Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular
session on Monday, December 12, 2016 at 6:00 PM in the St. Joseph City Hall opening with the Pledge
of Allegiance.
Members Present: Chair Rick Schultz, Commissioners, Gina Dullinger, Chad Hausmann, Matt Johnson,
and Daryl Schaefer, Community Development Director Therese Haffner
Members Absent: Chad Johnson, Steve Olson
Others Present: City Administrator Judy Weyrens, Jon Petters, Cory Ehlert, Joan Thralow, Michael Ross,
Brad Sinn
Approval of the Agenda: Schaefer made a motion to approve the agenda. The motion was seconded
by Hausmann and passed unanimously by those present.
Approval of the Minutes: Dullinger made a motion to approve the minutes of November 14, 2016.
The motion was seconded by Schaefer and passed unanimously by those present.
Public Hearing, Planned Unit Development Amendment— Mill Stream Shops and Lofts: Community
Development Director Haffner stated the purpose of the hearing was to consider amending the Planned
Unit Development (PUD)for Mill Stream Shops and Lofts. The approved PUD specified the specific types
of commercial and percentages for each type. Currently, commercial is approved for a maximum of 25%
restaurant, 25% office and 50% general commercial. The request is to remove the percentages allocated
for commercial to facilitate the expansion of Bello Cucina and allow more flexibility with the commercial
spaces. The approved PUD and Development Agreement required off-street parking for the residential
units and for the employees while providing relief from the customers of businesses allowing street
parking. The City's parking ordinance and PUD's allow such relief. Haffner recommended approval of the
amendment to the PUD and Development Agreement on the condition that customers be allowed to
access the rear of the building and park in the lot. Customers will need to be aware of this by the
business and building owner.
Schultz opened the public hearing.
Haffner stated a call was received by Mary Schaefer, 100 E MN ST and made a part of the public record.
Ms. Schaefer voiced concern about street parking and questioned that the City think carefully about that
and stated that there are people who live in the neighborhood and deserve a reasonable amount of quiet.
Applicant and Owner Jon Petters approached the Commission and stated they have no problem making
parking available in the back and have signs.
As no one else present wished to speak, Schultz closed the public hearing.
Chair Schultz questioned how many new seats there would be and the size of the expansion. Haffner
stated that she reached out to Bello Cucina but did not hear back on the number of new seats but the
proposed addition was 1,290 square feet. Haffner referenced the drawing of the addition that was
included in the packet. Hausmann questioned if this would allow Bad Habit Brewing to expand and serve
food. Haffner stated it would. Hausmann questioned what could be done if parking was an issue after the
fact and questioned if parking would be signed for customer and residents. Haffner stated it could be and
the garage spaces were for the residents. Mr. Petters stated that they could sign the parking area if
needed.
Hausmann made a motion to recommend to the City Council approval to amend the PUD for Mill
Stream Shops and Lofts amending the allocation of the designated commercial uses. The motion
was seconded by Schultz and passed unanimously by those present.

Public Hearing, Preliminary Plat— Rivers Bend Plat 3: Community Development Director Haffner stated
the purpose of the hearing was to consider the preliminary plat of Rivers Bend Plat 3 to facilitate the
development of single family detached patio homes in an R4 District. Haffner recommended tabling and
continuing the public hearing to February 13 due to outstanding issues, one being one of the lots not
meeting the wetland setback and the applicant proposing a temporary hammerhead as a turn-around
rather than a cul-de-sac. Staff is requesting a cul-de-sac be provided to accommodate emergency
vehicles and public works. Haffner shared that she discussed this with the applicant who was agreeable
to continuing to February 13th as he is unavailable for the January meeting.
Schultz opened the public hearing.
Joan Thralow, 501 Lanigan Way SE approached the Commission and questioned if the road would
continue through to CR 121. Haffner reported that it would when the next phase would be developed.
Ms. Thralow commented that she would like the road to go through now.
Applicant and Owner Cory Ehlert stated they would study lot 7, 6 and 5 more closely with the wetland
setback.
Michael Ross, 504 Lanigan Way SE approached the Commission to voice concerns with traffic on CR
121. He commented that the City has to figure out how to control traffic. Mr. Ross shared that with the
construction of Country Manor it became hard to get into the Rivers Bend neighborhood as there was a
tremendous amount of construction traffic.
As no one else present wished to speak, Schultz closed the public hearing.
Schultz questioned staff about continuing the public hearing. Weyrens indicated that it was fine since the
hearing was held. Haffner reiterated that if the Commission felt comfortable with the testimony received it
was alright.
Schultz made a motion to table and continue the public hearing to February 13, 2017. The motion
was seconded by Schultz and passed unanimously by those present.
Comprehensive Plan: Haffner stated the Selection Committee interviewed two consultants and will be
recommending Community Design Group (CDG)to the City Council. Haffner shared the decision was
based on the significant public engagement proposed. Hausman questioned if CDG had experience in
Comprehensive Plans. Haffner reported yes. They have experience in development and redevelopment
plans, neighborhood plans and comprehensive plans.
Council Liaison Report: Schultz reported on the following:
• The community center group met with Murray Mack.
• Attended the CGMC Board retreat with new Councilmember Troy Goracke.
• Government Center is scheduled to open February 1St
• Has heard complaints about pedestrian crossings across Highway 75.
Admiourn: Hausmann made a motion to adjourn the meeting at 6:47 PM. The motion was seconded
by Johnson and passed unanimously by those present.
