated that the design extends Field Street to 7tn Avenue SE. Sabart reported that the right-of-way acquisition is nearing completion and should be ready for finalization at the next Council meeting. With regard to the time schedule, the project is still on track to be bid this year with construction starting in fall. Wick made a motion authorizing the Mayor and Administrator to execute Resolution 2016-039 Resolution Approving Plans and Specifications and Ordering Advertisement for Bids.The motion was seconded by Schultz and passed unanimously by those present. Committee Reports Park Board: No report. July 7, 2016 Page 3 of 3 Administrator Reports 2017 Sudqet:Weyrens stated the budget process for 2017 is in the eariy stages.To help staff prepare for the budget, staff is requesting provide input as to the project and items they would like to see included in the preliminary budget. Loso stated he would like to see the impact to taxes prior to any action or additions by the Council. Weyrens stated a summary of the impact can be provided at the next meeting. Schultz stated he would like preliminary costs on the following: up to date media in the Fire Hall, a walk path from Northland Drive to the Wobegon Trail, security cameras in the downtown area, numbers showing phasing at the Industrial Park, Comprehensive Plan Update, additional lighting in the downtown area, upgrades to City entrances, and allocation of funds to the Park Board. Loso stated that at the LMC Conference, the key phrase was reality budget. Loso added the company he met with regarding columbarium's offered to speak to the Council. Loso stated he would like to see the possible revenues that could be generated if the City constructed a structure. Government Center Updates:Weyrens stated the Government center is ahead of schedule and the flooring has been poured. The Council would be able to view the building and can be done in a group or one by one. When the building is further along, then there can be the opportunity to view the building for the pubfic. Weyrens stated she will make arrangements for the Council to view the building at 5:30 on July 12cn. Other Matters:The Joint City Council/Township Board meeting will be at 6:00 PM on July 12th with the Joint Planning Board meeting to follow. Mavor Reqo�ts: Schultz thanked the Police Department and members of the community for their efforts at the Joe Town Rocks Festival. New Business: Schultz questioned if the Regional Human Rights was granted funding and where that leaves the city financially. Weyrens stated funding was received and the only items paid for were the insurance and training at a cost of around$200. Weyrens stated the Human Rights Commission is still looking for a representative from the City to serve on the Human Rights Commission.
