BOARD/COMMISSION/COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: The Council authorized the Engineer to prepare the feasibility report for
the proposed 2017 Central Business District(CBD) alley improvement.
BACKGROUND INFORMATION: The construction of local improvements is regulated through the 429
process which includes a series of resolutions that must be adopted by the Council. The City Council has
already completed the first resolution by ordering the feasibility report. The second step is to review
and accept the feasibility report and if ready adopt a resolution ordering the hearing for the public
improvement, providing residents with notice of the proposed improvement and projected assessment.
The purpose of this hearing is not to focus on the assessment; rather the merits of the project. At this
time the project is not designed and the numbers are merely an estimate. Residents will have an
opportunity at a later time to discuss the assessments when final numbers are available.
If the Council is ready to move forward the following schedule could be used:
Friday,January 27th 1st Publication
Friday,January 27th Mail Notices to Residents
2nd Publication Friday, February 3rd
Thursday, February 9th Public Hearing& possible ordering of improvement
We could also move back,depending on availability of Councilors and Engineering.

RESOLUTION 2017-001
RECEIVING REPORT AND CALLING HEARING ON IMPROVEMENT
2017 CBD Alley Improvement
WHEREAS,pursuant to approval by the City Council on November 14,2016,the Council
ordered the preparation of a feasibility report for the proposed improvement to the east/west
and north/south alley's between Minnesota Street and Birch Street and College Avenue
N and 1st Ave NW by bituminous surfacing, storm water and sewer improvements, and
to assess the benefited property for a portion of the cost of the improvement. The report
has been prepared by the City Engineer Randy Sabart of SEH; and,
WHEREAS,the report was received by the City Council on January 23,2017; and
WHEREAS,the report provides information regarding whether the proposed project is
necessary,cost-effective,and feasible,
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF ST.JOSEPH,
MINNESOTA:
1. The Council will consider the improvement of such street in accordance with the report
and the assessment of abutting property for all or a portion of the cost of the
improvement pursuant to Minnesota Statutes,Chapter 429 at an estimated total cost of
the improvement of$
2. A public hearing shall be held on such proposed improvement on the day of
February,2017, at the St.Joseph City Hall at 6:30 p.m. and the clerk shall give mailed
and published notice of such hearing and improvement as required by law.
Adopted by the council this 23rd day of January,2017.
