Greetings from your police department!
Enclosed with this council packet is the 2016 St. Joseph Police Department
Annual Report. My apologies for this report being later than normal. The move
into our wonderful new office has put me a little behind. When reviewing the
numbers, please keep in mind this report has been generated by the Stearns
County Sheriff's Office Communication division for our department. The numbers
you see are calls generated each time dispatch sends us a call or an officer creates
one for themselves. Normally, we don't create an initial complaint report (ICR)
number for each call put into CAD (Computer Aided Dispatch). One example of
this is we don't do reports for all traffic stops unless a citation is issued. Other
agencies do reports for all traffic stops which creates unnecessary additional work
for my records staff. I am of the opinion that when verbal warnings are done,
those comments are maintained in CAD and we don't need them duplicated in a
report. If a verbal warning traffic stop turns into more than that, that stop would
then have an ICR. In 2015 we had 2,409 documented calls for service and in 2016
we had 2,930 documented calls for service which is an increase of 521
documented calls for service. As you will see, most of our calls for service occur
on Fridays and Saturdays with our call load staying fairly consistent from 7am to
lam. A lot of what we deal with are alcohol related calls, juvenile problems,
thefts, animal complaints, medicals, school patrols and traffic with some of
everything else. When you compare the "SJPD Complaints" log totals to the totals
from the forms "LAW ENFORCEMENT CENTER- Number Of Calls Report by Day of
Week- Hour of Day," from 2015 and 2016, you will see the numbers are lower on
the complaints log versus the Law Enforcement center forms. The reasoning
behind this is I trimmed out some trivial call numbers. The complaints log is more
of a true representation of our calls.
Public relations continue to be important to me which I convey to my
officers. I strongly recommend my officers stop in the community and spend time
with the businesses and citizens. These numbers are not reported.
2016 definitely has brought about change to our department. In June we
welcomed the addition of Officer Celeste Walz to our team. She was a
replacement for Officer Brad Meyer who retired at the end of July. I thank Officer
Meyer for his many years of service to the City of St. Joseph. Throughout the year
I spent many hours helping with the design and building of our new facility. Since
this building was being built for the future, I wanted to make sure it was done
correctly and not something that would be regretted later on. Because of that
desire, I was on the building site many times a day answering questions and
making sure the things that looked good on paper were going to work out in the
field. The time spent doing that was well worth the results. We have a building I
am very proud of and very appreciative to the council for moving forward with
this project.
We also had the addition of having Gold Cross Ambulance stage in our city
since August of 2016. 1 have gotten nothing but positive feedback from members
of our community as they are glad to have the extra resource here. Gold Cross
had been housed in the old police department garage and finally made the move
to our new facility the first week of March 2017. A benefit we have acquired by
having Gold Cross here is not only the quick response time, but covering the cost
of emergency responder training for the fire and police departments. They also
cover us with any additional medical supplies we may need.
We have five squad cars that are fully marked and one that is partially
marked to assist with traffic issues. Since I was hired as chief in 2013, we have
been replacing one squad car a year and I hope to continue that as it has been
easier to budget and maintain the fleet.
Administrator Weyrens and I have been meeting with CSB and SJU on a
regular basis to maintain a good working relationship between the city and the
schools. We continue to discuss better ways of handling problems and making
sure both the city and the schools are productive, safe places to live and learn.
My daytime officers are very active with the elementary and middle schools
in St. Joseph. Most of the time spent in the schools is to build a good working
relationship with staff and students. We have been very successful in our
relationships and will continue to work on them as we go.
All officers are required to do yearly training to maintain their peace officer
license. We are required to do a minimum of 48 hours every three years but are
well above that in the training we get and some of the other training we are
mandated to have. I have officers that have been trained to be instructors in
firearms, Tasers, and defensive tactics. We supplement with other classes that
may be held out of town and online training.
I am very proud of your police department and community. I continue to
get positive feedback from the community. The department has a good
reputation with surrounding agencies and work well together. Thank you for your
support of the police department and as always, my door is open for
communication.
