BOARD/COMMISSION/COMMITTEE RECOMMENDATION: In 2015 Pete Theisman from Stearns County
Park approached the Park Board about allocating funding for the shortfall of the Wobegon Trail from St.Joseph to
St.Cloud. The Park Board recommended the Council designate up to$200,000 to fund the project shortfall for
funding the trail. The request was based on the percentage of trail in the City limits and the amount of shortfall,
which at that time was just over 1M.
PREVIOUS COUNCIL ACTION: The City Council accepted the recommendation of the Park Board and
designated up to$200,000 based on the information presented by Pete Theisman and with the understanding that all
the municipalities impacted by the trail extension would contribute their apportionment as well.
In 2015 the City affirmed that the contribution for the shortfall of the Wobegon Trail extension was with the
understanding that all impacted jurisdictions would commit as well.
BACKGROUND INFORMATION: In an effort to understand the financing needs and shortfall as it exists today,
the Administrator from Waite Park, St.Cloud and St.Joseph met with County Administrator Mike Williams. Mike
provided a financial summary illustrating all the costs and revenue sources. Based on this information,the short fall
for the extension is$823,802. The amount of funding received was not allocated based on the percentage of trail in
each jurisdiction;therefore it is proposed that St.Joseph,Waite Park and St.Cloud each contribute$200,000 and
Stearns County will contribute$232,802. Each of the aforementioned cities will be requested to affirm the
contribution and Stearns County will act on their portion on Tuesday.
BUDGET/FISCAL IMPACT: $200,000 Sales Tax Funding(already designated)
