Notice is hereby given that sealed Bids will be received by the City Administrator until 11:00 a.m., Thursday,
March 30, 2017, at the St. Joseph City Hall located at 75 Callaway Street East, PO Box 668, St. Joseph, MN
56374-0668, at which time they will be publicly opened and read aloud, for the furnishing of all labor and material
for the construction of 2017 Alley Improvement. Major quantities for the Work include:
2,850 SY Remove Bituminous Pavement
2,100 LF Saw Cut Bituminous
1,875 CY Common Excavation
1,125 CY Aggregate Base Class 5
480 TON Bituminous Wear Course
1,200 SF 6-Inch Concrete Walk
475 LF 12-Inch RCP Storm Sewer
10 EA Construct Drainage Structure
Bids shall be on the form provided for that purpose and according to the Bidding Requirements prepared by Short
Elliott Hendrickson Inc. (SEH°)dated March 6, 2017.

Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to
Bidders.
A Contractor responding to these Bidding Documents must submit to the City/Owner a signed statement under
oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section
16C.285, subdivision 3.
Bids shall be directed to the City Administrator, securely sealed and endorsed upon the outside wrapper, "BID
FOR 2017 ALLEY IMPROVEMENT, ST. JOSEPH, MN, STJOE 140019."
The Owner reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to
award the Contract in the best interests of the Owner.

Dear Judy:
This letter supplements the Agreement for Professional Services between City of St. Joseph, Minnesota,
Owner, and Short Elliott Hendrickson Inc. (SEH°)dated July 1, 2006 and addresses providing services in
connection with 2017 Alley Improvements (hereinafter called the "Project").
Our services will consist of:
• Prepare construction drawings (plans)and specifications for the Project based on the approved
Feasibility Report document dated January 24, 2017, and for the improvements described in the
Report as Blocks 9 and 12 Base Project, Option 1 (Storm Drains), and with Option 4 (Sanitary
Sewer CIPP Lining)as a bidding alternative.
• Conduct preliminary utility design meeting.
• Furnish updated opinion of probable construction cost for the Project based on the completed
drawings and specifications.
• Assist Owner in preparing final special assessment roll and conducting special assessment public
hearing.
• Prepare proposal form and notice to bidders.
• Assist Owner in obtaining and evaluating bids and awarding a contract for construction of the
Project.
• Provide Construction Administration Services.
o Assist Owner in preparing the Construction Agreement.
o Conduct a pre-construction conference at the City of St. Joseph.
o Review contractor shop drawing submittals (once).
o Make site visits at intervals appropriate to the various stages of construction to observe,
as an experienced and qualified design professional, the progress and quality of the
executed work of the Contractor(s).
o Consult with and advise Owner, act as Owner's representative at the Project site, issue
all instructions of the Owner to the Contractor, and prepare routine change orders as
required.

o Review Contractor's application for payment, determining the amount owing the
Contractor, and make recommendations to the Owner regarding payment thereof.
o Conduct a site visit to determine if the project is substantially complete.
o Assist Owner in preparing project newsletters (up to two budgeted).
o Prepare substantial completion punch list.
o Review contract close-out documents, including final payment application, and forward to
Owner with recommendation for final payment.
• Provide construction survey and staking to enable construction contractor to perform their work.
• Provide part-time Resident Project Representation (up to 170 hours budgeted).
• Furnish Owner a set of reproducible record prints of drawings and addendum drawings showing
those changes made during the construction process, based on the marked up prints, drawings,
and other data furnished by the Contractor to SEH.
All as set forth in this letter and the Agreement for Professional Services between SEH and City of St.
Joseph, Minnesota dated July 1, 2006. We will also furnish such Additional Services as you may request
or as required.
You will pay us a fee for our services, currently estimated to be $62,500, in accordance with Exhibit C-1,
Rate Table Method.
Payment for additional services shall be based on the time required to perform the services and the
billable rates for the principals and employees engaged directly on the Project, plus charges for expenses
and equipment, all in accordance with Exhibit C-1.
We will start our services promptly after receipt of your authorization. We estimate our services will be
completed after ten months. If there are delays in the Project that are beyond our control, you agree to
grant additional time to complete the services.
Your budgetary limitations for construction of the Project should be provided to us in writing at an early
date. We will endeavor to work within those limitations. We do not guarantee that our opinions of probable
construction cost will not differ materially from negotiated prices or bids. If you wish greater assurance as
to probable construction cost or if you wish formal estimates, an independent cost estimator should be
employed as provided in Section IV.A. of the Agreement and in Exhibit B.
This letter and the Agreement for Professional Services and Exhibits A, B, C-1, and D dated July 1, 2006,
represent the entire understanding between you and us in respect of the Project and may only be
modified in writing signed by both of us. If it satisfactorily sets forth your understanding of our agreement,
please sign this letter in the space provided below and return one copy to us.

RESOLUTION 2017-008
Resolution Approving Plans and Specifications
and Ordering Advertisement for Bids
WHEREAS,pursuant to a resolution passed by the City Council on February 6, 2017, a report has been
prepared by Short Elliott Hendrickson, Inc. with reference to the proposed improvement to the east/west
and north/south alley's between Minnesota Street and Birch Street and College Avenue N and Is`Ave
NW by bituminous surfacing, storm water and sewer improvements, and has presented such plans and
specifications to the council for approval.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ST JOSEPH,
MINNESOTA:
I. Such plans and specifications as presented on March 6,2017 are hereby approved.
2. The City Administrator shall prepare and cause to be inserted in the official newspaper, the St.
Cloud Times, an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The advertisement shall be published for two days, two
consecutive weeks, shall specify the work to be done, shall state that bids be received by the City
Administrator until 11:00 AM, March 30, 2017, at which time they will be publicly opened at the
St. Joseph City Hall, 75 Callaway Street East,by the City Administrator and City Engineer, will
then be tabulated, and will be considered by the Council on at 6:15 PM in the
Council Chambers, 75 Callaway Street East. Any bidder whose responsibility is questioned
during consideration of the bid will be given an opportunity to address the council on the issue of
responsibility,No bids will be considered unless sealed and filed with Administrator and
accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the
Administrator for 5% of the amount of such bid.
