HomeMy WebLinkAbout[04] Minutes, March 13 March 13, 2017 Page 1 of 2 Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular session on Monday, March 13, 2017 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of Allegiance. Members Present: Chair Gina Dullinger, Commissioners, Matt Johnson, Daryl Schaefer, Steve Olson, Troy Goracke, Community Development Director Therese Haffner Members Absent: Chad Hausmann Others Present: City Administrator Judy Weyrens,Will Huston, Kevin Cox Approval of the Aqenda: Olson made a motion to approve the agenda. The motion was seconded by Goracke and passed unanimously by those present. Approval of the Minutes: Goracke made a correction to the minutes stating that Chair Rick Schultz was not present and that Tory Goracke attended and served as the Chair. Johnson made a motion to approve the minutes of February 13, 2017 as amended.The motion was seconded by Schaefer and passed unanimously by those present. Preliminarv& Final Plat, Rivers Bend Plat 3: Community Development Director Haffner stated a request to approve a preliminary and final plat for Rivers Bend Plat 3 was submitted by Cory Ehlert. The proposal includes 14 single family patio home lots. Haffner added that a public hearing was held in December on the preliminary plat. The property is the second phase of the development and is located north of County Road 121. Access to the plat would be from CR 121 and Lanigan Way. Public right of way has been dedicated for the extension of Lanigan Way as part of this phase and a temporary cul-de-sac would be at the east end the plat to provide a turn around. The future phase would require removal of the cul-de-sac as Lanigan Way would extend further to the east connecting to 12th Avenue. The property does have wetlands and is located in the R4 zoning district. The minimum lot requirements and wetland ordinance requirements have been met. Parkland dedication was previously fulfilled with the parkland adjacent to . the Sauk River. Lastly, Haffner stated the City Engineer had reviewed the preliminary and final plat and all outstanding concerns have been met. Olson questioned if parking would be allowed on Lanigan Way to which Haffner stated that parking would be allowed on one side.Additionally, a sidewalk is typically required on at least one side of the street, however, in a previous phase that requirement was waived by the City Council. As part of the agreement, parking would not be allowed on one side of the street to allow for pedestrian traffic. Olson moved to recommend the City Council approve the preliminary and final plat for Rivers Bend Plat 3 contingent upon meeting the Project Specific Requirements as stated in Section 5.0 of the Developer Agreement.The motion was seconded by Johnson and passed unanimously by those present. Comqrehensive Plan: Haffner provided an update on the Comprehensive Plan. The consultant, CDG, is researching existing conditions and will prepare a report on their findings. Haffner added an open house and workshop was held on Wednesday, March 8th at the Government Center. Thirty-seven people attended the workshop, which was facilitated by CDG. Dullinger attended the workshop and was pleased with how CDG engaged those present. Dullinger stated the first activity required the audience to answer three questions about the city: What do you like about the City?What do you dislike about the City?What is your vision for the City? Dullinger added the exercises engaged the audience and also kept the meeting moving. Haffner stated two pop-up events will be held on Thursday, March 16th. The first will be at the College of St. Benedict from 1-3 PM and the second at the St. Joseph Government Center at 6:00 PM. The events are open house style and Haffner encouraged commissioners to attend. Haffner added the City will have a booth at the St. Joseph Chamber Community Showcase on April 1�which will be staffed by CDG. March 13, 2017 Page 2 of 2 Haffner stated the project website went live last month: www.envisionstioseph.orq as well as an online survey. The link to the website is listed on the City's website. Council Liaison Reqort: Goracke reported the Council approved the Conditional Use Permit for the Bed and Breakfast as well as the Interim Use permits for the rentals at 110 College Ave N and 13 Ash St E. The council also approved the advertisement for bids on the CBD alley improvements. Additionally, the Park Board is looking at building a new facility at Millstream Park.Weyrens added the Council approved moving ahead with seeking bids for the facility. Goracke stated councilmembers have been receiving complaints regarding the digital sign in front of the Government Center. Weyrens added there is one resident who questioned the applicability of the sign to City ordinances and staff is working through the issues. Olson stated he is a member of the community center committee and the committee continues to meet. Preliminary drawings have been provided by HMA Architects. Weyrens added the community center planning, comprehensive plan update, and CR 75 Pedestrian Bridge Study links are available on the front page of the City website.
