BOARD/COMMISSION/COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: During the 2017 Budget discussion, the improvements to the
st
north/south and east/west alleys between College Ave N and 1 Ave NW were identified as a priority
with the intent to complete in 2017.
BACKGROUND INFORMATION: The process for completing improvements is defined by MN
Statute 429 which details the required actions. The first step in the process is to request the Engineer to
complete a feasibility study to determine the need for the project. The Council has requested to initiate
th
the project so that it may begin in spring of 2017 and be completed before the 4 of July. Part of the
project process also requires the gathering of field data which includes survey work. To keep the process
moving it is recommended that if the resolution is approved to prepare the feasibility report that the
motion also include approval to complete the initial field work to include survey data.
As a separate process, City staff has met with the property owners abutting the alleys between Minnesota
Street and Ash of the area identified above to determine if any amenities would be desired as part of the
project. City staff will update the Council on the meeting held on November 9, 2016.

2015-055 ordering the Feasibility report for the proposed 2017 Alley Improvement and to authorize SEH
to complete the needed field work and survey data.

RESOLUTION ORDERING PREPARATION OF REPORT ON IMPROVEMENT
2017 CBD Alley Improvement
WHEREAS, it is proposed to improve the east/west and north/south alley’s between
st
Minnesota Street and Birch Street and College Avenue N and 1 Ave NW by bituminous
surfacing, storm water and sewer improvements, and to assess the benefited property for a
portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH,
MINNESOTA:
That the proposed improvement be referred to Randy Sabart of SEH, for study and that
he/she is instructed to report to the council with all convenient speed advising the council
in a preliminary way as to whether the proposed improvement is necessary, cost-effective,
and feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.
