AGENDA ITEM: Police Vehicle—Requested Action: Authorize the disposal of the 2013 Ford Explorer
and authorization to enter into a vehicle lease for a 2017 Ford Explorer

PREVIOUS COUNCIL ACTION: For many years,the council has allowed the Police Department to replace squad
cars on a regular basis of 3 to 4 years per squad with mileage ranging between 75,000 to 100,000 miles. This
continued practice has been able to keep maintenance costs lower, has kept squads from being out of service due
to major problems, maintained the integrity and safety of our vehicles,and has ultimately helped in keeping
liability to the city as low as possible due to well maintained and newer vehicles.
BACKGROUND INFORMATION: The Police Department is scheduled to replace squad unit 701 which is a 2013
Ford Explorer,police package. As an experiment,this vehicle was purchased by the City of St.Joseph in 2013 and
based on our replacement schedule,is scheduled to be replaced this year. The Police Department is requesting
permission to replace this vehicle with a 2017 Ford Police Interceptor Utility with all-wheel drive. The Ford utilities
have worked well for this department, but with owning this vehicle,we have taken the risk of having to repair it,
which makes budgeting difficult due to these unforeseen expenses. I'm asking that we lease the replacement for
701,due to the fact that we can budget more effectively because all repairs are covered in the lease. Most of the
equipment in squad 701 is scheduled to remain in its replacement and there should be minimal cost as far as new
equipment is concerned. The lease has already been budgeted for and the quote received from the State of
Minnesota for the monthly lease is$539.41 for a four year/85,000 mile a year lease. Again the benefits of the
lease are all maintenance and repair costs are included in the lease price. The only items not covered in the lease
are insurance,fuel,and tires. The cost for switchover has been budgeted for also and should cover any expenses
incurred. Once stripped,the 2013 squad car will be sold,with the money returning to the general fund.
BUDGET/FISCAL IMPACT: Vehicle cost:$539.41/month (Budgeted)
Equipment Replacement: No major equipment expected
