Pursuant to due call and notice thereof, the St. Joseph Economic Development Authority met on
Wednesday September 21, 2016 at 5:00 PM in the St. Joseph City Hall.
Members Present: Chair Dale Wick. Board Members Gary Osberg, Doug Danielson, Larry Hosch, EDA
Director/Administrator Judy Weyrens
Members Absent: Rick Schultz
City Representatives Present: Community Development Director Therese Haffner
Others Present: None
Chair Dale Wick called the St. Joseph Economic Development Authority meeting to order at 5:04 PM
Public Comments: No one present wished to speak.
Aqenda Approval: Osberg made a motion to approve the agenda, seconded by Wick and passed
unanimously by those present.
Consent Agenda: Danielson made a motion to approve the consent agenda as follows; seconded
by Osberg and passed unanimously by those present.
a. Minutes-Approved the minutes of July 20, 2016.
b. Financial Report-Accepted the July/August 2016 Financial Reports as
presented.
EDA Director Reports
Mappinq Project: Weyrens stated that she and Community Development Director Therese Haffner have
contacted two separate map vendors about recreating the cartoon map that was prepared in the 1990's
by the St. Joseph Chamber. The map has previously been referred to as the"Where's Waldo";
referencing the cartoon nature of the map. The map at that time was funded through advertising from
participating businesses. If the business participated, they supplied their logo which was then placed on
the map and included on the directory listing on the back of the map. Haffner contacted Mustang
mapping and they did not respond with information on assisting the City. Weyrens contacted a company
entitled Mapfomation and they did provide how they could assist the City. They produce similar mapping
for universities some cities. Weyrens presented the proposal received from Mapformation, including style
options and estimates. There was discussion on whether or not printed maps were used anymore. Hosch
discussed the need to have online and a mobile application. Weyrens anticipates the costs would be
approximately$20,000. Weyrens suggested partnering with the St. Joseph Chamber, with the City
leading the project. Kim Poganski with the St. Joseph Chamber has been contacted. There was
discussion to partner with the College of St. Benedict and College of St. John's University too.
Osberg made a motion to budget up to$20,000 to complete the map, seconded by Wick.
Hosch would like to explore further options, including having additional partners. There was further
discussion of funding.
Osberg amended the motion to budget up to$10,000 to complete the map, seconded by Wick and
passed unanimously by those present.
Project Updates: Weyrens shared that Country Manor held their ground breaking. There has been a lot of
interest in both the facility and patio home lots. The school district is providing office space for Country
Manor while the facility is under construction. The office will allow Country Manor to show the prospective
tenants the site and establish a presence in St. Joseph. Osberg questioned when the facility will open, to
which Weyrens said they are hoping to open fall 2017. The Graceview Estates 5 final plat has been
submitted and the proposed River's Bend Plat 3 plat drawings have been submitted. Both plats are for

single family lots. The City Council extended the contract for real estate services with Jon Petters since
there was someone interested in purchasing the current city hall building. The new government center is
on schedule.
Other Matters: Weyrens shared that the Comprehensive Plan Request for Proposals went out and asked
for an EDA member to serve on the site selection committee and advisory committee. Hosch volunteered.
Weyrens announced that the City Council authorized looking at extending services to St. Joseph
Industrial Park East. Osberg inquired about parkland along the Sauk River, Weyrens clarified that the
land was secured and is a city park now. Weyrens shared the City would be proceeding with alley
improvements. Wick suggested looking at goals for 2017. Weyrens recommended having a joint meeting.
Adjourn: Osberg made a motion to adjourn at 5:45 PM; seconded by Hosch and passed
unanimously.
